Her Majesty was a recluse.

None had seen her face for a time. Since the power fell upon her, she never left her castle. She sent her knights out to execute all her plans for the kingdom. Once a year she would visit the kingdom, but her knights would carry her through the streets in her palanquin. Thick curtains obscured her from the people and kept her unseen. Some even suggested that she wasn't even in the palanquin to begin with.
Her Majesty was a mother.

A beautiful young girl who was lost at a young age and never found. Knights scoured the kingdom and every surrounding realm for the girl, but she was never found. The queen was heartbroken and refused to enter her kingdom's streets that following year. And afterwards she was back to normal, acting as if she had never had a daughter to begin with. The kingdom soon let the lost princess out of mind, but once a year they would mourn the lost princess.
Her Majesty was a tyrant.

Her rulings became far more cruel as the years went on. She would order the execution of civilians on ridiculous terms. The bodies were carried away by her knights and no one knew what happened to them, aside from the fact that they returned without their hearts. The people were outraged and when she would visit the kingdom her subjects would scream and yell and attempt to throw things at her. Her knights would slice through them relentlessly and her palanquin would continue through the streets without hesitation.

I might as well ask whether or not the Jabberwock counts and if I would be allowed to attempt to retrofit them into a reasonable character.
