Abilities
Primary Fire: Lobs projectiles of scrap metal (takes half a second to prime each shot) for mid to long range
Secondary Fire: Ejects small, rusty shrapnel around his front (in a half circle covering his front and sides)
Passive: Oiled Wheels: Has a passive 20% speed boost when not using abilities
Recycling: Each primary fire shot drops bits of rust that are picked up when passed over; fills up a resource bar. The more rust held, the long the secondary fire can be charged to release for larger shots and more damage. Instant shots of secondary fire for base damage depletes rust by small increment.
Ability 1: Not worthless junk: Every 30 seconds, Scarp can drop armor pack giving 100 armor, can be given to allies. Allies can not pick it up if they already have 10 or more armor. Can be picked up by Scarp, but only gives him 50 armor.
Ability 2: Bunker here: Scarp can build a medium sized metallic wall that can be used as cover. Has 1000 health and disappears after 20 seconds. (For size comparison, protects up until just below the head hitbox of tanks)
Ultimate: Vacuumed Donations: Sucks up the shields and armor of up to 2 enemies and distributes that among allies, giving them 150 armor. (Would also heal turrets, like Torbjorns level 2 turret for 100 health)
Announcement: *static* Don't mind me barging in!

Background: Scarp is an old relic from the junk wastes of the Australian Outback; left over from the Omnic crisis, his original role was as a repair/welding unit in the Omnium there. After it was taken down, his circuits shut down and left him as scrap metal lying around. Wind and rain have rusted his exterior and desperate junkers have taken his legs and right arm for parts.

His internal circuitry, however, has been protected this whole time, and a chance lightning strike rebooted his systems. Now he has gained sentience, and was a thinking/talking Omnic. Except for the fact his mind is screwed up; he thinks he's human and suffers from chronic hallucinations of the Australian Omnium in action. This has given him a major dislike of fellow Omnics and will become passive aggressive at the sight of them.

With no legs and a missing arm (which he does not find strange for some reason), Scarp has had to construct a mobile machine for him to push himself around on.
 
So, for the rework...
Should it be an assassin that assaults enemies with surprise gas attack,
Or the typical defense that keeps enemies at bay with the gas(which is pretty much Smoke)?

One of Rinha's inventions that became the first auto-loading 3D-printed firearm to not only pass rigorous testing as a military-spec weapon, but also the first to be able to chamber and accurately fire a conventional rifle cartridge. Ultralight compact semi-automatic burst-fire assault rifle excels at range and damage output to make up for high recoil and lack of auto-fire. The rifle's moderately high accuracy and high maximum DPS make it perfect for medium engagements; the damage falloff makes it ineffective in long range combat while its burst fire mechanism leaves it at a disadvantage to spread weapons and automatic weapons at close range.

Equip a metallic glove capable of shooting a continuous stream of lightning that deals 25 damage twice per second for 8 seconds to an enemy at a maximum range of 10m in her field of view as well as arcing and dealing 25 damage per second to any enemies with 10m of the primary target
Primary targets are EMP'd and slowed for 10 seconds after the end of effects; secondary targets feel these effects too, but not as severe (i.e. 5 seconds after end of effects)

Background
Born into a Brazilian American family, Marina was fascinated with science and technology at a young age. Her father was an American-born engineer contracted with a firearms research and development facility in Rio de Janeiro; her mother was an architect and related to the Overwatch hero Lucio, and her choices to study and develop minimal-cost inventions using mobile 3D printing were heavily influenced by her parent's professions. As a child, she was teased and made fun of for having blonde hair with dark skin as well as the overwhelming rate at which her inventions failed and her questionable sexuality. However, she kept a smile on her face and never stopped working on her machines. When she was only 16 years old, she graduated high school and completed her bachelor's degree in engineering at the age of 19. She was considering completing her master's when she was called by the United States Department of Defense to work on a series of experimental weapons. She excelled at her job despite complaints from her co-workers that she was way too cheerful; many projects that were expected to be failures exceeded the expectations of her bosses thanks to a wrist-mounted 3D printer that she helped invent for a high school science project. (She won second place at that science fair, and to this day she still hasn't been able to come to terms with that.)

But she had spent only a few months as a government contractor when she learned that her father had gone missing during a riot that had taken place near his research lab. Struggling to stay optimistic, Marina quit her job with the DoD and traveled to Brazil to embark on a nationwide search for her father that would take almost a year. The inventor discovered that a terrorist group affiliated with Los Muertos may be involved, and she assumed in a fit of rage that Gabriel Reyes, the leader of Los Muertos, had a hand in kidnapped her father. It was only at the end of her search that Marina would discover the truth: her father had, in fact, been associated with Los Muertos since before she was even born. What's more, his "kidnapping" was staged by Los Muertos and was an attempt by her dad to sever ties between him and his family.

The devastated 21-year-old found herself with more questions than she had before. Unbeknownst to her was a veteran American soldier who had followed Marina throughout her entire expedition. John Morrison, the Overwatch commander turned worldwide vigilante, had been in Brazil at the same time investigating the same branch of Los Muertos. Impressed by her determination and technological skills, Morrison offered Marina a recruitment opportunity: she could join the revival of Overwatch and be trained by the leading experts in implementing her cutting edge 3D printing technology. After a day of thought, the Brazilian girl accepted the invitation and in a month was learning how to build gadgets with Torbjorn Lindholm--who was her top role model since middle school--as well as learning how to shoot from Jesse McCree, and perfecting her ECHMA-19 glove with help from Symmetra. Marina is still quite new at the organization and holds her comrades in very high regard. She also returned to her cheerful and fun-loving persona, although she has been known to have mental breakdowns from time to time.

It can be hard to tell the difference between happiness to cope and honest happiness sometimes, but she's happy more often than not. Kamila is also the type of person to walk into a group of strangers, immediately strike up a conversation, and either weird the person out or make a friend for life.
Likes: Python, the color blue, stargazing, and EDM- especially when she can dance around to it in her room. She believes earbuds are the best thing in the world. Kamila gets really happy when she can make someone laugh- her eyes crinkle up and her smile turns half-blinding.
Dislikes: Semicolons, severely. Hates the idea of anyone she cares about dying- she's already lost two sets of parents, even if she doesn't remember one, and she refuses to let anyone else slip away if she can save them. In unrelated news, Kamila doesn't handle grief well.

Also good with high-damage ults that leave characters vulnerable, like Pharah's, Genji's, Reaper's, and Roadhog's- her ult can combo with these and protect the characters during their ults.
Strong Against: Tracers, Genjis, and other "backliners"- she can slow their movement with her Reboot and finish them with her primary fire.
Weak Against: Snipers, who can pick her off from behind the backline, and Sombra, who can shut down her abilities and leave her vulnerable.
Preferred Range: Close to medium range- but she usually stays in the backline, and will use her gun to deal with people sneaking around.

Appearance
Her hair is pulled into a dark braid, usually with strands falling out. She wears a navy blue coat with coattails done in orange, white, and yellow, made to look like a shooting star. Kamila has a light blue holographic keyboard that she uses for her abilities, and she fires left-handed.

Abilities
Weapon: A telescope-like tube, with a light emitter at the end that she activates by turning. The weapon is made of a series of plated mirrors, made with specially fired glass which can concentrate the light and allow it to do damage. Kamila has spent quite a few hours in the lab with Symmetra, comparing her concentrated light to her hard light- they're similar, but different enough that the science behind it is interesting.

Primary Fire: Burst fires three short-range flash projectiles of light.

Secondary Fire: After charging, fires two slow projectiles, which circle each other for a moment before bursting outward.

Passive: If below or equal to 50 health, after one second of not taking damage, Kamila will give herself 50 shield HP.

Ability 1: Software Update
Kamila sends out a holographic star, which circles around a character's head and provides a small amount of healing for a short period of time or until she deploys all her stars, at which point stars will shift places. She can deploy three of these stars at a time.

Ability 2: System Reboot
This ability activates a beam which can then be directed onto a character. When the beam is activated, it immediately reduces the speed of that character somewhat, and the reduction continues, up to a certain amount.

Ability 3: Firewall
Announcement: (Enemy) Enciendamos! / (Friendly) Let's light this up!
Kamila launches a holographic comet into the sky, which then scatters into lines of code, providing a damage buff to all within a certain radius, which lasts for 3 seconds. During those 3 seconds, damage done is converted into shield HP.

Backstory
The Omnic Crisis in Puerto Rico was devastating. It undid the progress of fifty years working to improve the lives of Puerto Ricans, and because it was an island, help was late in coming, and when it did arrive it was never enough. The Crisis made wives into widows, mothers into mourners, and children into orphans. Kamila was too young to remember any of it, but even though she was born near the end of the crisis, she couldn't escape it. Her biological parents died in the Crisis- she doesn't remember them at all- and she lived in foster homes until, at three, she was adopted. Her new parents were always moving around a lot, and she didn't understand why until, one day, at 5, they sat her down and told her that they worked for a very secret organization. She was young, so she just smiled and called them heroes. It was later she would learn what being a hero really meant- on the days where Dad stayed up late, pacing because "he was supposed to check-in with his commanding officer an hour ago"; on the days where Papi made her birthday cake alone because Dad was in another country; on the days where they went to see Papi in the hospital and he'd smile despite all the tubes and beeping things around him. They taught her the dangers of their lives undercover, why it was all such a risk, and why they still thought it was worth it.

So Kamila grew up learning three things. One, you must protect yourself, in the real world and the virtual world- especially the virtual world. Two, human life is fragile, and there will be days where people don't come home. Three, to do number one and prevent number two, you need to know how to fight and how to save- physically and virtually. And although she never counted it, they taught her one more thing: whatever you do, wherever you go, know that we will always love you, estrellita. But they never taught her how to lose people, so when they both died in the Zurich explosion, Kamila panicked and lied, making herself 18, two years older. She got a job as a programmer working in computer security, did just enough to be seen as perfectly average and she lived like that for a year until Papi's comm- the one they'd given her, when they came to her house and- well. The comm rang- some kind of signal- and then there was the recall. And Kamila knew how much it hurt to lose people, how hard it was to fight- but her parents thought the pain was worth it.

Her parents had taught her to code, to hack, and most importantly to protect- she excelled in software and knew computer security inside and out. Given how much the Overwatch relied on tech (given how leaks had destroyed it before), she couldn't just leave them open to any hacker who wanted a peek. So she went to Pennsylvania, offered her services, and there she is.

Fun Facts: Gabriel Reyes, her fathers' commander, gave her parents a baby blanket, embroidered with constellations, when she was adopted. She treasures it to this day. Kamila has absolutely no sense of direction, but if she can see the sky, she'll be alright- her parents taught her to find her way by the sun and the stars. In the first days of her time with Overwatch, she discovered a purple skull, hidden in some files and folders. She knows it's the mark of a hacker- it has to be- but she has no idea who, and, more importantly, she cannot keep said hacker out. If it wasn't so scary and didn't put her newfound friends at risk, Kamila would be impressed. As it is, that skull can give her chills and she is not a fan of the color purple.

On second thought I might just make a new one-gas mask dude won’t have much jobs unless you make a whole arc about bio/chem weapons.
 
. . . wait how much of reality applies here? Because, yes, chemical weapons exist in game, but they're also VERY much illegal by I think the Geneva Convention, and they're also only used by Widowmaker . . . unless Ana's grenade also counts as a bioweapon. So if someone were to have chemical/biological gas weapons, would they have to deal/work around those rules?
