Not sure if you're still looking for a partner, but I'd like to join you. I think the first plot you mentioned has a lot of potential, though I would add heavier emphasis on high fantasy. For example, instead of the government performing the experiments, it was an alchemist/mage or something along those lines who performed a spell gone wrong. All set in a world where anything mystical, practices or creatures, are greatly discouraged and persecuted by the church (or some other authority.)
