Nation Building What Arises (OPEN - Two Years Into a Zombie Apocalypse)

Ah. That makes more sense. I'm Canadian, so Nova Scotia is the only Halifax I know, so that's why I assumed.

Formation:


When the infection reached South Carolina, this prison in Columbia entered a strict lockdown in an attempt to hold out. Desperate for manpower, the guards turned to arming well-behaved inmates, which resulted in inevitable consequences. Soon, all the convicts ran free, and the line between prisoner and guard became drastically skewed. While many left, those who appreciated the safety and familiarity of the prison remained and began to organize under an officer named Karen Ferrera. She commanded raiding parties to gather supplies and capture survivors from the city and formed a loyal band of enforcers to kill or imprison those she found too disloyal or dangerous for her company.


Function:


Broad River sustains itself on supplies scavenged from Columbia or robbed from those captured. Prisoners are then utilized for manual labor until they can be traded off as slaves or - in rare cases - recruited.


Capabilities & Resources:


The prison was already largely self-sufficient before the outbreak, having a garden, generators, a few workshops, and a nearby river for which it's named. Its most trying resources are raw materials (wood, metal, etc) and gasoline. As a temporary measure, dead humans and animals are stripped of fat for use in biofuel and the scraps preserved to feed prisoners. They maintain five vans and three pickup trucks for transport as well as an ATV for scouting, and their garrison is currently around 300 strong.


Structure:


Being comprised largely of criminals, thugs, and general sadists, the lower ranks are highly disorderly, kept in line by a small group of feared enforcers. Above them are a select few considered the leader's personal guard with Ferrera's word being the absolute rule from the top down. Morale is maintained by hierarchy and conquest, leaving its soldiers with a sense of superiority over those they subjugate while regular purges keep them subservient to the smaller groups above them. On the downside, maintaining manpower is a problem, as the group's violent nature makes it easy to lose troops and difficult to recruit.


Disposition:


Broad River is extremely hostile toward individuals and most smaller groups, though they are highly open to negotiation, ransom, and trade.

Karen Ferrera - Leader of Broad River. Ruthless, cunning, and well protected by her henchmen.


James "Step" Stepford - Personal bodyguard and logistical adviser. Charismatic and well-informed on local groups.


Magdalena "Check" Czechowska - Personal bodyguard and military adviser. Bloodthirsty, cruel, and tactically minded.

The Socialist Midland Federation


(Northeastern Staten Island, Strong presence around Fort Wadsworth, Port Richmond, & Randall Manor)





The Socialist Midland Federation was formed several months after the Zed Virus flew out of control. It was founded by Ander Kersey and several hundred students, the group would eventually gain support from the remainder of the Wadsworth garrison.


The Socialist Midland Federation has managed to defend a sizable chunk of Northern Staten Island after the National Guard blew all bridges leading to the island except for the Verrazano-Narrows Bridge; which is heavily defended by the Federation. The Federation's leadership is based around Randall Manor in Staten Island as well as Fort Wadsworth. Most waste is either buried or recycled at the Port Richmond recycling plant while a steady flow of electricity comes from the neighboring solar arrays. Food stores have dwindled over the past two years and the Federation's population now numbers around seven hundred due to rampant starvation across the island. Zed Hordes are a regular appearance on the southern and western parts of the island, which have long been abandoned. When it comes to water, most of it is filtered at the Water Pollution plant at Port Richmond; yet starvation is still a common sight.


Army of the Socialist Midland Federation


274 Trained Soldiers - After taking heavy casualties defending Staten Island, the remainder of the Wadsworth garrison forces swore allegiance to the Socialist Midland Federation. These well trained and equipped soldiers are well fed and an essential asset to the Federation which cannot be replaced.


7 Howitzers - The Federation once boasted around 60 yet most have broken down and few men who can operate these weapons are left. Only around twenty shells are left that can be fired from these Howitzers.


3 APCs - Enough gasoline to operate all three vehicles are left, yet ammunition is at an all time low and few soldiers who know how to operate the vehicles are left.


Industry of the Socialist Midland Federation


J&J Recycling - A small recycling plant located in Port Richmond.


Port Richmond Water Pollution Control Plant - A large water filtration plant with a solar array as a roof that provides most of the power for the Industry of the Federation.


Government of the Socialist Midland Federation


At the top of the Federation's power structure is Ander Kersey, the young Chancellor of the Federation. Under the Chancellor are three Commissioners who manage ration distribution as well as other things. There is a Commisioner for Port Richmond, Randall Manor, as well as Fort Wadsworth. Major James Corvelt is the commander of the Army of the Socialist Midland Federation and takes his orders from the Chancellor.


The Federation's attitude towards other nations can be aggressive if any weakness is perceived.


Key Characters:


Ander Kersey (27) - A passionate leader who ruthlessly rules the Socialist Midland Federation, Kersey has been described as arrogant, thick skinned, but intelligent by most. From the point of view of people who are close to Kersey, he is a kind, emotional person who is rarely ever seen panicking.


Ruth Kersey (34) - Ruth Kersey is the sister of the Midland Chancellor, she is also the commissioner of Port Richmond. She's trustworthy and reliable but chooses to spend most of her days relaxing than working.


James Corvelt (32) - Corvelt, a traditional man, is a Major and the commander of the Army of the Socialist Midland Federation. James can sometimes be reckless and other times a genius when it comes to both his personal life and military career. He has been a close friend of Ander since childhood.
