Intimidating glass towers reflect the clouds gathering above and everything seems grey, grey, grey, from the dark grey of the asphalt to the sky and the concrete. Even the people look grey and weary, in their faces, their posture, their fashion. They seem to know where they are heading, but not where they are going.

It is here where you are in plain sight and yet invisible to the world. People pass by without acknowledgement, their presence fading away among the sea of passerby. Everyone is the same, pattering to and fro like a disorganized herd of dark-jacketed sheep.

But you're not one of them, are you? You're different.

You’re not that unusual, that’s true. You melt into the world just like anyone else. You might go to school, or work a job. You might have someone you care about, or maybe not. Or perhaps, having no one else to turn to, the rhythm of the street is the only heartbeat you know.

Loss is not unfamiliar to you. You can’t tell someone’s loss by a glance, but you can see it in the depths of people’s eyes.

You’re normal and you get by… except, strange things continue to happen around you. Because of you. Maybe you’re aware, or maybe you’re as ignorant as the endless sea of ordinary lives around you.

Have you heard of stories of demons and vampires roaming the dark alleyways of the city? Everyone knows those are silly myths... but only a select few know that the myths do have a single degree of truth to them.

☼ The Eyes of the City ☼

Welcome to City S. That's what everyone calls it. Truth is, it could be called anything.

It's like any generic mega-city, really. Could be your city. Could be mine. We're not here to talk about the specifics, 'cause that could be dangerous.


City S, as it is known, is a an ever-changing metropolis of high towers and busy streets. Technology and culture is typical of today. The climate is mild, and anything imaginable is within a subway’s ride away. It seems like everything is here, from the dreams of glamour to the dangers of the dark. Having always been an important settlement, the allure of the City has drawn in people from all classes and all parts of the world. Many deals have been formed here, equally between multi-billion dollar companies and between shady groups of the underworld.

Unbeknownst to the general population, however, a small fraction of people living there have developed special psychic-like abilities. These people could be anyone, anywhere, and look just like everyone else within the sea of crowds. Indeed, in the past they were once just that: normal. No one knows exactly how they gain their abilities or why, but all of these people -- many no older than twenty years of age -- have at some point witnessed a great tragedy in their lives, be it death, violence, or ill circumstances.

These people with supernatural abilities are colloquially known as red-eyes, in reference to how their irises glow a bright carmine whenever they apply their power.

Other red-eyes can see the red glow of their kin whenever they apply themselves. Normal humans are blind to it. The rest of the city is powerfully oblivious to their existence. And yet… at the same time, in City S, almost everything seems deeply entangled within the influence of red-eyes on both the legal and criminal scenes.

Curiously, cameras are uniquely able to capture the red-eyed glow. The red-eye effects do not transfer through video.

☼ Red-eyed Monsters

Each red-eye has a single ability that grows over time. First manifesting in brief flashes or subtle effects shortly after an event that causes them trauma, oftentimes the user isn’t even aware of it until they grow older or encounter other red-eyes. Some red-eyes have had their abilities for years, for up to a decade ago. There is no known red-eye who has gained an ability naturally after the age of 25 -- meaning the oldest existing red-eyes should be around 35.

It is said that a red-eye’s ability relates to either their tragedy or their desires, but there are equally many of those who do not fit this mold.

It is uncommon for the same ability to manifest in more than one person, although it is not unheard of to have abilities that are similar in type and end up having the same effect. All abilities relate somehow to sight, perception, or eyes. The vast majority of them are visual and may affect either the user or the target (or both, if the ability develops to its peak). A red-eye’s power is exclusively mental or psychological, as opposed to physical. Typically, the more powerful abilities rely on eye contact between user and target, and those can be neutralized by tinted visors or mirrored sunglasses.

The limited nature of their powers causes red-eyes to form exclusive groups that leverage each other's abilities. But even alone, a red-eye with a weak ability can find incredibly creative ways to apply themselves. However, there is one way to gain a second ability: by looking into the eyes of another, dying red-eye, that person automatically steals their skill. This strikes a delicate balance between collaboration and assimilation: are you more useful alive, or are you better off as a glint in someone's eyes? For a lone predator seeking to add to their arsenal, a target must be chosen very, very carefully.

Red-eyes, in addition to their ability, have slightly increased physical endurance, healing factor, and durability when compared to ordinary and untrained humans.

Examples include: seeing emotional auras, x-ray vision, clairvoyance, being able to see things out-of-body, seeing distant things, seeing spur-of-the-moment thoughts, perceiving hidden paths, having a personal HUD, seeing the odds of success, observing the past of objects, detecting places people have gone, seeing 2 seconds into the future, seeing a line pointing towards every dog within 60m, etc. Because the effects are so visual, it is rare that a red-eyes with Overlaying Sight would be unaware of their abilities.

  2. Presenting Sight, when in play, alters what people see or feel when they look at them, sort of like a passive effect. Normal-eyed people simply fall for it every time, while other red-eyes may take a while to find something doesn't quite match up, if they don't see through it immediately. The more skilled an presenter, the better they can fool their kin. Examples include: specific glamour, illusions, making people forget your presence, invisibility. Some subsets of presenters can grant their effects to an object they look at. Alone, they are not typically a threat. Most are unaware that they are using the very same abilities that help them avoid attention from other red-eyes. They may eventually develop another aspect.

  3. Enhancing Sight alters, physiologically, some aspect of the user when willingly (or subconsciously) activated. Examples include: dulling pain, slowing down own perception of time, increasing mental faculties, enhancing precision, photographic memory. It has been observed that those with Enhancing Sight often develop an aspect of their ability that affects other people, so it is uncertain if this is simply a subset of other categories such as Pusher or Emitter. Enhancers, by themselves, are difficult to detect despite their red eyes, as their ability is not flashy nor apparent, but oddities in their background checks might hint to something.

  4. Reading Sight pulls information from a target. Reading often requires eye contact (though mostly quite brief, unless it requires searching for something specific, or any other lengthy process.). Examples include: seeing memories, seeing through someone's eyes, lie detection, mind reading. While not inherently harmful, those with Reading Sight are incredibly crafty with whatever sealed information they lay their eyes on. It is not uncommon for Readers to develop a Pusher aspect later on.

  5. Emitting Sight is a comprehensive category for abilities that affect the world around the user (or don't quite fit the mold of the other categories). A hybrid between Presenting Sight and Pushing Sight, Emitters have a skill that passively affects people around them. When used subconsciously, it can frequently be mistaken for chance. It is not uncommon for Emitters to develop a Pusher aspect later on, either. Examples include: attracting gazes, being generally more charismatic, attracting generosity, blind luck, causing others to accept blind faith, forcing others to look away, casting hexes. Emitters, especially those who don't realize they are emitting, can be especially dangerous and often attract the attention of every red-eye in the area. Red-eyes in positions of power typically display Emitting Sight or Pushing Sight, whether they realize it or not.

  6. Pushing Sight includes abilities that force an effect on a specific target. They deal with the target's mind, affecting their perception, their feelings, their memories, or even their bodily functions. Most, if not all, pushing skills require eye contact, sometimes brief, sometimes for as long as the effect lasts. Examples include: paralyzing glare, mood alteration, planting thoughts, hypnosis, memory erasure, forcing someone to see a vision, blocking other red-eyes' abilities, relaying what others see. All precautions must be taken when a user has confirmed Pusher abilities as they can be incredibly devastating if eye contact is made. Red-eyes who begin with a Pushing ability may develop a secondary Enhancing or Emitting aspect later on, but many do not and instead end up honing the Pushing itself, such as reducing the amount of eye contact required to achieve an effect.

All abilities have the potential to grow and encompass a secondary aspect of itself over four or five years, but it takes frequent use of an ability to strengthen it. Thus, it is important to provide young red-eyes with adequate training and appropriate stimulation as soon as they are detected as having an ability.

Knowing the right people can protect you; conversely, pissing off the wrong people could get you erased.

1.1 Gangs

Three Blind Men - A notorious but elusive criminal organization. It is said that their leader is a red-eye with several powerful abilities, but the more likely explanation is that their leadership is a tight knit circle -- perhaps the titular three 'blind' 'men'. By far the most influential gang with territory encompassing the north and west parts of the City, TBM offers a degree of protection for red-eyes within their area... for a price paid in wealth or favors. Like a few other organizations, they are actively seeking out or hunting for useful red-eyed abilities to add to their ranks, living or dead, and have quite a complete list of the most important figures in the underground. With a mixed membership of red-eyes and normals, they also deal with the non-red-eyed world and are not beneath taking on jobs involving theft, manipulation, or assassination -- but of course, they demand a hefty price for their professionalism. If you're a red-eye who has been using your skill regularly for a few years, chances are you've dealt with TBM either implicitly or overtly at some point. They have been laying low, recently, which has inevitably allowed for the rise of other powers challenging their dominance.

The Red Cobras - A street gang of youths, recognizable by their red scarves or bandannas and snake motif. They are more troublemakers than a true gang (as they do not partake in the politics or dig into the underworld like the Three Blind Men or the more normal Grey Wolves), although curiously, like attracts like, and it turns out that every member has a red-eyed ability. They tend to seek people like them, but are cautious with their operations, knowing that there are bigger players who might have their eyes on them.


1.2 Groups and Locations


Aperture Incorporated - Aperture is an incredibly wealthy multinational company dealing with the production and development of cameras, lenses, CCTVs, telecommunications, and other related products. Their headquarters is in the downtown area of City S, not too far from where the company had its humble beginnings, six years ago. Its CEO, Argus Khan, is a handsome and charismatic young man who seems to have a golden tongue when influencing the decisions of investors. They are notable for making many charitable donations to orphanages in the city, often involving Mr. Khan personally visiting each facility. Aperture Incorporated has an active R&D department, although what's missing from the official records is a research team dedicated to learning more about the red-eyes. While Mr. Khan himself is upstanding and idealistic, his middle management tends to... sometimes deliberately twist his instructions.

Crystal Creek High School Special Interests Club - As one of the many schools in the somewhat slower neighborhoods a short ways outside of the downtown core, Crystal Creek would be unremarkable had it not been the site of a violent school shooting one and a half years prior. The Special Interests Club began as an emotional support group but has since developed into somewhat of a gathering spot for the red-eyes from the event, and for red-eyes transferring in.

1.3 Online Communities

doubleBlind (DB): A strange smartphone app that is only visible for installation by red-eyes. It functions like a chat app along the vein of #IRC, allowing for groups to connect and to discover each other without revealing their identity. It is created and managed by a self-proclaimed hacker who calls themself 888.

Hi! I'm Mage, and Red Eyes (RETW for short) is a pet project for mine that has been incubating for a couple years now, alternately as a RP, a novel, a comic, and now shared as a RP again. Reminiscent of the late 2000s, it's a dive back into a time of gritty reboots and punk rock, with a dash of conspiracies and that feeling that someone's watching, or that there's a much greater machine out there messing with your life. I've always enjoyed settings that appear normal on the surface, but once you scratch at that veneer, you find the secret society beneath.

With that said, I will be quite strict with certain aspects of the worldbuilding, such as ages, powers, and the real-world setting. Don't be afraid to ask for clarification. You may negotiate with me on almost anything and I hope we can reach a compromise, but in the end I have a final say.

The general rules:
  1. Have fun! You may negotiate with the GM to improve yours or others' experience of fun. Make connections! Make factions! Make friends, IC and OOC! But, if you are ruining the fun, you may be asked to tone it down or leave.
  2. No character limit. As long as the character is approved, you may use that character as much or as little as you want.
  3. NPCs. Normal humans are supernaturally unaware of the red-eyes. They don't need sheets. They may play bit parts or be a core part of someone's life, but they are not the focus of the story (of course, there can be exceptions).
  4. Coordination: I picture this RP putting a lot more emphasis on OOC rather than IC, with character creation, planning character interactions, and plot at the forefront. I don't mind someone doing an entire post of them interacting with themselves because it adds flavor to the world. It'll be slower, novella style, maybe one post per week? Once I gain enough interest, I will set up a discord chat for scheming. Keep an eye out for it!
  5. Eye puns and references are highly encouraged. It's part of the flavor. Eye'll make you sorry if you don't make your quota. :^)

I wonder, would it ve possible to make a sort of gang leader who hunts down other red eyes for their powers? Maybe uses their power and influence to both protect some and hunt others.

Oooh very cool! I was thinking of running something similar to the 'Three Blind Men' one. If when it comes down to making characters and i don't make my own would i be able to be a high rank within that gang?

Yes of course, although the bosses themselves are reserved for plot advancement. I'll allow anything up to being third-in-command (maybe even second, or a confidant). Depends what you throw at me.

As for powerful abilities... The more powerful ones tend to be those which can affect a person in a dramatic manner, such as memory erasing and mind control, while generally 'weaker' abilities affect only the self, like being able to see through walls . Forgive me for bringing up some IC flavor text again. I'll add both this and the gangs into the intro shortly.

No problem! If you're asking questions, someone else probably has those questions in mind. (And also, it gives me an excuse to write more background information about Aperture to add to the intro).

Theoretically speaking, the youngest appearance of red-eyed abilities has been around age 8, which some researchers have correlated with the development of long-term memories. Based on Aperture's statistic analysis, traumatic experiences before age 7 or 8 would affect the child, but doesn't seem to grant them any abilities. Practically for the rp though, I'd say age 12 and up would be most practical. There exist many red-eyes who are just trying to get by in school and end up getting tangled between two gangs. As a note to everyone: feel free to take any hooks that sound interesting.

Crystal Creek High School Special Interests Club - As one of the many schools in the somewhat slower neighborhoods a short ways outside of the downtown core, Crystal Creek would be unremarkable had it not been the site of a violent school shooting one and a half years prior. The Special Interests Club began as an emotional support group but has since developed into somewhat of a gathering spot for the red-eyes from the event, and for red-eyes transferring in.

Aperture Incorporated - Aperture is an incredibly wealthy multinational company dealing with the production and development of cameras, lenses, CCTVs, telecommunications, and other related products. Their headquarters is in the downtown area of City S, not too far from where the company had its humble beginnings, six years ago. Its CEO, Argus Khan, is a handsome and charismatic young man who seems to have a golden tongue when influencing the decisions of investors. They are notable for making many charitable donations to orphanages in the city, often involving Mr. Khan personally visiting each facility. Aperture Incorporated has an active R&D department, although what's missing from the official records is a research team dedicated to learning more about the red-eyes. While Mr. Khan himself is upstanding and idealistic, his middle management tends to... sometimes deliberately twist his instructions.

Yes, of course! I don't think I'll ever really close it, since the sandbox is flexible enough to let people come and go, I think.
 
If i wanted a character with clairvoyance, would that be limited to one's self, and am i to assume any clairvoyant visions would be dictated by you?

Depends on what aspect of clairvoyance you want (at least, to start with). It's possible to have clairvoyance in which you fix your eyes on a location, person, or object and see its future, or it could be seeing your own future, or it could be generally seeing the next big source of danger. Any/or would be acceptable. Visions I'd only really control if it relates directly to something I'm doing, like, for instance, if one boss of TBM asks about the fate of the gang in 3 months.

Without spoiling too much of the plot I have for him, he's a struggling college student that recently discovered his powers, and will experience tons of inner turmoil and conflict
 
OOh. I've got 2 ideas so far. A powerful gang member who hunts red eye's, and a young boy with recently developed abilities.
 
Honestly my girl is just trying to survive the city and school. I don't have much of an idea beyond that. Well that and her ability being to negate other red eyes abilities.
