Oh, hm. That'd be an interesting concept, though the alley cat would need to be extremely secretive and have to occasionally lurk around the house of cats some times, because if he's exclusively wild in the town then we'd rarely encounter him.

Atsushi wouldn't force that cat into his care because he's really against doing that, and the cat would need to be handled by the government first according to Handler's law. Sushi will happily provide the cat occasional shelter and food if need be, and would take in the cat if the cat let him, but otherwise wouldn't impose such things.
If a government official is on-site and talking to Atsu (which they occasionally will appear in roleplay), and just so happens to spot your cat, then he's going to order officials to catch your cat, clean them up and send them to Atsu's shelter, in which Atsu would then have to take care of your cat, even if he's against it.
So in short, if found by atsushi then he will not force the cat into care. Atsu will only take in the cat if A, they let him, or B, he is forced to by the law.

(Making it canon that some of the cats in the house would’ve been snacking on all the food, forcing atsu to lock up the food )
