Three is actually a pretty good number, considering that three is powerful. The series Charmed has the power of three, there are the Three Musketeers, etc. I think three is a good number to go with.

I was thinking where are the allies suppose to be? Does there need to be a town

Um...I think the allies should live in the human world and go down when they are summoned by their dealer or want a meeting with them, but other than that, they're doing work. The best thing as a demon is having as many souls as possible.
