History: As you all know, the bombs hit Europe hard in 2025, and Spain was no different, leaving most of the land run by ruthless gangs and horrible mutations. One such leader of one such gang, a man named Cardrall Portman had plans to unify a sort of govern from the start, and as Madrid was his home town, he would start there. His plan was simple, yet extremely effective, using his gang he would anex smaller gangs, growing his population, eventually hitting large scale gangs, and eventually setting up his government in the city, now in control of about 3000 people to start, it would only be a year or two and his place would be on the map. After estlabishing his settlement and fortifying, the next step was building population, which was easy with the newly aquired equipment. He would send squads of people out into the wasteland, and would find people in communities of their own forcing them to return, but his biggest hits were bunkers and underground settlements. It was after about 10 years that a proper government was set up, and when policies were put into place, as in the type of government, who would lead, ect, things the people had no actual say so in.
Government: Dictatorship (power passed down through children) current, Cardrall Portman
Strengths: Strong economy, good infrastructure, strong military
Weaknesses: Government distrust, closed minded, trigger happy
Resources: wood, metals, firearms, various crops, filtered water
Population: 300K
Military:
Police force: The least trained, only used to inforce the law and keep citizens in check. Equipe with standard bullet proof vest, AR-27's (advanced automatic rifles, hold 40 rounds per clip, medium sized gun, little recoil), and sword like blades, 5 ft long. 20k manpower.
Standard infantry: The grunt soldiers of the military, these guys go through basic military training, but aren't the main fighting force. These soldiers are used for things such as border control, clearing out mutants, and claiming/fortifying lands and cities. These guys are equipped with light full body armor, gas mask (optional wear), AK-52's (modern before the war, holds 45 rounds per clip, long rifle, good aim, medium recoil, can be silenced), Colt 23's (modern pistols before the war, 7 rounds per clip, short ranged, good firepower, medium recoil, can be silenced), and basic combat blade, 7 inches. 30k manpower.
Advanced infantry: Considered actual soldiers, these guys go through advanced military training, and are the main fighting force. These soldiers are only used for big situations, such as organized terrorist/gang activity, code red mutants, and wars with other clans/nations/ect. These guys are equipped like the basics, except the chest armor is high quality, and they wear helmets made of the same high quality; they have gas masks (optional wear), and use AR-47's ( modified AR-27's, can hold 50 rounds, are sighted for longer range, and can be equipped with grenade launcher modifications, though rare, medium recoil, quiet), Colt 23's, and hardened dispensed bladed, 8 inches, sharpened to the max potential. 50k manpower.
Vehicles:
Bikes, modified mote cycles, can go faster, armored, can hold two people, used mostly by the police force.
Light trucks, modified trucks, armored, hold 6 people, equipped with mounted turret machine gun on back, used by standard and advanced infantry.
Tanker trucks, heavily modified truck, heavy armored (the back has a square metal frame that protects it from fire, and glass is reinforced), hold 6 people, equipped with mounted turret machine gun on back (sticks out through frame), two smaller turret sub-machine guns (stick out side holes in frame), used by advanced infantry only.
Tanker bus, heavily modified bus, heavy armored (steel plating covers the bus frame, glass is reinforced), holds 10-30 people at a time, equipped with smaller turret sub-machine guns (stick out side windows), mounted turret machine guns (one on back window, and one on top of bus), scrap-like grenade launcher ( opposite side of turret on top of bus, note that both objects are manned by two people, and the top is sheilded, but not boxed in), used by advanced infantry only, used in extreme situations only.
Territory: Madrid, Spain
Anthem: We hail out great founder Portman, who we serve in life and in death, with a family to be respected to the highest degree, and who we owe our great empires life to, all hail the Spainard Federation, a nation built on power and determination.

soo at 2% berlin would be 70.4k but the explored underground would only have about square ft to support 114 people comfortably for a year. I guess that with extreme rationing and extremely close quarters living and with reopening of old nazi bunkers germany could support about 200 people but still no where near the 70.4k that 2% of the population would achieve.
