Tim had to take more factors into consideration than he cared to admit. Brian posed a simple, yet still challenging question with a rationale that Tim couldn't counter. It would be far better for them if they knew each and every threat in the city as well as all of their potential allies. The problem happened to be the sheer amount of threats in Gotham as well as the fact Waller and Beetle decided they wanted to keep each squad independent of each other--even if they operated in the same city. In short, Tim was bound by bureaucratic red tape that even he had a specific disdain for. He mulled over how to answer Brian, but it continuously circled to the same simple fact: every answer he came up with was just as irritating as the last. And, if he irritated him, it was likely to frustrate Brian tenfold. Instead, he transitioned to answering Alphus; his questions had answers that Tim could give readily.

Regardless, if he causes a substantial problem, Torrent will have to shed his duties to come here. As the Representative of Atlantis, he's the only person on mainland that can do anything to this guy without causing international problems. Atlanteans have diplomatic immunity anywhere they go on Earth in response to their generosity with technology, defending shores from storms and a handful of other sea-related natural disasters," Tim explained.
What he didn't answer was their inquiry about the Gentlemen Ghost. Primarily because the Gentlemen Ghost was a long-term plague on the city while this Atlantean was more akin to an acute, allergic reaction. It had to be dealt with first.
