Name: Senātus Populusque Americānus (SPQA)
History: Born out of the wars between the Bear and the Bull in 2282. President Kimball killed, the loss of the dam, the inability of their government to act, and the Legion at their gates, the NCR had lost, the bear had been fatally wounded, and the bull run it's course. Both lay dead in shady sands, their blood bore a new symbol, the Eagle... The newly formed SPQA is fraught with civil unrest and a burning hatred for the Wasteland, the Government gave one promise to it's people: "No more wasteland". Their campaign has brought many on board and their mentality many more, most who openly disagreed were either thrown to the wastes or killed, and those against were silenced. The infant nation is led by person of neither the NCR nor the Legion. A man who was raised outside of each and saw the flaws in them both, he was agreed by and taught by both sides and remained neutral... leading the campaign to shut down raider settlements in California was successful as was the annexation of Big MT. They set their sights on the exterior world to found peace and stability... but war, war never changes
Culture: The culture has been made strictly egalitarian, meritocratic, socialistic, Darwinian, and religious. They follow a state controlled religion, one that was only controlled by one god, the Abrahamic god out of select peices from the previous religious texts and adding new ones, a religion known simply as: Tuetaleoism.

THE NEW CALIFORNIA REPUBLIC
History: The NCR was founded in 2186 from the small community of Shady Sands, itself a product of the dwellers of Vault 15 in Southern California. Under the leadership of Presidents Aradesh and Tandi, the community expanded in wealth and cultural influence until a national identity movement led to the formation of the Republic in earnest, composed of the states of: Shady Sands, Maxson, Boneyard, Dayglow, and the Hub. Territories of the Republic include: Arroyo, New Reno, Redding, Vault-City, Sac-Town.
President Tandi was committed to spreading humanitarian values and under her long tenure, political enfranchisement and stability were spread throughout the wastes. After Tandi's death, however, the Republic came under the leadership of Aaron Kimball who managed to get the Republic into a costly and morally corrosive imperial campaign in New Vegas. [Non-canon past this point.] After the election of the new President Earnest Hotchkiss, the NCR has abandoned almost all claims in the area around New Vegas and has instead renegotiated a new treaty with the militarily-resurgent New Vegas. The overextension under the Kimball administration has been mostly corrected, but financial strain has ensued in the Republic as traders and fortune seekers routinely cross the desert to do their business in New Vegas. The Republic has recently enacted a border tax, which has strained relations with New Vegas and have threatened President Hotchkiss's position in the face of the political power of the brahmin caravan traders.

I used the population of Southern California (22.8 million) so their population is now 918,000. I didn't include their frontier territories outside of California, but I figured their population would be negligible anyways. This puts them on par with other "nation-state" factions.Shireling . You're supposed to look up the modern day population of your territory, and then subtract 96% percent of that.
The remaining 4% will be your population.

It isn't really canonical. You find that bit of information in Fallout 2. Which is in 2242 I believe. This RP takes place in 2290. If that document was truly accurate at the time it was made, it sure as hell wouldn't be 48 years down the road.
That isn't even mentioning that the document that these numbers were on was heavily implied to be printed specifically for propaganda purposes, so the numbers might be inflated just so they look better.
But none of that matters for this RP. Just look at my Enclave at the first page. I have hundreds of thousands of citizens. The numbers for this are horrendously bloated.
