I think Raava is lost history at this time.

Raava is, however, the spirit side of the Avatar. The Avatar is two beings, Raava, and the human reincarnation of Wan. Yet I don't think Raava actually communicates with any of the human reincarnations of Wan until Korra. But it could be up to speculation.

tbh, i was thinking about Futeki eventually communicating with her, but as of right now, Futeki does not know of Raava
