Well the thing with his quirk he "restores things" that can be restored so let's say there's a piece of paper that was recently torn if Hibiki has access to every component let's say both half of the piece of paper he can "restore" it to a previous state to before it was ripped but after the time limit is up the piece of paper will return to its destroyed state. But if one component is too destroyed he can't restore it like say the other half is burnt to a crisp he can't restore it. It's the same thing with people, he needs all of their limbs and body parts still attached to the body to restore them, but if they bled he can't restore the blood lost but his quirk allows him to make the reminding amount of blood work harder to compensate for the lost blood so they wouldn't feel like like they lost blood until his quirk's power boost time limit is over and which case they need help immediately.

Also with a person he can restore them to a previous state of existence that was within the past 15 minutes so the state is exactly how they were including memories and thoughts at that moment. So the person loses memories and thoughts after the moment of restoration which is a horrifying idea but I thought I add a little bit of horror to his quirk which could be interesting for character growth~ (If that last point is hard to understand just think of it like this, if Hibiki restored somebody from a state from ten minutes ago the person would forget the past ten minutes that happened.) It might be OP but the drawbacks are mostly moral and horrifying to live though. Also Hibiki isn't omnipotent so while he can always restore people in the span of 15 minutes he doesn't know what that state would entail besides being healthy the person could've been having a panic attack and they return to that panic attack state and all that. This quirk is very dangerous to use on people which is why he doesn't use it often on them.

I counter this with:
Kai is terrible at dealing with the opposite sex. He just doesn't know how exactly he's supposed to act around girls. The one good thing about the scales, aside from being heat resistant and hard as rock, is that they hide when he's embarrassed.

I have a feeling Kai's set up to be bullied by the cat girl.

Oh yeah. For sure. But she will eventually just ask him to carry her places.

They could make a good hero combo. Kai could just throw the light weight violet at the enemy.

Although Kai is also a super hard counter against violet. She's just got claws. Not good against rock.... Something to consider for the tourney arc.

Since his quirk is all about raw strength with very little utility I imagine he'd be tough for pretty much anyone in a 1v1 setting. Hopefully someone's character is smart and creative enough with their quirk to deal with having a giant alligator come at them.

To not point out obvious matchups that he'd struggle with *cough* sand man *cough* here's some hints that any character could take advantage of:
In a fight his quirk just boils down to big and strong (and his strength is more as a result of his large size than anything else). Either avoid his attacks in close or play the range game to wear him down. His large size means he can't go all out for long without getting tired. Alternatively just hit him harder. His scales might make it look like he's not taking any damage, but his body is still taking a lot of the force. Blunt force will hurt even through the scales, and sharp force to the right places or as a followup after his scales have taken some damage would do the trick. Just don't let him grab you and you're golden.

Sand man seems to be the counter to alot of characters.

His power is so universally versatile he's basically the Todoroki of this setting. And Steamy has already been compared to Bakugo.
Different story, but Bakugo is still beating Todoroki.

Fire is also very tear-inducing. Although the appearance of sand-turned-glass is very pretty. =)

Monster alligator man is extremely badass. I can't wait to write Ezekiel's reaction to him. His personality is cool, too.

And can Captain Alligator feel intense heat? Because I mean anyone who can grab Steamsalot is not in a good place

I definitely wouldn't say 'with ease'. Indeed, Auggy would be an incredibly frustrating matchup for Ezekiel. He would have to change up his usual 'overwhelming long/mid-ranged onslaught' in favor of something more cunning/unpredictable.

It would be a fun fight, for sure.
