In the year 4076, Earth is a paradise brought about by the strict rule of the planetary
government, led by a council of oligarchs raised for the role. Both scientific and social advances are common, particularly as humanity encounters more extraterrestrial races.
Amongst the first of the species discovered were a race of adaptive shifters the humans refer to by a variety of names such as djinn, kitsune, changelings, and polymorphs. They call themselves the Shen. These beings had been visiting humans for centuries, serving as the inspiration for a variety of myths and legends. Once humans joined together to create the first global government, a representative of the Shen approached them and offered the necessary technologies for humans to begin true space travel. In exchange, the people of Earth promised to provide a safe haven for any and all alien species who wished to visit or settle. Earth accepted, though they bargained to maintain their government and right to enforce the laws of Earth.
It has been several decades since this exchange was made and Earth is a true melting pot of species and cultures. This is made possible partly by strict enforcement of laws with harsh punishments. Although the death penalty is no longer used, the worst criminals are placed on prison ships sent to the outer reaches of space for “rehabilitation” via colonization.
These ships are crewed by a small “enforcer” crew meant to ensure the ship leaves known occupied space and that the prisoners are as prepared as possible for their journey. The ship is then set to travel to a harsh, uninhabited planet where the prisoners either die or form a new colony.
Currently there is a new prison ship in the process of loading, but not with just the normal prisoners. Something else is on the ship, in portions locked away even from the crew...

Even in 4076, Antartica is a mostly uninhabited continent primarily the realm of scientists and secret government projects. The Carandiru prison/colony ship rests in a hangar underneath layers of ice in the center of a massive, temporary, maximum-security prison block containing the criminals in line for transportation into the deep reaches of space. Supplies have already been loaded including food resources, basic weaponry, colonization machinery, and unmarked cargo. The crew have been living on ship for weeks now, preparing every inch and running drills before the prisoners are finally loaded. Today is the day.
"All crew prepare for prisoner transport! To your stations. Security, be primed for offensive action by the prisoners." A loud voice over the intercom calls. A few seconds later a series of loud beeps echo through the chambers as the first block of the prisoners are ushered toward the ship.

Taking a final deep breath, Nathaniel surveyed the hangar entrance from the suspended platform in the center of the room, right above the ship. His armor HUD had locked onto the first of the prisoners coming through the doorway, shuffling forward in shackles up the ramp one after another. Most of them looked downtrodden and exhausted, which was exactly how the overseer preferred it during the transfer. A period of enforced sleep and food deprivation before the event always made for more docile prisoners and a smoother day. Only once the ship was clear from Earth orbit would they be allowed to eat and sleep.
After the first couple of blocks were emptied with no major incidents, Nathaniel jumped from the platform, landing loudly on the concrete floor. His armor registered the impact and cushioned the force of the impact meaning from outside appearances he simply landed and continued striding forward. A quick and easy transit method which often seemed to give the prisoners pause. It was time to prime the "special" prisoners.

The glare of the lights overhead was seriously starting to irritate her. It had been days since the last night cycle and considering the white padded walls around her, the glare was almost impossible to avoid. The impertinence! In fact, Fox recalled, they hadn't bothered to feed her in the last few days either. The imbeciles running this prison could certainly learn a few things on how to treat a lady such as herself. Fox removed her tail from her muzzle, giving a soft sigh of despair that yet another attempt to block the light had failed. At that moment a unit of prison guards in black armor turned the corner and began stationing themselves in pairs in front of the cells in her block, including her own.
"Prisoner Ferrera Lo'Tan. Please revert to your human form for transport." One of the guards intoned. Fox shifted into her standard one-tailed human form but chose to make the extra effort to produce a flowing, elegant kimono set around her. "Oh how nice. Is it time for a walk? Do I finally get to speak with your superior? I so look forward to meeting him," she purred, flashing horrifically sharp teeth. Simultaneously she heard the guards at the other cells opening doors to begin leading prisoners down the block.
"No, prisoner. You're on your way to rehabilitation. The Carandiru awaits." The door swung open wide and one of the guards stepped forward with a shock collar.
