right now, he's actually really high level for a starter, and I don't like the 4 moves law cause it doesn't make sense and is a game mechanic to keep it from being too easy. Pikachu's level 23 right now, and I wanted him to be a way above average pikachu, like Red's in the comics, maybe even more tough.
What he can use right now: Tail Whip, Thunder Shock, Growl, Quick Attack, Electro Ball (Not very good at it), Thunder Wave, Feint, and Double Team
I'm hoping to have him use Thunderbolt, Volt Tackle, Mega Punch/Thunder Punch, Iron Tail, Dig, Brick Break, Thunder, Electroweb, and (Dark Type)Hidden Power at some point in no particular order, if it goes that well.

No problem, it's a good reference for me too. I wasn't gonna have Winston evolve before the fight with Brock though. The battle with Misty's already probably gonna be an easy win.

Winston's last evolution is by leaf stone, so Kayla would have to decide when he evolves. He's not scared of evolving like Cookie.
