Fantasy I Never Wanted To Become A Hero But Fate Will Force Me To (Original World Fantasy/Recruiting)

This takes place in the same world as my previous roleplay "I Was Supposed To Become A Hero But Got Stuck In A Deadend Job Instead", just in another country on the same continent.

Setting: A modern fantasy era where cars are powered by magic and multiple sentient species coexist in the lands (humans, elves, dwarves, goblins). Melee weapons are still used but are slowly being replaced by mana crystal powered guns which allows people with little to no magic ability to use that energy. Strip malls, roadside stores, even smaller malls exist. The town of this roleplay is located around 1200 km from the setting of the previous roleplay (Quarrytown). The town named Vaesmarsh in common or Vaetmyrs in the local language and dialect is built along a long river in a marshland. It has many communal longhouses, both residential and commercial. The longhouses are usually two or three floors in size and are partially insulated by earth and moss, giving them the appearance of being partially underground or built into hills. People who inhabit the longhouses usually share bathrooms, kitchens, eating areas and gardens. Sometimes the longhouses have their own pier on the river. The residential longhouses usually house either entire families of multiple generations or can feature unrelated tenants who engage in a type of cooperative living. Commercial longhouses can be massive in size, almost being malls with up to six floors. However the insides of the commercial longhouses look more traditional with white painted sandstone walls and often wooden beams and sometimes timber framing.

Vaesmarsh has a population of around 50,000 and is in the small nation called the Principality of Heavenslake. Heavenslake is almost exclusively made of marshlands and wetlands. The weather is humid in the summer and mild in the winter. To the west of the principality is the border to the empire to which it has neutral diplomatic relations and good trade relations. Vaesmarsh has its city center pretty much in the center of the town where the most bridges over the river are. Landmarks of Vaesmarsh are it's townhall which is located on a hill and almost looks like it's roof was made from a ship, it's "mall" which is a collection of large commercial longhouses, the biggest being six floors high and nearly 400 meters long. And it has an ancient statue of the town's founders, dated back 1600 years, said to have escaped tyranny in the empire.

To the nation's capital of Heavenstop, it is an hour drive or 45 minute train ride. The capital has a population of 150,000 and the longhouses there look a little more extravagant.

The demographic makeup is around 35% dwarves, 35% elves, 20% goblins and 10% humans. Each group is known for contributing to the nation in their own way. Dwarves are known for expert craftsmanship, building robust bridges and making devices. Elves are known for being scholars and healers. Goblins are known for engineering and animal handling. Humans are known for masonry, roofing and hunting large creatures.
The main industries of Heavenslake are building materials, fishing, fruit and appliances.

Plot:
You are a person with a specific set of skills. Your skills tend to be better than those of others and others often encourage you to seek better employment or apply for elite units within the military. However you aren't in the mood for it and would rather be "normal". However soon, you will have no choice, but use your skills to protect or eliminate others. With the empire rife with inner turmoil, conflicts can possibly spill over into Heavenslake.

Common lingo in the universe:

Auto = The word for car/automobile
Commu = a smartphone/mobile phone
Mana charge = the mana crystal used to power autos and appliances.
Herb = The local slang for manaherb or glowleaf, a mild drug that can replenish ones own mana and gives a light buzz when smoked

Amaaazing! But some Questions then:

1) What kind of laws are put in place for magic abilities?
2) How powerful can we be with magic abilities?
3) Is casting spells/magic abilities tied to the herbs and crystals?
 
1) The more extraordinary the abilities, the more drawbacks. Usually people who can use only one field of magics. A lot of people however can use basic elementary magic for convenient such as starting a fire or lighting a pipe. Magical fields are elemental (fire, water, earth, air), healing, fortification/buffs, summoning, dark magic, blood magic/necromancy (blood magic is however forbidden almost everywhere).
2) Trained magic users can be pretty powerful. However due to the plotline, I'd say the protagonists have a high amount of potential that doesn't amount to that much due to lack of training. So let's say if you use fire magic, you can make a decent sized fireball, however due to lack of training you can't make an inferno even though you have enough potential to possibly do so. Summoning amounting to summoning a fox or an owl or light armor.
3) Casting spells is tied to mana. Crystals only store mana but on their own can only refill a persons mana store or power arcane devices. Crystals dont do any spells. Herbs in sense of alchemy can do healing or fortification to a degree. The drug "herb" only restores mana or can minimally increase a persons magical ability.

To cast spells, a beginner would chant something and have their mana flow in a certain way. Experts only have to think a syllable and are used to how they should focus their mana for the spell.
 
"What are your posting expectations from the players for this?"

No one liners (given you have a 1920x1080 computer monitor) or no less than 100 words. I expect more of a story type roleplay and not a chat roleplay. Make sure you give people chances to interact and not leave them on cliffhangers.

"Should players strive to introduce their own plots and narratives, engineer their own encounters and problems?"

Definitely a rich backstory spices up roleplays. If you have ideas for plotlines or sideplots, at least voice the idea to see if it is okay with the others if it affects them. If your character turns out to be a noble or from another culture, you don't have to announce it in OOC, because personal stuff usually doesn't have a significant effect on other players.

"How often will posts be expected? Once a week or perhaps once in a few (6) months?"

Usually my rule is, if your turn is up, post within a week or you will be skipped. If you have no activity for two weeks, you will be kicked. So announce when you will be gone so that we dont have to wait on you. To alleviate the issue some, we can do posting rounds were my post marks the beginning of a posting round and the order in which people post is unspecified and the seven day rule then only applies to those who havent posted yet.

"Where will OOC take place (if it does at all), discord or on RPN?"

Usually on RPN. Havent really ever done OOC on Discord unless it was a very small group of roleplayers (three or four people). Here is the link to the on-site OOC thread:
