He is bright for his age. Having great inductive and deductive reasoning skills. However he isnt educated past freshmen year, so he lacks the ability to do anything above a 9th grade level math wise.
Otherwise he is a cynic. Happy and minimalist in nature, he grew up moving all across the city. With the clothes on his back and sleeping where he could. Being a super he dislikes using his abilities but does it anyways.

The ability to read thoughts was a powerful one in school, being able to know what anyone near him was thinking as well as the teacher. It lead to him not learning anything but got all A's. After getting into a fight with his parents over drug use he hurt his dad in the process he ran off. This happened around 6 1/2 months ago. Now he makes enough money to get by and has fun in the process. Forgetting about the whole situation in the first place.

Personality: Warner is very passionate about his heritage and the life style of his people. He does his best to be a kind member of land society but often displays a terrible temper especially in the face of injustice. He is also quite the sucker for a sob story and quite gullible because of his lack of understanding for many land dweller customs.

Backstory {O}: Warner was raised on the sea floor by both of his loving parents, the king and queen of Atlantis. Growing up he had been told stories from the librarians of the Land dwellers and the kind of lives that they led. He longed to visit the land and once he was 20 his parents finally allowed him to leave the dome of Atlantis. However, the day he left a powerful storm swept him away and disoriented him as a lightning bolt struck him unconscious. He finally came to on the shore of sand but immediately jumped back in the water frantically trying to find his home. For four years he tried to find it to no avail but he had grown accustomed to his new amphibious life style . Warner found new enjoyment in being a hero for the Land people and his service to fisherman as a lighthouse keeper. He hoped to be a guiding light in more than one way.

Personality: To be perfectly honest, 367 doesn't have much of a personality. While he can easily fake emotions like joy, sorrow or anger for the sake of a mission, he does not feel this things. He hasn't felt these things in decades, almost. To him, the most important thing is that the job gets done and nothing else. He prefers to work alone simply because he doesn't trust other people's judgment calls - after all, emotion tends to cloud the truth. That, however, can be his greatest strength and weakness. While he also can't feel fear or anger, he also doesn't feel remorse or guilt. 367 couldn't care less if the villain was an old man, a homeless man or even a child. A bullet treats them all in the same way, and so does 367.

Backstory:
People have often wondered what his real name means. Usually, 367 wouldn't tell you - 'bad memories', he would say but in truth it is simply because not many people are authorized to know. Even his workmates. X03-067 simply means Experiment, Batch 03, Subject 067.

From birth, 367 has never known the warmth of a mother's hug. When he was born, men in black suits took him from the hospital to a secret facility hidden in some foreign mountains. His life growing up was incredibly dangerous - the cold and limited oxygen were the safest things about his home. After all, he was 'training' to be part of a secret army designed to effectively be the strong arms of the government. Should a rival world leader talk himself up to much, he was being trained to take him down a peg. The problem was, the government didn't need soldiers - they had plenty already. They needed shadows in the dark, and as such 367 was trained in all forms of combat, all forms of infiltration and all forms of espionage for 20 years.

Each week, the 'students' had a new challenge - most of the time they didn't know what it was until it crept up on them. Whether it be assassins in the night to kill them as they slept, fighting each other for food or even surviving in the mountains for months at a time, it is clear that 367's training was harsh, cruel and endless. Out of the 5 batches, 1000 students each, only 74 survived. More than enough, in the government's eyes.

Strengths: 367 has no fear, never second guesses himself and has incredibly high pain tolerances and mental defences. If he gets tortured, there is virtually no chance that he would say even a word.

Weaknesses: Similarly to how he feels no fear, he also feels no remorse or emotional attachment to his allies. Also, he isn't a very good 'people' person, and as a result cannot perform diplomacy or talk out problems with the enemy. He has bullets for that, after all.

Abilities: 367 is not only incredible with nearly all forms of weaponry, he is also an expert in CQC. He is known to be able to take down large groups of thugs at once, although beating up crooks is not his forte. His really ability lies in his infiltration training - he has extensive knowledge of disguises, hacking, lockpicking and other general skills that make getting in and out of places incredibly simple for him. He is also ambidextrous.

Equipment: Out of all the guns 367 has at his disposal working for the people he does, he prefers only but a few. A silenced sniper rifle SRS-A1, complete with tripod, a silenced pistol CZ P-09 and, in case things get dicey, twin Beretta pistols. He also owns a large string of fibre wire and tiny explosives designed to be placed in secret areas to catch targets unaware.

- Bullet Resistant Skin - Due to a thin layer of carbon based material under his skin, 367 is constantly fully covered in lightweight, flexible armour that is better than most military grade armours. It works especially well against weapons like pistols, knives and the like. It works similarly to a net, and as a result only takes a bit of localized cold to return the armour to its original shape.

- All-Seeing Eye - a cybernetic eye enhancement that comes equipped with X-Ray vision, network vision (imagine Watch_Dogs vision) and thermal vision. It also comes equipped with an internal database that gets updated every time 367 goes near the Heroes HQ. The internal database contains mainly specifications and/or blueprints for guns, buildings and the like. The Eye can also be used as a conduit to hack with.

- Rubberized Bones - not only do his bones become incredibly tough, they also help hold together broken bones in the case of an emergency, allowing 367 easy temporary fixes and near perfect control of limbs that are broken. They also acts as electric grounders, meaning that devices such as tazers or stun batons have little to no effect on him

Blockages/Inhibitors: None.

Limits: While the Eye itself cannot be hacked, since it mainly uses 367's brain as a processor, the internal database can be hacked and changed. Not much else has occur from hacking the database, and chances are 367 will know if it was hacked, but it is entirely possible to use it to piggyback a virus off of. A thing with the skin is that it is only bullet resistant, and not bullet proof, and while small, weak bullets have no effect on it high power bullets, like sniper rounds or shotguns, and rapid fire bullets (in the same area) such as miniguns or assault rifles can still break through. Grenades are also quite effective against the armour.

How "The Little Mermaid" should've ended.

On a serious note, your character's weaknesses aren't real weaknesses. "Easily angered" isn't a weakness unless his anger will literally cloud his judgement to the point he cannot function at all, and will suffer emotional breakdown. Excessive methods are commonplace in Empire City, so the middle weakness doesn't count. Finally, not understanding land dweller culture is not a real weakness unless everyone looks at him as if he is crazy, and disregards everything he says (which doesn't go with the strength of being able to converse with the wealthy.) Come up with some more tangible weaknesses.

Personality: David, or Hadron as he likes to be called while he's on the job, is a fairly simple to understand man. He has simple tastes - he has no likes for fancy foods or clothing, and would pick a kebab over an expensive Italian meal any day. While he does have a surprisingly high level of intelligence and a knack for machines, he prefers to leave that sort of stuff to professionals. He could easily repair a car, but so could a trained repairman, and he could come up with a plan or two but there are strategists on the team who are better at it. Effectively he is a soldier destined to be commanded by his betters, but he doesn't mind. He seems to get on well with most type of people, and really enjoys a good bit of banter with his mates.

Backstory: David's father was a well renowned and very successful scientist - near the top of his field - and spent a lot of time dedicated to David and his education. Despite this, however, she keeps a solid will and cool head with them - as he father taught her, quick thinking leads to quick mistakes. When not in combat, however, her more friendly side comes through. She tends to be a bit flirtatious, although most men in the Heroes know by now she isn't sincere with it. She enjoys hanging out with friends, and tries to live a 'normal' life as best as she can - one that doesn't involve her superhero job.

Backstory: Born to a wealthy family, Celeste grew up with little wants or needs. Her father being the CEO of a well known electrical institute, responsible for pretty much all electronic and electrical appliances in the city, Celeste was expected to take up the title one day - much to her dislike. Since her father wanted, and even somewhat needed, his daughter to be a great businessman like himself, he was naturally disappointed when he found out Celeste wanted to instead put all her time and energy into becoming an athlete.

One fateful evening, however, Celeste's father decided to take his daughter on a trip to one of the bigger factories producing traffic lights - you'd be surprised how often traffic lights break in a city populated by superheroes and supervillains - when the pair came across a gang of thugs robbing the factory for the copper wires and expensive tools within the machinery. Surprised by their sudden appearance, the thugs instantly shot Celeste's father in the chest and threw Celeste into a circuit box as they ran out. Luckily, they had triggered a silent alarm as they entered so it wasn't long before they arrived. As they did arrive, they saw Celeste's father bleeding on the ground, but still somewhat alright - it seemed to be more of a flesh wound than actually fatal - and Celeste unconscious and completely burned by the electricity.

It took Celeste months to even wake up in hospital, but when she did she noticed something...odd. Her father had paid for top scientists to ensure her health, and as they were operating and keeping her alive they noticed that the electricity had an adverse effect on Celeste's muscles. Her muscles, and even her brain, seemed to operate at speeds almost incomprehensible to the scientists - perhaps some of the drugs were working incorrectly, or perhaps something else was at play.

Either way, a new superheroine was born that night, and it didn't take long after that for Celeste to join up with the Heroes to fight the type of people who shot her father and put her in hospital.

Strengths: Celeste can keep a surprisingly cool head, even under extreme stress (in most cases). She is also incredible at keeping fit and as a result doesn't tire easily, seemingly at all.

Weaknesses: Can sometimes under estimate her enemy - after all, she can beat most villains due to her speed alone. She also can falter and not really know what to do against someone who is faster than her - as she sees it, someone who is faster than her is nearly impossible (causing her to stumble on what to do) and virtually better than her in every way.

Abilities: Soon after joining the Heroes, Celeste took it upon herself to find other ways to be able to fight crime without her abilities. As such, she decided to become efficient in martial arts. It didn't take her long to learn it, however, and she found that she had a knack for it.

Equipment: Celeste relies on her fists over any weapons, but her suit is designed to help reduce the impact of blunt objects acting on her - it was mainly a precaution when she was still learning her abilities just in case she ran into a wall at full speed, but now the suit helps her in situations where she might be punched a lot...not like it does much compared to her natural resilience, anyways.

At top speed, she could easily punch a house apart. Though, she typically regulates it so the damage is minimized. She can use any part of her body to perform the feat, but punching seemed to be the most efficient.

Her physical form was also improved during the accident. The experimental drugs her doctors gave to her almost forced her body to adapt to her new powers, and as a result her body is as tough as titanium - after all, her arm and fist has to be able to withstand punching at such speeds. She also has virtually infinite stamina, although needs to eat a bit more regularly than a normal person. A small price to pay, really.

Catalysts: Technically, electricity allows her to reach even higher speeds but since she would need a constant supply of energy it is pretty impractical.

Blockages/Inhibitors: Ice. It's slippery, after all.

Limits: Despite what people often think, she cannot just accelerate to high speeds in the blink of an eye. In order to achieve full capacity, she would need a long road, about the size of a large bridge or two, to get the speed up. Similarly, she cannot just stop at a whim either - at least, without putting her body under any unnecessary risks, that is.

depressants inhibit power. So do full hand cuffs.
Limits:
