No offense, but aren't you a bit harsh with the whole "using your quirk in public is illegal" rule? I mean, correct me if I'm wrong, but didn't Bakugou use his quirk to bully Midoriya?

He did but it was never really in the presence of authority figures outside of fighting. Plus if I recall correctly the bullying was only before hero school and stopped once in UA...at least with the use of the quirk.

Also the using the quirk in public seems to be that strict in the manga, as it's stated by the league of villain's boss when he hold's Deku hostage in the mall, he states that no one in the mall that's not a hero is going to help Deku in fear of getting in trouble for doing so. In the anime it's worded differently, but the translation I read in the manga stated this.

Yes, he did. However, we were shown other character using their quirk at school, meaning that so long as no harm was really done, he wouldn't technically be using it in public space. He did hurt Deku at some points, but his friends would have testified in his favor, and he is technically a criminal for it. I don't allow these students to be criminals.

In case you're wondering where I got the information that this would be breaking the law and applied regardless of age, there is a chapter in the boku no hero spin-off manga that details on this, specifically the first if I'm not mistaken. Even using the quirk for the purposes of low-speed travelling is forbidden.

Let me just clarify and say that my issue isn't that using your quirk in public is illegal, but that Idea might be a bit too harsh when it comes to enforcing that rule.

Well, yeah, I am harsh when it comes to enforcing rules. And in particular if two people are in the exact same circumstances I treat them in the same way. There are have been others who tried that in the past and I told them the same thing, so there is no reason I wouldn't with this one. Plus, every rule is made with a point. Save for specific circumstances I am not allowing criminals in, and it's not like this person needs to be one, you can very well just be a normal bully and the effect is the same, unless the idea is to be aa specialist in using your quirk. Which taking into account this is a second rate SCHOOL, it's fairly obvious why it represents an issue.
