Fandom Boku no Hero: Peace Sign Academia Characters

It isn't physically impossible to not sleep for 24 hours; I can take out the easy part if you wish. I will take out the part about being able to trigger being tired.
The thing is, being able to go 24 hours without sleep can't be easy, it just can't, but anyone is physically capable of going without sleep for 24 hours. So, in the point in which it is possible, it's not a skill anymore. Hence me asking you to remove it.

I wouldn't say everyone has the will power to do so, it becomes a skill due to him doing it many times in the past.

Before I change sheet, I thought I should just answer the questions.
1. I will change it to note that if Ian is creating a barrier around another sentient being then the barrier is powered by that being's emotions, not Ian's. Ian is not affected emotionally by barriers enclosed around others. Only those in barriers. The type of emotion does not matter. The barrier will merely be powered by the strongest emotion the sentient being has at that current state. If happiness is the strongest emotion then the being will be really happy while enclosed by barrier. Also, I thought since it was in the rules I didn't have say it, but Ian takes on physical stress to create barriers.
This sound okay to me then. Just remember that in order to be approved your character sheet should stand as a whole so all info you answer here such as "He takes on physical stress" should be in the CS as well. I'd also like to ask you to note how the stress effects him as time goes on.

2. It was mere wording. I should of noted that Ian, when enclosed in a barrier himself, will power the barrier by his emotions.
3. I was going to be kinda of instant within an area, or it can be with touch if you deem that okay. If an area is allowed, then would the limit of 3 yards with each yard away from Ian adding 20 seconds to formation of barrier be allowed(with it being instant any distance to make barrier disappear).
-If it's just wording it's fine, However I'd suggest adding a quick note of why'd he want to do this then
-Instant probably won't be accepted with this. 20 seconds delay isn't bad but you may wanna make it per yard then. If you know you wanna make it ranged I'd stick with ranged as long as that is consistent all the way through.

4. I would like to note it is hard to be "caught". I noted the barriers can be moved like hamster balls. So anyone that barrier is formed around actually has protection and can roll. Ian basically creates a barrier, but can't control it besides turning it off. Would it be fine to change E1 to slightly stronger than concrete, E2 - to steel. E3 - to bone?
5. I will note that not all emotions lead to another peak in emotion, as it varies to all people-which is coupled with the fact that Ian's often gets people personalities wrong? An example is that when someone is absent of happiness after a barrier, all emotions other emotions are too close in level. Ian would also have a hard time spotting when a emotion becomes the strongest out of all other emotions a person has-I will note that Ian, when creating a barrier, must create a barrier knowing what emotion the barrier will be powered by or the barrier will shatter when created around sentient being.
-While I did get a very funny image of how it being a hamster ball can backfire very quickly for Ian I'd like you to explain why it'd be hard to be caught then. Is it something that you can predict or see as it's being formed? Also I am unsure about the durability levels as I don't know a great deal of the force that would be needed to break the three of them. For example I would have thought steel would be stronger than bone. For this I'd like to ask that you message Idea about or one of the other Co-GM's (Which can be found in the rules of the OOC)
-I actually really like this addition as it not only gives limits and Characterization to Ian but it gives a clear advantage to people who's personalities are about hiding their true feelings and a disadvantage to highly emotional people.

6 + 7. Yes that specific emotion used to power barrier is absent. An absent emotion may not necessarily leave someone completely defenseless. They can still think for themselves in a situation. The absent of emotion is a disadvantage to Ian if he uses it on himself, as he will need to figure out how to peak another emotion to create another defensive wall around himself in needs too. The disadvantage to the opponent is that he may be easier to sway in talking or will be harder for the person to fight lacking the emotion that pushed that opponent to fight in the first place.
-Okay I can get behind this then. However I'd still like to ask you lower all of the levels time though I'd say the highest level should be at most 30. Check with Idea about this

8. Ian can create 1 foot radius spheres at the exact same time. He would have to make those spheres disappear if he wanted to create more. The delay would be 0 added time to the usual it takes for him create/disappear barrier. The drawback would mostly Ian having to decide on offensive or defensive tactics. He could stay defensive and just make a barrier around himself or he may want to sneak small barrier onto a opponent leaving him open for attacks. and so on.
9. Having a person's hand enclosed still counts them as being enclosed and will have his/her emotions power that barrier the same as a barrier that was enclosing the person fully. Yes, a someone could knockout Ian with the barrier, a disadvantage that an opponent could easily make use of the barrier.
10. Do you want exact force? I thought the gerbil ball was a good enough analogy. Is saying that the force is equal to the weight of the person in barrier, due to the barrier itself not adding any weight, fair?

-I was under the impression that there was significant weight to the barriers but if it's practically weightless then please disregard this concern

13. Tiredness/exhaustion is counted as an emotion itself. Note that if tiredness becomes an absent emotion it does not affect the body's need to sleep. Using this ability is scary due to the fact that of easily losing track of what one's body needs.
14. He could use this special move any time, theoretically, but he would opt not to use it due to most of the time he doesn't want to sleep-making tiredness absent would make him lose track of his body's clock. He would have to make sure that he wasn't hitting a limit that his body needs for sleep to do this move or risk serious physical repressions for not getting the minimum sleep he needs.
15. The feat is the punch connecting or being, um, used. I will change drawback to note physical stress that makes the body collapse for, at minimum, 10 minutes, longer if when used Ian was getting close to his not sleeping limit.
-I definitely wouldn't have assumed this as an emotion. I'm not sure Idea would let you use tiredness against another character but it should be fine for Ian.

-How powerful is his punch? Why not just punch regularly?

I wouldn't say everyone has the will power to do so, it becomes a skill due to him doing it many times in the past.
If it takes will power it's not easy, and lack of sleep is not something you can get used to. Yes, you can get used to sleeping less but that causes harm to your body, so it's never easy
 
Personality: Shy and timid by nature, Ren is very polite to others but tends to stutter and stammer during conversations, a fact more prevalent when he's nervous or overwhelmed. He is easily intimidated by others and of most situations, more so if he's out of his comfort zone which isn't that big. These traits stick out considerably for being in the Hero Course. But what he lacks in confidence and bravery he makes up for in compassion and a strong will within in his meekness. His strong will emerges during time of crisis. While he abhors senseless violence and has no desire to hurt others, he has the resolve to fight to save and protect others. But he would much rather talk out a problem and resolve it peacefully. While he's young, he's not naive or immature, he understands the world and its flaws and how his attempts at pacifism will hold him back from a high ranking in the Pro-hero scene but he doesn't care he will be a Pro-hero Who only fights when there's no other options!

Due to his heighten senses Ren can sense Radio waves as a subtle pinging sound, which allows him to sense anything that's connected to said radio waves, like Cell Phones, TV's, computers, and security cameras, basically anything that uses Bluetooth or WIFI.
But he can't pick up what's actually being said or seen, right?

Ren can let out a loud echolocation sound wave that is 130 decibels. The echoing causes a sonic boom all around him and in front of him. The Echo can shatter solid glass if its in front of him and about ten feet away but glass will simply crack if its in any other direction within six feet of him. The side effects is that Ren's senses are overwhelmed and he sees everything in great detail but it takes moments to process fully and his throat needs a short break to recover from the scream.

Okay, I massively changed Ren's... everything but his quirk and hero costume

1: I made him into a paranoid conspiracy nut instead of a shy moe boy.

2. I changed his history so he lived isolated from other kids and most grown ups besides his father.

3. i added tidbits in the hero costume on how he sticks to walls without getting naked.

4. Nope, its the technology's job to translate the radio waves into something we can understand, Ren can just hear the Radio wave as pings, think Morse code, he can hear the pinging but he can't translate it fast enough to understand what they're saying the human mind is simply just not fast enough.

How?

History: Ren was raised by his father after his mother died when he was a young boy. His father was a strange man. He was a Pro-hero but one of the odd-kilter ones. He wasn't very popular or well known but he was still a Prohero. His father's quirk was a echolocation and sonic scream quirk while his mother's was a butterfly quirk which somehow gave him a Moth Quirk. Ren was home schooled since his father was paranoid for his safety at a public or even private school since apparently Ren lost an older sister to villains in a villain attack at a high school when he was a baby. Ren with no friends or companionship besides his paranoid father it couldn't be helped that he grew up paranoid of the outside world and putting together pieces tof a puzzle hat didn't exist.

But Ren was forced to go PSA by his father since even the paranoid shell of a man knew that their paranoia was consuming them and Ren still had time to be a normal teen. Ren hesitantly accepted the duty and wants to be a Pro-hero even if it just so he can learn more about the world and it all its mysteries and all the quirks he never got to see growing up.

Father: As Good as you can get while having a father that instilled fear and paranoia of the world to you at a young age.

And as stated, if you take off the easy part it's not a skill. It am willing to believe he can pull it off and that it may be a littl easier for him, it's just not any particularly extraordinary talent

1. I edited the protection portion so it only protects his modesty
2. I got rid of his dead sister and added more info about his mother and change his reason to going for PSA
3. Processing now takes a minute and a half, and the cool down takes 6 minutes

That's understandable and I'd expect a reason if it wasn't, however my concern is how strong that punch is "with" the barrier. Your special move as it is currently doesn't explain the reason he'd want to use it as it gives a weakness without a measurable benefit.
I mean the fist would be as strong as the barrier...since the barrier is around fist. Remember that the arm is exposed and there is is no added speed or strength to "throwing" the punch. Like putting on fisticuffs.

Chiru similar to his picture has blackish blue hair and turquoise eyes. One of his main features would be the small gab in between his two upper front teeth than can be seen when he smiles widely. At this moment, Chiru does not have a lot of muscles built up . . . Its a work in progress he says, but has yet to be seen doing much to work on his strength.

Chiru's soon to be hero costume is a close to what the photo shows but without the cloak, boots, and ammo belts. The neck part of the shirt is more like a collar than a turtle neck. His colors are mostly black with bits of a blackish blue coloring on smaller details.
On his feet he simply wears a blackish blue ankle brace, leaving most of his feet uncovered as an option to create pulses from his feet. He keeps his hands mostly uncovered for the same reason, but does have a particular set of fingerless gloves that have an opening on the front and back of his palm.
One of the noticeable things Chiru's has are long ribbon like belts. These can be stretch out up to 2.5 yards. The ribbon like belts are pretty strong (but can be cut with a strong blade), and are used to wrap around pole like options for Chiru's Merry-Ru-Round ability.
Chiru's overall costume is meant to be lightweight and allow him to move around as freely as possible.

Chiru in a nutshell is a feisty ball of energy that gets way to competitive over the smallest of things. He is the type of person you record playing Mario Kart because of how much he flips out over a blue shell. He is constantly trying to bite off more than he can actually chew, and can lose sight of the bigger picture very easily.
Outside of his explosive nature, when Chiru is not flipping out over spilled milk he can actually be a human being that has a functioning communication system. He comes off as a rowdy kid, who struggles to understand complex situations. Chiru tends to simplify things that aren't always so simple such as "if you remove the threat, then there is no threat" and stuff like this is just a matter of fact to him, and when people try to expand on this idea it confuses him . . . And will probably make him frustrated.
Of course, while he does have trouble understanding things, he isn't completely unaware of himself. He knows he loses his temper to easily, and he knows that he isn't understanding the bigger picture of things. The problem is, that he doesn't know how to change. He is aware that his reasons to be a hero aren't really that of a hero, and that his own irrational temper is going to hurt himself and those around him.
Chiru is kind of in a place of avoiding the question of how does he fix his own problems, and deludes himself into believing that it'll be fine. Shifts his failures on him not being physically adapt, rather than having to face the issue of his own personality flaws. Any time it is obvious that he did something wrong, he tries to justify it rather than accepting the fact he was wrong regardless of whatever excuse he comes up with.

Geese - This is kind of stupid, but a long time ago while having a picnic with his dad, he tried to scare off the "intruders" while his dad was getting the food out . . . Turns out, Geese aren't scared by little kids and ended up chasing him around until his father "rescued" him. Now any bird that resembles a goose makes him uneasy, and if they get too close to him, Chiru is going to run away.
Deep Water - Chiru can swim "good enough", but he still refuses to enter the water anymore than below the stomach. If its the ocean, he refuses to go deep enough for the water to go anywhere past his waist. He theorizes that he has this fear because in the water he isn't as mobile, and while he can swim he isn't that good of one.

Mannerisms:
Chiru tends to fall asleep in class a lot, only really interested in anything combat related.
When angry (or embarrassed), Chiru's ear reddens.

Backstory:
TLDR:
Takashi and Aemi were your classing high school sweethearts, and after graduating from a hero academy they married. The newly wed couple continued their dreams of becoming a hero, and once they got their hero licenses they were an inseparable duo. During an encounter with a villain a bit out of their league, something had changed in Aemi.
The fight was brutal, and there were a lot of casualties . . . Even if it was against hero code, Aemi desperately did what she could to stop the villain, even if that meant putting an end to them. After this encounter, Takashi and Aemi went their separate ways. He would carry on as a lawful hero, and she would form her own group called "The Dawn" to do things in her own way.
Of course, even though it was clear she was behind The Dawn, she surprisingly didn't appear with their heists (she justified it as getting the funding for a better cause). Takashi wouldn't see her until 9 months later, and on this final encounter she would be handing over their son to him.

After that transition, Aemi was captured by the pro heroes that were waiting in hiding nearby the meeting. After capturing her, Takashi hung up his costume and would focus on raising his son to the best of his ability.

Chiru lived a fairly easy life with his father. They lived above the bakery his father owned in a low-crime away that had good schools in the area. The two had their disagreements, but never enough to break their bond. One of the many things Chiru complained about was how his father constantly coddled him. His father's attentions were good, but Chiru saw it as his father saying he wasn't capable of anything.
When Chiru's quirk started to manifest, more problems arose. At school Chiru started to get in a lot of fights, and when he got in trouble for it he always argued he was just putting a "baddie" in their place. Like many kids growing up, Chiru thought being a hero was the coolest thing . . . Not much on the whole "saving people" part of it, more of the fighting bad guys.
His father tried to redirect Chiru's irrational energy into something other than "fighting bad guys", by introducing Chiru in a variety of physical activity to help him blow off some stream . . . This actually made things worse, because now Chiru was getting more confident in his physical abilities and was now starting more fights at school because "they deserved it".

As Chiru started to get older, his disagreements with his father escalated. In Chiru's mind, he believed his father was against him being a hero because his father saw him as a weakling who didn't deserve the title. Chiru's father was actually against it because he knew that being a pro hero had a lot more into the package than what they showed on TV, and he worried that Chiru wouldn't understand the full picture until it reality crushed him. By this point in his life, Chiru already knew some details from his father's past, and it only made him even more pissed off since he felt like that if his dad got to be a hero that he should be able to be one.

Their biggest fight happened when Chiru had made the decision to go to PSA (UA was way out of his reach, quite literally), and his father was not very supportive of it. Things that shouldn't have been brought up, and although Chiru won the fight in the end he did it at the price of hurting his father. Since then, they have kind of been quiet about the subject.

Relationships:
His Father (Takashi Amada) - Chiru has his complaints, but no matter how much shit he gives his old man he still loves him. His father would prefer it if Chiro took interest in something other than being a hero, and found it very hard to let his son go off to PSA. In the end, Chiru had his way but their relationship has taken a pretty hard hit. Chiru doesn't really like talking about it, and refuses to admit how much he misses his father still.
His father's hero name was "Pulsator"

His Mother (Aemi Subatsu) - Chiru has never really known his mother, and he never really thought much about her since she was never in his life. Although now he knows of her more, he still really doesn't care because "she got what she had coming to her."
Her hero name was "The Hyper Hero: Batsu Batsu"

Quirk: Hyper Pulse
Chiru's quirk is a blend of "Get Hyped" (mother) and "Pulse" (father).
This quirk allows Chiru to emit 'strong' pulses from his hands and feet in a quick succession, unlike his father who had to charge it up before releasing the pulse. On the flip side of this, Chiru's pulses are not very strong.
He can only force back 130 lbs and that is only if they are in a 1 foot range of him. His area of effect is 3 feet and is forced outward in a cone, and anything under 130 lbs would only be effected the same way as being pushed. Might catch someone who is off guard, but anyone who is ready for it could easily hold their ground.
Chiru uses his pulses to propel around to boost his mobility, which means his pulses are strong enough to force back the weight of around 112 lbs.
Although it isn't enough to send him flying 5 feet into the air in a second, it is enough to lift him 1 foot off the ground in a second. His quirk allows him to increase his mobility and if used in the right way, empower his strikes.

In regards to the "Hype" part of his quirk, this is merely a mixture of his mother's enhancement quirk. For his mother, as time goes on in a fight she gets more "hyper" and this "hype" increases her strength, speed, and agility. For Chiru, this just allows him to emit pulses quickly, and build up more speed with them. Similar to his mother, the more he fights, the more "hype" he gets, but unlike his mom this "hype" is mostly connected to his pulses and agility.
At this moment, Chiru takes around 15-30 minutes to reach his peak. When he reaches this climax, he can emit pulses in a 0.5 rapid session, getting him to dart around at 23 mph. Of course in order to reach this point, he has to be able to last that long. As Chiru is now, after reaching his peak hype, he is completely burnt out. Chiru is still working on managing when he gets his hype since he can't handle the aftermath of it quite yet.

Special Moves: Merry-Ru-Round
An very conditional move that requires the use of rope like belts Chiru's hero costume includes. In Merry-Ru-Round, Chiru latches the belt around a center point (something like a pole), and propels himself in a circle by emitting a rapid series of pulses to build up momentum. One enough speed has been built up, Chiru will release himself into the direction of his opponent for an empowered strike. This move can only be used once in a fight and afterwards Chiru needs at least two minutes to steady himself.
Items:
Glasses + Sport Goggles - Although Chiru doesn't use them often, he does have a prescription for glasses. He is near-sighted, but its pretty mild so he can get by. Chiru uses his sport goggles more than his glasses since they "look cooler".
A big duck plushy(?) - A parting gift from his dad that Chiru constantly complains about . . .Yet he uses it like a weirdly designed bean bag chair, and on bad days, shares his bed with the big thing. Even to this day, Chiru wonders where the hell his father found this thing.

Skills/talents:
Baking - "One does not simply live in a bakery and does not know how to bake" . . . Or at least that is what his father says.
Chiru's father had him help out with the bakery, and often tried to encourage Chiru to just settle for a simple life.
Gymnastics - A hobby he did as a child that was mostly just to tire him out, or even try to redirect his ambitions.

Ah okay that's sounds like it should be an acceptable move then depending on what the final strength of the barrier winds up being. I'd like to also ask that you add in your character's weight as it isn't in the CS and mark the special move as a seperate section from quirk as just naming it isn't enough for some to recognize that is your special move. I do see that progress is being made in fleshing out this quirk but I must remind you to reflect it in the character sheet as it should be able to stand alone once being finished so that everyone can read, if they choose to, after you are accepted.

Chiru's soon to be hero costume is a close to what the photo shows but without the cloak, boots, and ammo belts. The neck part of the shirt is more like a collar than a turtle neck. His colors are mostly black with bits of a blackish blue coloring on smaller details.
On his feet he simply wears a blackish blue ankle brace, leaving most of his feet uncovered as an option to create pulses from his feet. He keeps his hands mostly uncovered for the same reason, but does have a particular set of fingerless gloves that have an opening on the front and back of his palm.
One of the noticeable things Chiru's has are long ribbon like belts. These can be stretch out up to 2.5 yards. The ribbon like belts are pretty strong (but can be cut with a strong blade), and are used to wrap around pole like options for Chiru's Merry-Ru-Round ability.
Chiru's overall costume is meant to be lightweight and allow him to move around as freely as possible.

Chiru in a nutshell is a feisty ball of energy that gets way to competitive over the smallest of things. He is the type of person you record playing Mario Kart because of how much he flips out over a blue shell. He is constantly trying to bite off more than he can actually chew, and can lose sight of the bigger picture very easily.
Outside of his explosive nature, when Chiru is not flipping out over spilled milk he can actually be a human being that has a functioning communication system. He comes off as a rowdy kid, who struggles to understand complex situations. Chiru tends to simplify things that aren't always so simple such as "if you remove the threat, then there is no threat" and stuff like this is just a matter of fact to him, and when people try to expand on this idea it confuses him . . . And will probably make him frustrated.
Of course, while he does have trouble understanding things, he isn't completely unaware of himself. He knows he loses his temper to easily, and he knows that he isn't understanding the bigger picture of things. The problem is, that he doesn't know how to change. He is aware that his reasons to be a hero aren't really that of a hero, and that his own irrational temper is going to hurt himself and those around him.
Chiru is kind of in a place of avoiding the question of how does he fix his own problems, and deludes himself into believing that it'll be fine. Shifts his failures on him not being physically adapt, rather than having to face the issue of his own personality flaws. Any time it is obvious that he did something wrong, he tries to justify it rather than accepting the fact he was wrong regardless of whatever excuse he comes up with.

Geese - This is kind of stupid, but a long time ago while having a picnic with his dad, he tried to scare off the "intruders" while his dad was getting the food out . . . Turns out, Geese aren't scared by little kids and ended up chasing him around until his father "rescued" him. Now any bird that resembles a goose makes him uneasy, and if they get too close to him, Chiru is going to run away.
Deep Water - Chiru can swim "good enough", but he still refuses to enter the water anymore than below the stomach. If its the ocean, he refuses to go deep enough for the water to go anywhere past his waist. He theorizes that he has this fear because in the water he isn't as mobile, and while he can swim he isn't that good of one.

Chiru tends to fall asleep in class a lot, only really interested in anything combat related.
When angry (or embarrassed), Chiru's ear reddens.

Backstory: {S}
TLDR:
Takashi and Aemi were your classing high school sweethearts, and after graduating from a hero academy they married. The newly wed couple continued their dreams of becoming a hero, and once they got their hero licenses they were an inseparable duo. During an encounter with a villain a bit out of their league, something had changed in Aemi.
The fight was brutal, and there were a lot of casualties . . . Even if it was against hero code, Aemi desperately did what she could to stop the villain, even if that meant putting an end to them. After this encounter, Takashi and Aemi went their separate ways. He would carry on as a lawful hero, and she would form her own group called "The Dawn" to do things in her own way.
Of course, even though it was clear she was behind The Dawn, she surprisingly didn't appear with their heists (she justified it as getting the funding for a better cause). Takashi wouldn't see her until 9 months later, and on this final encounter she would be handing over their son to him.

After that transition, Aemi was captured by the pro heroes that were waiting in hiding nearby the meeting. After capturing her, Takashi hung up his costume and would focus on raising his son to the best of his ability.

Chiru lived a fairly easy life with his father. They lived above the bakery his father owned in a low-crime away that had good schools in the area. The two had their disagreements, but never enough to break their bond. One of the many things Chiru complained about was how his father constantly coddled him. His father's attentions were good, but Chiru saw it as his father saying he wasn't capable of anything.
When Chiru's quirk started to manifest, more problems arose. At school Chiru started to get in a lot of fights, and when he got in trouble for it he always argued he was just putting a "baddie" in their place. Like many kids growing up, Chiru thought being a hero was the coolest thing . . . Not much on the whole "saving people" part of it, more of the fighting bad guys.
His father tried to redirect Chiru's irrational energy into something other than "fighting bad guys", by introducing Chiru in a variety of physical activity to help him blow off some stream . . . This actually made things worse, because now Chiru was getting more confident in his physical abilities and was now starting more fights at school because "they deserved it".

As Chiru started to get older, his disagreements with his father escalated. In Chiru's mind, he believed his father was against him being a hero because his father saw him as a weakling who didn't deserve the title. Chiru's father was actually against it because he knew that being a pro hero had a lot more into the package than what they showed on TV, and he worried that Chiru wouldn't understand the full picture until it reality crushed him. By this point in his life, Chiru already knew some details from his father's past, and it only made him even more pissed off since he felt like that if his dad got to be a hero that he should be able to be one.

Their biggest fight happened when Chiru had made the decision to go to PSA (UA was way out of his reach, quite literally), and his father was not very supportive of it. Things that shouldn't have been brought up, and although Chiru won the fight in the end he did it at the price of hurting his father. Since then, they have kind of been quiet about the subject.

Relationships:
His Father (Takashi Amada) - Chiru has his complaints, but no matter how much shit he gives his old man he still loves him. His father would prefer it if Chiro took interest in something other than being a hero, and found it very hard to let his son go off to PSA. In the end, Chiru had his way but their relationship has taken a pretty hard hit. Chiru doesn't really like talking about it, and refuses to admit how much he misses his father still.
His father's hero name was "Pulsator"

His Mother (Aemi Subatsu) - Chiru has never really known his mother, and he never really thought much about her since she was never in his life. Although now he knows of her more, he still really doesn't care because "she got what she had coming to her."
Her hero name was "The Hyper Hero: Batsu Batsu"

Quirk: Hyper Pulse
Chiru's quirk is a blend of "Get Hyped" (mother) and "Pulse" (father).
This quirk allows Chiru to emit 'strong' pulses from his hands and feet in a quick succession, unlike his father who had to charge it up before releasing the pulse. On the flip side of this, Chiru's pulses are not very strong.
He can only force back 130 lbs and that is only if they are in a 1 foot range of him. His area of effect is 3 feet and is forced outward in a cone, and anything under 130 lbs would only be effected the same way as being pushed. Might catch someone who is off guard, but anyone who is ready for it could easily hold their ground.
Chiru uses his pulses to propel around to boost his mobility, which means his pulses are strong enough to force back the weight of around 112 lbs.
Although it isn't enough to send him flying 5 feet into the air in a second, it is enough to lift him 1 foot off the ground in a second. His quirk allows him to increase his mobility and if used in the right way, empower his strikes.

In regards to the "Hype" part of his quirk, this is merely a mixture of his mother's enhancement quirk. For his mother, as time goes on in a fight she gets more "hyper" and this "hype" increases her strength, speed, and agility. For Chiru, this just allows him to emit pulses quickly, and build up more speed with them. Similar to his mother, the more he fights, the more "hype" he gets, but unlike his mom this "hype" is mostly connected to his pulses and agility.
At this moment, Chiru takes around 15-30 minutes to reach his peak. When he reaches this climax, he can emit pulses in a 0.5 rapid session, getting him to dart around at 23 mph. Of course in order to reach this point, he has to be able to last that long. As Chiru is now, after reaching his peak hype, he is completely burnt out. Chiru is still working on managing when he gets his hype since he can't handle the aftermath of it quite yet.

Special Moves: Merry-Ru-Round
An very conditional move that requires the use of rope like belts Chiru's hero costume includes. In Merry-Ru-Round, Chiru latches the belt around a center point (something like a pole), and propels himself in a circle by emitting a rapid series of pulses to build up momentum. One enough speed has been built up, Chiru will release himself into the direction of his opponent for an empowered strike. This move can only be used once in a fight and afterwards Chiru needs at least two minutes to steady himself.
Items:
Glasses + Sport Goggles - Although Chiru doesn't use them often, he does have a prescription for glasses. He is near-sighted, but its pretty mild so he can get by. Chiru uses his sport goggles more than his glasses since they "look cooler".
A big duck plushy(?) - A parting gift from his dad that Chiru constantly complains about . . .Yet he uses it like a weirdly designed bean bag chair, and on bad days, shares his bed with the big thing. Even to this day, Chiru wonders where the hell his father found this thing.

Skills/talents:
Baking - "One does not simply live in a bakery and does not know how to bake" . . . Or at least that is what his father says.
Chiru's father had him help out with the bakery, and often tried to encourage Chiru to just settle for a simple life.
Gymnastics - A hobby he did as a child that was mostly just to tire him out, or even try to redirect his ambitions.

Personal & Background

PERSONALITY
Ian is a talkative introvert. He will try his best to push himself to talk to people during prolonged invovlevment; however, he is the most relaxed when he is in his corner snoozing away the hours. He is fairly relaxed on everything, from not pushing away an outcast to not caring about a death. He has settled that his mind is just accepting rather than not caring. He has had his own worries about being too selfish; he does find himself scheming subtle selfish acts constantly; however, he thinks he is getting better at noticing when his scheming is for selfish reasons.. He does have the problem of overthinking and rationalizing far different of a person's personality; he will find himself comfortable with anyone. He will, lazily, trust a stranger that asks to borrow money. He might be a bit of mess, but he usually plans ahead to get a job done when needed-making sure the plan is as close to the deadline as possible. Ian's constant mindset is to always keeps things simple.

Mannerisms:
=He always has a way of looking a little lost, and he consciously makes exaggerated physical reactions his due to him trying his best to move a conversation or social event along.

Relationships:
Mother - He is okay with her. They have the best time when absolutely silent with eachother, merely enjoying each
other's company.
Background
He grew up on a sheep herding island. His family was the only one of a dozen that lived on the island.
He was home schooled by a luke-warm mother and a father that had big dreams. Ian and his little sister would spend most of their days enjoying the sheep and the lush forest of the island with jovial energy. One day, his father finally decides it is time to make his dream come true-to become a hero. His father abandons the family for a few months. Ian and Ian's mother figure that the man will return eventually, Ian hopeful; mother saying such a dream was laughable. Ian's little sister was horribly worried for her father. Ian's father started to come back for periods of two days(in rags and a shut mouth), then he would leave again. Ian's little sister would complain to Ian every night of their father being so complicated about whatever he was doing. The last time Ian saw his father was in rags and blood this time. He told Ian to not tell anyone that it was going to be his last time. His father began walking to the edge of the island. His father jumped into the sea. Little did either know, the little sister was watching the whole time. She quickly made a crude raft and went into the sea to Ian's dismay. The bodies of a little girl and older man was found 3 days later.

Quirk
Strange Dreams - An Emission type quirk. Ian can create enclosed energy barriers around sentient beings that are powered by the emotion of both the being and Ian's physical strength(Note: Ian can make a sole barrier around himself powered by himself alone). if Ian is creating a barrier around another sentient being then the barrier is powered by that being's emotions, not Ian's. Ian is not affected emotionally by barriers enclosed around others. The emotion used to power the barrier is the strongest of the sentient being. The barriers are powered by the strongest emotion of the individual(s). One emotion must be fairly stronger than other emotions in order to create a barrier

Barrier takes 20 seconds per yard away from Ian to create. Ian has only created sphere barrier; these barriers can also partially enclose an individual. For example, someone's hand can have a barrier that covers their hand and and allows the wrist outside enclosure. Air passes through barriers, not water. There is little friction to the barriers, possible to roll like a hamster ball. It is easier for Ian to make a barrier that encloses an individual than smaller barriers, multiple barriers, or barriers that capture more than one individual. Due to there being little friction, those inside barriers are still able to move and utilize the barrier themselves.

He can make one barrier enclosing one individual. He can make two smaller 1 foot radius barriers. He can make a barrier that encloses around a individual with a partial enclosing barrier to body park poking out of barrier. He has not been able to make a barrier around multiple people yet.


Note: not all emotions lead to another peak in emotion, as it varies to all people-which is coupled with the fact that Ian's often gets people personalities wrong? An example is that when someone is absent of happiness after a barrier, all emotions other emotions are too close in level. Ian would also have a hard time spotting when a emotion becomes the strongest out of all other emotions a person has-I will note that Ian, when creating a barrier, must create a barrier knowing what emotion the barrier will be powered by or the barrier will shatter when created around sentient being.

When the barrier is created and amplifies that emotion in it's current state. A mix of a psychic, psychologist, and a physicist concluded a levels of emotion in accordance to Ian's current state of using such quirk.
There have been three emotional levels in calculated so far in Es:
E1 - The first level of amplification achieved when Ian puts one barrier over. The person under such circumstance will be process information under this emotion. The barrier strength will be the equivalent of steel's strength.

E2 - The second level of amplification that comes with a being under/in two barriers, or when someone has already had a E1 emotion in the last hour and has a barrier influence the person as him/her reaches a peak in a different emotion. Whoever is under the barrier influence may have trouble processing any new information as the predominant emotion becomes stronger and clings to the information before. The barrier(s) strength will be equivalent to stainless steel.

E3 - The third level is achieved by a person already reaching E2 that is under the influence of an additional barrier. The person under the influence of the barriers is unable to process any new information. The barrier (s) strength is equivalent to quartz. When someone exits this level, he/she will have a mental crash and will be unable of conscious thought for 10 minutes, then he/she will have trouble processing information for 30 minutes.


Once the barrier dissipate or individual(s) reach limit to mental stress, that an amplification of one emotion causes, the emotion will be absent from that individual for an hour or less:
If s/he exited E1 it will be 10 minutes before emotion returns.
If s/he exited E2 it will be 20 minutes before emotion returns.
If s/he exited E3 it will be 30 minutes before emotion returns.

Special Move

Power Fantasy - First, creates a barrier powered by tiredness and quickly dissipates it(. He quickly creates a barrier around himself fueled by anger, thus he reaches E2. When he is about to reach his mental limit, he punches an enemy with his fist being encased in a second barrier-reaching E3- and punches the foe. After such feat, he will be exhausted, collapse for 10 minutes, and barriers will disappear.

Hero Costume
His desired hero costume comes is made to be tough, but the main point of the design is sentimentality. The material material helps Ian become tired due to part of the fabric coming from his home and imbued with herbs that create drowsiness. The metal plating helps Ian focus his energy nearby, as it's interior layers are is a network of tunnels. The tunnels help direct air and Ian's energy into a sorta spiral direction, thus makes it easier for Ian to make a barrier around himself due to lessening the the physical strain of the quirk.. The metal plating can withstand a few hits too, but it will be the first give out and leave the woven material underneath to defend Ian's body.

How are they difficult to put around other people?
 
I note in the CS that he has to know the powerful emotion that barrier will be powered by or it will shatter. If he doesn't know, he can't make a barrier.
I need to think about this and discuss it with my co-GMs. Your quirk seems way overpowered and the weaknesses you give it are iffy at best. It's not a 100% guarantee, but I'd start thinking of alternatives if I was you
