Actually we already have the design for the city:

The tower in the center is the tower mentioned.

In the case of the treasury I think the Cave of Wonders would actually make for a pretty good design:

While I'm fine with starting as well, the only problem is that due to some NPCs being incomplete with most floors being unfinished and/or undecided, they would have to be left out until they're completed.

We atleast need most floors completed and all the floor guardians done, even if area guardians or other npc's aren't made as long as those are done we could start, unless that it would be a no from me aswell

An undead Frankenstein’s monster style attrition fighter with an incredibly strong regeneration ability who’s fighting motif is somewhere in between Ash from Evil Dead and The Protagonist from Bloodborne.

She carries a magic red lantern that can harvest mana from surrounding sources and store it. Using a special lens.
