In the world of Pokemon, there is an island that is known by very few humans. This island; named Henshu; is inhabited by creatures which have traits of pokemon and humans: gijinka. Henshu houses 2 tribes of gijinka: Azoth and Kiba. These two tribes have been feuding for centuries. Both were once united as a single tribe, yet different views on humans separated them.
Azoth
Residing in the forested areas, the Azoth clan wishes to have equality between gijinka and humans. They plan to bring a few humans to Henshu and treat them with kindness so a positive word spreads about gijinka. They pride themselves in moving forward and not dwelling on the past. Their positioning causes their focus in technology to be placed in agriculture. Their luxury items include, but are not limited to clothing and glass beads.
Kiba
The Kiba clan is conservative and keep to themselves. They utilize a series of tunnels within their cave system as their home and for easy access to most of the island. They believe very strongly in tradition and remembering history. Their stories remind them of the cruelty with which gijinka were treated by humans. This inflicts a fear in the Kiba tribe, and they will go to war to try defend both themselves, and the Azoth tribe. Being underground gives them acsess to many different ores, so their smith-work is some of the best in the world. Their luxury items consist mostly of jewellery.

Neither of the tribes are "good" or "evil". While members from one may consider the other evil, they merely have different views.
Both tribes are much further behind than the humans in terms of technology. They would have no electricity and wouldn't know what things like pokeballs are.
Since gijinka are part pokemon, they can partially understand them. So they wouldn't be able to hold full conversations.
It would be similar to Speech of the woods from D&D: beasts can understand your speech, and you gain the ability to decipher their noises and motions. Most beasts lack the intelligence to convey or understand sophisticated concepts, but a friendly beast could relay what it has seen or heard in the recent past.
Pokemon would be similar to pets if they chose it. But they wouldn't battle them since they can battle themselves.
