Personality
You could compare Van to the ocean. Calm and gentle, but also powerful and treacherous; however this comparison is severely outdated and will as such be replaced in its entirety. Van is a grenade with the pin pulled. Currently there's no problem, without the knowledge of what a grenade is it is as unassuming as rock. Until it explodes, and in an instance shrapnel and shock is spread in its immediate vicinity. And then, when the dust settles, it's over.

Now, this might lead you to believe Van has an explosive temperament, which would be misrepresentative. Van's passion is a slow burn, searing and perpetual like ember. His hatred keeps him focused, and his contempt keeps him calm. It is only in those blinks of an eye when he decides to act, when the straw breaks the camel's back, that his bomb of a personality is unraveled. He keeps his intents in secrecy until he knows how to realize them.

Ultimately, he's a man of principles. Above his own life and his own ambitions, he feels an overwhelming need to realize his own self-dictated duties to the world. Duties of vengeance and setting things right. Come hell or high water, he'd stare down hell hounds to achieve his goals. Once that's done might he have time to widen his horizons.

Summary: Subject alias "Earthshaker" is a former Black Corona subject (See document p6117-01-BC Proposal[Class 5]) and has been fully evaluated. Exercise extreme caution, subject is a former level 4 Maegus with a growing affinity for unstable Occult magic, and is to be considered armed and lethally dangerous at any and all times. Subject is to be killed on sight, due to concerns of the distribution of dangerous knowledge and [REDACTED] counts of murder, Maegus murder and terrorism.

Report #xx147: Upon gaining level 4 Maegus credentials, subject was accidentally exposed to level 5 classification material and disappeared from his accommodations on [REDACTED]. Due to the contents of report "p6117-01-BC Proposal", a level 5 classified material he accessed, which detailed [REDACTED] a code orange warning was sent the Sanctuary Sigillites. Two SS scientist casualties and zero others harmed. ERASED and Maegus troops arrived within 20 minutes, by which point subject had disappeared. Subject now branded as a renegade Maegus and is to be killed on sight.

Long Version

In Neos ß there are several "shadow organizations". Protected and orchestrated by the governing powers of Sanctuary, but kept from the public eye. The Sanctuary Sigillites are one such organizations, a group of scientists devoted to enhancing genetic materials for different purposes, but most notably combat. They're behind the Behemoth Guards, seven to eight feet tall men of steel muscles that were for a short time deployed as riot police but quickly discontinued as their strength caused the accidental deaths of several people. This has all been swept under the rug of course, along with all their other less-than-ethical experiments. They're of great strategic importance, as most their advancements could provide Neos ß with several different types of specialized forces in time of conflict, so their value far outweighs their cost. At least to those far removed from their corrupting touch.

Project Black Corona would prove to be their Icarian moment, and Van Ishmael their sun. Initially it was two separate projects, Project Black Well and Project Golden Corona. Black Well was an attempt to infuse humans with occult powers such that they could draw from it and momentarily break past the limitations of the Edictum Arcana. Golden Corona was an attempt to force the development of the "natural" gene within the foetus. A gene which naturally bestowed some rare individuals with a natural affinity for certain kinds of magic.

Both Projects ended up going cold after several years of study, the complications with both seeming insurmountable. Infusing humans with occult powers proved to have a near 90% mortality rate, and if the subjects didn't have a powerful enough will or immediately understood how to make use of it, the occult energies simply dissipated. Similarly, the "natural" gene didn't seem to be able to be unlocked without enough power already in the foetus's genetic material. This is were Cassandra Ishmael comes into the picture.

As it turned out, she'd been pregnant during her time as a test subject. On one of her last screenings to ensure there were no further complications, they noticed that hints of occult powers still remained in all the three foetuses developing in her stomach. Soon thereafter, by the authority of the Maegus Curriculum, she was forcibly contained, killed, and had the children removed from her and transferred to lab vats.

Not only did the occult energies in the triplets boost their power enough to have their "natural" genes activated through the brutal methods the Sigillites had developed, but their health was surprisingly nearly flawless. They were developing right on time, if not a little faster, for the human average. Every physical test done in their youth netted them perfect scores. For the purposes of a different project, they were all separated at birth to see how their individual personalities would differ from that of the common man with no cross-contamination.

Van Ishmael grew up in a laboratorial and military environment, living in a room with all sorts of gadgets around to measure his growth and development. Tests were carried out on first a weekly basis, then daily basis as his latent natural magics started developing, and finally multiple times a day as he began to be taught how to utilize his gifts. Van's particular project included a very dogmatic and strict conditioning. While his brother and sister was somewhere else, being raised in different ways just to see what would happen, he was forced, forged and born for the purpose of becoming a soldier.

Lead scientist Zachary Quarren bore the responsibility over Van and his ascension to becoming one of their most prestigious results ever. Zach was a bitter old man, jaded from years of failure, of being subject to the impossible bureaucracy of Sanctuary, even from his own personal life. He was old and rusting, but project Black Corona was the final catalyst to reignite his ambitions once more. Though seldom literally, he whipped Van to follow his unbending ideals of loyalty to the state and the furthering of the aristocracy. Eventually the young boy came to process the world like they wanted. He was a titan above all the rest, there to lead those deserving through the grim darkness of their time.

His advancement came fast. Sheer discipline and a fiery passion for destroying all that opposed the ideals that he'd been taught made him learn fast, starting his education and eventual path to becoming a Maegus several years before his peers. Family, peace, ambition, virtue, that's what he was taught. Sounded good in essence, but in reality it was more akin to Undying Loyalty, peacekeeping, wealth and hate for the weak just wrapped up in prettier packages. The sigillites were proud of their results. They had created their own children, each a powerful weapon to put in service for their megacity. For the lead scientists of the operation it was guaranteed to put them in the history books. The hard part was over. Van became a maegus. They'd already succeeded.

Except they hadn't considered how their strict disciplining could backfire.

Van was deeply indoctrinated to believe that family was all, specifically as such so that the Sigillites had his undying loyalty. He was taught to defend his ideals with a steel fist. To be a shining example of morality for all Maegus. Then he found out what they had done to himself and his siblings. The world was turned on its head for him. All those he'd known all his life had done him the ultimate betrayal, then spend his entire life grooming him to be their little servant. Destroyed his family, hidden his siblings from him so that he'd never find them. It was inexcusable.

He went to them in a fit of sharp, red hot rage. A feeling he'd never felt before. Without a second thought in his mind he destroyed the first scientists he came across, then had the situation dawn on him when it was already too late. He knew that the city would turn on him for this. He'd be deemed a failed experiment, probably swept under the rug just like his mother. So he disappeared, but the longing in his heart to see Zachary completely and thoroughly destroyed was steadfast.

Two years he spent, contemplating in silence what he'd come to find out. It changed his perception of the world upside down, the Maegus and ERASED forces were never the knights in shining armor he'd come to believe them to be. They were all corrupted, evil, and most of all, beneath him. He could, and most certainly would, smite those who had wronged him so and find his siblings again.

Having become a level 4 Maegus in his time with the Curriculum, he had been privy to a lot of information. He knew of Occultism, he knew of Nightmares, and most importantly he knew of the //BLACKLIST. He knew they most likely would be very doubtful of his wish to join them, but it didn't stop him from searching. In Babylon he dropped hints of the information he knew to each individual he hoped would raise the attention of //BLACKLIST. He made several attempts to locate their secret hideouts, locations, bases, anything. Even in the labyrinthine depths below the Megacity, where he came to cross his first nightmare.

It was strange to meet something that reverberated in his soul like that. The nature of his powers weren't new to him, but he'd never had the opportunity to meet anything else of an occult nature. It almost seemed like some innate kinship to him, like how the fish belongs in the water, like how the bird belongs in the sky, his soul yearned to be reunited with the darkness. And it was terrifying. It attacked.

And from its subsequent corpse he salvaged a pair of spiked fists, running rampant with the same power that had doomed him to this complicated life. But these, unlike that inside his vessel, ended up being his salvation. Finally, with hands on weapons of occult nature, did the //BLACKLIST finally contact him. The dealings that ended up in his eventual membership took long however. Van was hard to trust, and he wanted to know if they could help him with the potentially dangerous occult power building in his core since his meeting with the nightmare.

Magic Spells
Cognizance Ambit - Van was born with a magical field surrounding him, that gives him subconscious understanding of everything that's going on in a 2 meter radius around his body and immediately informing his nervous system, giving him a ridiculously fast reflex time to everything happening close to him. Since having those thoughts run rampant through your head at every given moment would cripple you severely, everything became processed subconsciously as a natural adaptation in his mind.


The Immortality Discipline - A base group of skills utilizing the innate Cognizance Ambit, most of which were abilities he innately understood before expanding upon them. Designed to make the destruction of the Sigillites' lovechild project extremely difficult.
  • Reactive Warp - [?Occult?][Transmutation][Defense] - Whenever something within Van's Cognizance Ambit triggers warnings within his head, such as a rock or a bullet or a weapon approaching his body at a dangerous speed, his body turns into a black, smoke-like gaseous form at the point of impact, harmlessly being passed through by the force and then returning to their original position and shifting back into solid shape. Van was born with this ability and had to practice so that it did not overreact to outside stimuli, and to be able to consciously control it if need be. This can not work in severe winds. Similarly, this magic effect, if forced outside of Van's RF range, can be forcibly undone. There's a limit to how large a portion of his body can be shifted at a moment
  • Kinetic Hardening - [Kinetic][Manipulation][Defense] - By forcing each cell in his body to remain in place with negating kinetic forces, Van can make his make his body immensely durable and tough. Movement takes a lot of concentration when this ability is active, and as such slows him immensely. Concentration on this can not remain forever or negate extremely powerful attacks. Impossible to engage this ability on any body part currently going through Reactive Warp.
  • Biomancy - [Kinetic/Biological/Occult][Manipulation][Healing] - By the extreme depth of understanding that the Cognizance Ambit allows Van to momentarily attain, he can kinetically force his tissues or even nearby functional replacements to push themselves back into place and with a small shock of electricity revive the cells. This ability began innately, allowing Van to recover from small wounds that would first heal up after a few weeks to be healed in less than a day. At this point it's been practiced to the point where he can recover mid-combat. In a safe environment this ability can also be used on someone else, albeit less effective.
The Scholastica Discipline - Many front line Maegus learn many abilities to protect themselves in combat, and then specialize in their own focused fields to bring about destruction in surprising ways. Van is no different.
  • Advanced Maegus Training - [Mixed][Enhancement][Defense/Perception] - A long list of disciplines to ensure that no simple armed civilian could bring you down with a lucky shot. Van's perception, reflexes, physical strength and speed is many levels above what is humanly achievable without implants. Most of these abilities are subconsciously processed and boosted by his Cognizance Ambit, but they can be individually empowered by conscious effort.
  • Earthshaker Shift - [Kinetic/Biological/Explosive/Occult][Enhancement][Melee] - The terrifying offensive ability that earned Van his nickname. Most fights he's been involved with has ended in but the blink of an eye thanks to this. By mixing his kinetic hardening with very basic telekinetic spell, a more complicated spell often used by well-educated Miner-Detonators, a series of muscular boosts developed by athletes and a major boost by his occult powers to momentarily crash through the Edictum Arcana's threshold; and a moment is all that is necessary. With enough force to crack or completely uproot the ground Van stands upon, he propels himself with enough speed to appear to disappear and smash into his target like a fourteen inch shell. Using his kinetic hardening to the fullest, he delivers a strike that won't shatter his own bones to his target. If someone by some chance can negate or dodge this ability, Van has to retreat to his other abilities as using Earthshaker Shift over and over will drain him extremely.
  • Telekinesis - [Kinetic][Manipulation][Ranged] - Van has displayed quite impressive skills with telekinesis in all its forms, from crushing to tossing to moving to lifting. The less he's concentrating on other abilities, movements or interactions, the stronger he can make his telekinesis.
  • PRF Inhibition - [Inhibition][Nullifying][Self] - Perhaps the most impressive ability Van has achieved through rigorous mental discipline, genetic advantages and occult empowerment has been his RF inhibition range. It is incredibly resilient and has yet to be broken down by anyone, even when extended to a half meter outside of his physical form.
  • Mind Blank - [Inhibition/Occult][Nullifying][Ranged] - As the former leader of a small task squad of physically capable melee warriors, Van created a very specialized ability. Aided by his innate powers and natural magic, he boosts the size of his Cognizance Ambit to 10 meters and turns it into a sphere of complete antimagic for a very short moment. This, of course, completely negates each and every one of his own magic powers as well as magical objects around and relies on him to overcome his opponent as a normal human fighter. It's a risky move, as it leaves him completely open to gunfire and it isn't so easy as to just activate at the drop of a hat. Thankfully, it is very quick to deactivate. It has no effect on Nightmares, but even Occult magics are suppressed to a major degree.
Occult Damnation Discipline - Van is one of very few cases of sanctioned use of the occult powers, and has as such been able to experiment quite a lot with the extent of its abilities. However, recently the use of anything occult has left him with a strange feeling in his body.
  • Nether Gate - [Occult][Transmutation][Self] - By either marking a location with occult powers or linking two locations with negative emotion, thought or magics being used, Van can momentarily weave space to allow these points to cross. The gate won't be open for more than a second, but through it Van can travel long distances fast. This takes some time to set up, but becomes faster the more occult or negative energy is available in both locations.
  • Eclectic Corruption - [Kinetic][Enhancement][Mobility] - The least practiced ability in Van's repertoire. Eclectic Corruption allows him to throw a battlefield into complete disarray as everything outside of RF protected individuals shifts and contorts into impossible shapes, creating a labyrinth out of the nearby area that is nearly completely dark. Thanks to his innate magic and occult connection this area is simple to navigate for Van, but to anyone else it is confusing. Because of how dangerous much more dangerous it is to civilians and innocents than to Maegus and Nightmares though, he's rarely ever used it. It lasts only for about a minute before reality returns to normal.
  • Metastasize - [Occult/???][???][Ranged] - Absolute last ditch effort. Metastasize is cast upon a single target as a beam of despicable, corrupting and chaotic energy. If it hits, a link is made between Van and them, forcibly pushing occult energies into their very being. Though potentially lethal to civilians most Maegus can withstand the psychic barrage, however their thoughts grow and spread like cancer to momentarily break the limitations put on by the Edictum Arcana. This creates a storm of thoughts inside anyone's mind and makes spell casting impossible, however it does similar things for Van. He is unable to process his powers for a few minutes after the spell has been cast, and has his natural defenses removed alongside the ability to use anything more advanced than simple telekinesis. In addition, his occult abilities are suppressed for at least a day afterwards.
  • Abyssal Arcane - [Occult/Deconstruction][Conjuration][Ranged] - The new ability that gave Van the code name Charon by the sheer evil that his magic radiated. Quite long ago he realized the destructive potential of occult-powered deconstruction, but it took until just before his desertion for him to be able to use enough of it to get the effect. The energies manifest as deep onyx-black, green tinted plasma or perhaps liquid. This power is utilized in a number of ways.
  • Talons of Tartarus - [Occult/Deconstruction][Enhancement][Melee] - Before the spiked fists he used to coat his knuckles in the Abyssal Arcane energies. It caused his punches to slightly dig through and scatter whatever material he punched, be it tough steel or soft flesh.
  • Gehenna Fire - [Occult/Deconstruction/Kinetic][Conjuration][Ranged] - With his occult energies rising in recent times he's found himself capable of Abyssal Arcane more freely. One effective use he's found is to create Abyssal Arcane energies and slinging them with his telekinesis. This allows him to fire deconstructive power like a pistol or a cannon, depending on how much energy he puts into it. This power can be blocked by telekinesis, but is also quite potent at putting stress on even magical shielding.
  • Void Lance - [Occult/Deconstruction][Conjuration][Ranged] - The ultimate destructive ability in Van's arsenal, this black eerie beam gives you the feeling that you're looking beyond reality if gazed directly at. By continually creating and spinning the Abyssal Arcane energies into a violent torrent, he can manifest a powerful beam that drills through nearly anything but complex magical protections. The beam moves relatively slow, and can not be redirected once fired so a miss leaves Van wide open. This is not an easily employed ability and requires Van to remain stationary throughout the casting, putting an enormous drain on his concentration. His defensive capabilities are thoroughly suppressed throughout.

Equipment/Mods
Spiked Knuckles -
Van's occult gloves are with him at all times. The knuckle spikes are long, crude objects, and the glove itself sports no textiles over his ring finger or pinky, only covering his index finger, long finger and thumb. They also have a metal plate over the backs of each hand, providing additional protection.

Black Outfit - Due to his mainly nightly excursions, Van has taken to wearing light black clothing and jackets that flutter in the wind and are easily mistaken for shadows in the dark.

9mm "Enforcer" Semi-Automatic Pistol - A relic from his Maegus days. A high capacity, low-powered handgun. Why exert energy, physical or mental, taking care of an opponent that you could just shoot? More usually used than any of his flashier abilities.

Magic Style
Van takes a lot of time to consider his situation before even practicing magic. If there's an easier method than combat he'll generally take that path, but if things don't go his way he's unafraid of outright killing to get his way. Against insignificant opponents he'll simply use his pistol if he's in a hurry, or if they're armored he'll overpower them with his martial prowess and spiked knuckles. Against potential threats he'll attempt to quickly and easily bring them down with his earthshaker shift, and only if they're powerful enough to avoid being bested by it will he employ his vast array of other combat abilities. He sparingly uses his occult abilities at all, but they might be the best choice against an overwhelmingly large force.

He is thoroughly trained martially and often attempts to get close and personal with other Maegus, using his prior knowledge to discern whether they're capable melee combatants or not. Heavily armed forces he'd rather keep his distance from, opting to use his Gehenna Fire towards them while moving quickly between cover to throw them off.

Personality: Alec is best described of the big brother of anyone and everyone who will let him be.

He’s the kind of person who cares deeply for people. A man who will listen to your life story if you deign to tell him, without interruption, and interject with approval or sadness where appropriate. With this attitude of caring about others he’s come to a dismal view of the world.

Nobody who talked to him seemed to have a good life. Obviously, people don’t talk about good news nearly as much, and so no news is good news. Was there a such thing as a good life in a world like this one? Alec isn’t sure. This has made him almost apathetic to the world at large. While he isn’t the kind of person who runs from a fight, neither is he self-assured, instead trapped in a cycle of ideals and self-doubt.


Personal Biography:

Alec was expected to be a professional athlete from early on in his life. He wasn’t exceptionally smart as a child, but he had ambition unparalleled among his peers, and an athletic ability to match. He grew up in a low-income household alongside his younger sister, Leah.

He had little patience for the manipulation of others, especially in regards to his career. In secondary school he excelled in track and field and quickly qualified to represent his school in national competitions. These races, too, did not seem challenging to him. There were whispers of him using magic to augment his abilities. To Alec’s knowledge, these were false.

Finally, an opportunity for him to pay for college arrived, in the form of a marathon. The top five runners would be given a full-side scholarship for a prestigious academy. The race took a lot out of him – it was a farther distance than he had ever ran – but he managed to place third, at least theoretically. As the first runner crossed the finish line, a toxic bomb went off, killing the man and the crowd of civilians surrounding the end of the race.

Leah was one of those people.

The man tried not to think about that much. He abandoned the idea of the scholarship, but as the fastest surviving runner in the race, he became a sort of local celebrity. Sports events became his escape, and training even more so; the man would dissapear for weeks at a time into the woods to hike and run. Personal sponserships materialized for him; he was able to pay off his parent’s house and car, and he lived as good a life as he had ever dreamed. He became a celebrity representative of an anti-terror activist group.
These training expeditions would prove to be his downfall.

The night was dark and dreary. Snow was just starting to fall – some may have called it beautiful, if not for the roiling clouds overhead. The lights of the highway sparkled in the distance. Checking over his shoulder – the man was a creature of paranoid habit, after all – he spotted a monstrous figure.
It had noticed him before he had noticed it, as luck would have it.

Adrenaline kicked in, and the man had no other instinct than to sprint away, toward civilization and people and all the things that are meant to protect us. It chased him to the road – was almost caught up to him – and in a moment of pure desperation, he threw himself onto the highway.

He felt a searing, full-body pain, and woke up in the hospital. He had lost his legs from the knee down.

This was the beginning of the end of Alec’s career. He couldn’t run in races with normal people when enhanced, and quickly fell out of the public eye, his funding and sponsors abandoning him in a blink of an eye. He took to sharing his story with others – on the bus, the train, in local cafes – and ask them what their life had been like. He seemed to be on a desperate search for meaning.

One such person offered him an opportunity. The blacklist, he said, was everything Alec had been searching for and more – a way to make a difference in the war on terrorism. The man had immediately accepted this offer.
The rest is history.

Magic Style: Steel
The removal of both his legs below the thigh and their replacement has made Alec’s magic much weaker than many other members of the Blacklist. However, his style of magic use is mainly defensive, and used to augment his natural ability.

- Reinforcement: By focusing magic through certain points in his body, Alec has learned how to avoid severe damage (such as broken fingers by punching somebody).
- Stimulant: Alec can coerce his body to accept his legs moving supernaturally fast. His eyes dilate, and he is able to handle moving incredibly quickly; in this way he can run much faster than should be humanely possible. Although this makes him lightheaded, it is sustainable for long periods of time.


Membership: 6 months

Equipment/Mods: Alec has had both of his legs removed in favour of metal apparatuses. As such, he can run faster than the average person, and his idea of combat is mostly hand-to-hand. He carries a pair of small knives in case of emergency as well as a handgun.

While this is an optional component, I highly recommend doing so, because this allows for a character building exercise that is reflective of the whole cast. As in, this is their thoughts and impressions of other characters, new or old.

      Subject Threat Summary & Essential Info.:
      Outbreak is a highly dangerous, immoral, and depraved member of The Blacklist. They have been an active agent for the past 8 months, and have since shown untold brutal efficiency and calculated precision in their crimes. It is speculated that before joining The Blacklist, Outbreak was a respected Discordant and criminal enforcer for S.K.E.N.A.R Inc., a drug distribution organization based in Babylon. Outbreak is characterized by their weapons of choice: occult toxins and virulent organic materials. These weapons usually manifest as toxic clouds that obscure vision and heavily impair, or kill, any caught within the blast. Subject is also known to use fire liberally and to have proficiency with manipulating Imagination Particles. Approach with extreme caution, and with a minimum of Series C. Protective Gear. Apprehend subject on sight; lethal force authorized under Sec. Xz-179 of REDACTED.

      Subject Crimes & Apprehension Attempts:
      Outbreak is wanted for the following: bio-terrorism, illegal use of creation, possession of illegal weapons, armed robbery, grand larceny, murder, threatening a Sanctuary official, arson, aggravated assault, smuggling, drug trafficking, hostage taking, resisting arrest, and advocating overthrow of government.
      There is one apprehension attempt on file: four months ago, unsuccessful. Two ERASED officials wounded and in need of immediate medical attention, only recently discharged from medical care.

      Subject Behavioral Analysis:
      Outbreak has a pattern of performing entirely methodical and meticulously planned criminal attacks against criminal groups and ERASED officers in sector REDACTED, before then disappearing for weeks or months at a time. Outbreak is also known to crouch by their victims and talk at length with them. The intent of this is not known. Subject prefers to move in slow, machine-like motions.
