Description: Leader of Tsumigakure, her duties often keep her at the heart of the village, where the miasma is heaviest. Her close bond with the Akuma sealed within her and mastery of sensing techniques makes her a formidable opponent.

Once the heir to the Yamamoto clan and a rising star among Tsumi ninja besides Fubuki had swiftly built a reputation for being eternally active and only too happy to jump headfirst into any mess that presented itself. Description: Formerly a prominent jonin, Ryuuga retired after the death in action of his son and daughter in law, choosing to focus his efforts on raising their orphaned daughter. Although once well regarded Ryuuga is now generally considered a little crazy, due to his insistence that he has experienced prophetic dreams marking his grand daughter as some kind of hero of destiny. THe old man now concentrates the majority of his energy on obsessively training Ryuuka and preparing her in other ways for this imagined destiny. Despite most people considering him a little kooky at best, his skills are as sharp as ever though he rarely has occasion to display them these days.

Description: Often the logistical side to Bishamonten, Mizuki has complained time and time again that her jutsu isn't well suited for combat, despite breaking Nobuyuki out of a jail, and single handedly holding off Ema, the Tsumikage. She is often serious and stressed out, with little time for joking for frivalties, focusing on the task at hand.
Her bubble jutsu is simple, but effective, she fills the shell of a simple bubble with time space jutsu, allowing them to redirect jutsu through eachother.
She also can use a similar bubble to turn invisible.
What impact she'll have on the story has yet to be seen...

Able to use multiple elements, Hitomi channels them through her shakujo, blending ninjutsu and taijutsu. A much flashier fighting style than her husband Junpei employs.

Jin, the Raiju
Rank: Arashikage
Description: The youngest of the kages at 16. Many have questioned how such an odd boy ended up as the kage of a nation. Few people from outside the nation even have a list of his ninjutsu, as they've not been seen. However, within the village, he is respected, and his rule is absolute. No one plots against him, because everyone inside the village knows his reputation.
Jin runs Arashigakure like a machine. He takes the most efficient route, and measures everything by results. Some call his rule a little strict, but he does get results.
Jin might be powerful and intelligent... but he's also young and awkward as hell. He despises speaking, and is more than a little creepy to others.

Description: A Ranger from Arashigakure. The rangers are sworn not to enter the village, and are kept low on intelligence given them. In exchange, they range around the borders of the countries, picking up anomolies, and sending in reports to the village.
After the Akuma incident, Aito broke back into the village in what could only be described as a rampage to have an audience with Jin directly. Lately, she seems to be more active in the schemes of Arashigakure, even proctoring the chunnin exams, her status as a ranger being put into question.

Rank: Jonin - Arashigakure's Secretary
Description: Often Jin's translator as well as his secretary, he tends to be a stickler for the rules, and the old dynastic ways of the village, which were even more lockdowned than they are now. Jin keeps him as he is useful, and tries to translate the Arashikage's thoughts. Jin hates to speak, and that alone is worth a secretary. That, and Rokuro is scared shitless by Jin, said to be one of the survivors of the Battle of Thunder Plains, where Jin earned his kage status, with only 16 survivors.
Due to his role of speaker, Rokuro tends to be quick to lead a conversation, and can have a silver tongue when wanted.

Even if it means fighting and killing his own teammates in order to stop a coup.

Old Man Kei, The Merchant of Memories

Desciption: A rigid information broker, Old Man Kei as he's called is a living museum of memories, which with the right price he'll sell with his input and wisdom. He's extremely harsh and straight forward, not bothering with anyone he doesn't find able to keep a secret, testing people constantly. He's got a sense of paranoia. And greed.
While retired, he still has many duties in the field of information, and occasionally puts out bills on people he finds untrustworthy. With his long standing reputation, there tends to be few questions when he goes with a 'gut feeling'.

Description: Gunshugakure's Information Broker, this ninja likes to parade around with the facade of a noble he's named Saemonsaburou. Most older nin know exactly who he is, and avoid him like the plague. Part of it is his annoyingly friendly personality, but the bigger part is due to his village's role. His dojutsu lets him see through muscle and the flow of chakra within a person. He's mastered a technique of gathering a ninja's strength in a single glance by how their chakra pathways work, and where the most muscle is. He'll record this information in a single card.
Other villages pay top prices for his cards and the information they bring, while quite a few others have a bounty on the Card Maker's head. While not a fighter, The Card Maker is a coward, and is an expert of getting out of dodge.

Isamu Shimizu, Harbringer
Rank: Specialized Jonin - Mission Office
Description: One of the office workers in the village, Isamu tends to not be let out much. He's awkward as can be, using people's full names whenever addressing them, misleading phrases, and a voice that sounds like chalk are all just small pieces of the mystery that is Isamu. That said, his space time shadow manipulation jutsu is incredibly useful, so, despite better judgement, he's often the errand boy of the office. Thankfully, he doesn't tend to linger, and despite how creepy he comes across, he is always organized, so he's in and out in a flash.

Kyubei - 9 Lives Akuma

Description: A local Akuma, once sealed inside Ichiro's sensei as a Jinchuuriki . Kyubei is aloof and unsympathetic, caring only for strange things that no one seems to be able to follow. It loves Jinjuriki, and often likes to 'play' with them. Unfortunately, it also likes to tempt them to go wild, letting their sealed beast free and causing rampages. The Shimizu clan in particular dislike this habit.
The only reason that the village hasn't killed this cat is that they cannot. Kyubei continues to respawn every time it is killed. In truth, there are 9 'tails' to this cat, and whenever one is killed, it begins to respawn at another tail. Still, respawning takes time, and Kyubei isn't fully invulnerable. Once killed, it tends to stay away for it's own safety.
Ichiro has a 'kill on sight' rule with Kyubei, often chasing it like a rabid dog, though due to the past with his sensei, occassionally the two do chat when he's not trying to throw it into the lake in the village.
Still, Kyubei is very intelligent despite it's aloof attitude. It seemingly knows every Akuma, addressing them all by name. It referred to the Original Akuma that destroyed Arashigakure as 'big brother'. Kyubei is always scheming, but doesn't seem to actually be on anyone's side. It doesn't care to be for any village in particular, so there's at least a sense of relief of it not caring to betray the village. It is more seen as a nuisance than a serious threat.
Relationship to Characters:
Kurio - Regular temptor of, Kurio has yet to realize Kyubei's evilness yet.
Ichiro - Was his sensei's sealed beast
Ema -Even the Tsumikage herself isn't free of Kyubei's pesterings.
Waka- Tempted once, causing a floating island to crash out of the sky. Waka's no longer... fond of the cat.

Kenshin is fairly amiable as long as he isn't sent to kill you, and overall pretty chill. He talks respectfully, and is a quick decision maker. As a jinchuuriki, his chakra cloak lets him have additional arms, which he uses with great skill for holding two tower shields, and six lances. Due to his high charisma, he tends to be the face of the two, being a diplomatic approach when something goes wrong.
Miyu is a broken woman who's generally under Kenshin's watch to make sure her psychosis doesn't cause any harm. Or at least harm to the wrong peple. She's prone to swearing and violent fits of rage, but her skill set is useful enough that she isn't retired, despite her obvious injuries and bad disposition. She's an Oguma, and one of the fastest threadweavers in the village, able to create steel like silk from her finger tips.
