Welcome to a new IC for a statted Index/Railgun roleplay! You can find all the info you need on the setting in its fanmade english wiki, so I won't get to explain in detail here. Just know that you have a special ability (noryoku/ESP) that you probably aquired through subjecting yourself to ghe relatively non invasive and completely safe "Power Curriculum Program" of Acadamy City.
Academy City is an enclave in Tokyo housing roughly two million people, eigthy pefcent of which are students between the ages of five and twenty.
AC has the best tech around, some forty years ahead the rest of the world, with the difference widening with each passing year, making it one of, if not the most powerful nation on the planet despite its laughable size.
Your characters can come from all over the world in hopes of getting a cool power (levels range wildly, with most people having useless or unnoticeble powers and VERY few having earth shaking powers).
Another thing: magic is real, but your characters do not know about it... yet.
This will be a plot driven roleplay, and the stat system will be quite simple, requiring no dice whatsoever.
