More information: Three main crime syndicates within the Elder city!

The Ankoku-Clan
When the first spaceship landed it brought along Ryou Ankoku, a small mob boss who played a big part in building the city. The Ankoku clan, even after Ryou’s death, served as a law enforcers for a good hundred years and eventually that job was handed over to the alliance. The clan remained silent for a while, but when crime started to rise within the city the Ankoku clan, once more stepped out of the shadows and took control over most of the underground operations within the Elder City, once again acting as enforcers and mediators to keep everyone from killing each other, even if that means they have to do some killing themselves.
The Ankoku clan provides protection for the Anarchy Brotherhood and keeps a wary eye on the Cifuentes crime family.

The Anarchy Brotherhood
Anarchy Brotherhood was originally formed to oppose the alliance. Regular, every day John’s smuggling in goods and credits to support the common people. It’s council consists out of an ever rotating group of elder work-folk who are democratically chosen every two years. Even though they work in secret, they have a large community and gain a lot of support from the natives.
They are on good terms with the Ankoku clan, but merely tolerate and use the Cifuentes crime family.

The Cifuentes crime family
The Cifuentes crime family is a relatively new syndicate headed up by Miguel Cifuentes, a pirate who figured the Elder city is the perfect hideout, and he wasn’t wrong. The crowded and stacked urban jungle has kept him out of the Alliance reach for over twenty years. Meanwhile he has managed to build a pirate militia that’s rightfully feared throughout the galaxy. Without doubt the most dangerous and wealthiest of the three syndicates, it is rather disorganized and small factions,- that Miguel calls his children,- litter its ranks operating on their own terms. Since Miguel cares little about unity unless it is for his own gain, he only steps up when a faction causes him trouble and in that case they don’t usually live to tell the tale.
The Cifuentes crime family has a life preserving respect,- fear,- for Ankoku clan and sometimes deals goods with the Anarchy Brotherhood.

Ooo, I gotta figure out how to work these guys into Niall's backstory in some way.

Whoops I missed a lot. But this definitely looks like a well-adjusted team of experts, and the best people possible to solve this mystery.
