The provincial palace was a small building compared to most structures of similar task. Sitting on a small hill several miles away from the capital city, surrounded on all sides by a man made lake, the structure resembled a medieval castle. With a single bridge leading towards the palace. Built from a single brick structure, with three towers rising in triangular points from the base, it stood nearly four stories tall. A large arching doorway led into a spacious hall, with large stone pillars rising into the ceiling above. With murals hanging from the walls, the freshly laid blue carpet with golden highlights led any guests deeper into the palace. In the center of the palace, a massive throne room, filled to the brim with tables used for feasts.


Arriving two days before the meeting was set to begin, Artillus and his staff of servants quickly set about making the palace fit for guests. Cleaning rooms and hallways, refilling oil lamps along passageways, and fixing the kitchen for preparation of food, the palace was non stop activity.


As promised, the Ospielan forces kept several miles away from the palace. Establishing a perimeter to keep out unwanted guests, the Ospielan troops were given orders to escort the arriving delegation straight to the palace.

A green striped yellow carriage was escorted towards the draw bridge of the medieval looking structure and holding position as the bridge was being lowered down. The vehicle eventually made way inside the brick walls of the structure and parked close to an entrance. The doors opened and out climbed The Head of the fourth republic of Rumanka.


The woman is ridiculously tall, standing a head or two higher than the average man, having an identical hip and bust size, longish legs and arm limbs. The woman wore black leather officer boots that went as far up to cap her knees, dark green shorts, a dark green trench coat with a cape connected by the suit's shoulders, black gloves and lastly a black velvet hat decorated with fake plastic leaves on the back end of the head ornament.


"Good day!" She smiled boyishly.


 
Standing quietly on either side of rhe door, two servants in dark blue shirts and breeches, both of whom bow in unison to the woman.


"Head of State, the Kell awaits you in the throne room, directly down this corridor." He nods his head, and both servants grab either side of the doorway, and pull it open, revealing a brightly lit corridor, with servants standing between the stone pillars leading to a even larger entrance further in.

"Thank you!" She gave a polite had nod towards the servants and approached the door.


The tall woman followed the estate's servants into the structure, having her eyes dart around the building's interior and whistling to herself when she felt intrigued by something. Eventually they would arrive in the throne room, the place where she should meet the faceless king of Ospiel. As far as she knows she's heard rumors that the individual she was about to meet was a young man approaching his twenties but his appearance and stature are a mystery.


She stopped walking and stood six meters away from the King. Her green eyes fixed at the throne and the person sitting on it.

Standing with his hands behind his back, Artillus watches the woman approaching. Wearing a long dark blue cloak with golden embroidery, the cloak reached down past his back, dragging itself on the floor. Wearing the same shade of blue gloves and boots, his look was completed by pure teal ring, with the Ospielan crested engraved in white. The soaring eagle of the Ospielan mountains, with wings folded across its chest, and a sword laying broken beneath it.


Bowing his head slightly to the Head of State, Artillus briefly smiled at the woman. Standing at nearly 6.7, Artillus was somewhat shocked by her height. Ospielians were naturally a larger people, forced to survive in brutal conditions, but even Artillus was tall for his people. With dark blond hair and blue eyes, he quickly sized her up, before extending his hand to her in greeting.


"I am Artillus Kell, a pleasure to finally meet you."

"Likewise, your majesty!" She cracked a cheerful smile.


She grabbed his hand, eyebrows raised up in surprise and couldn't help herself when her smile stretched further. She was pleased that this ruler was a tall individual unlike the other rulers that she has came to meet - indeed, this man is so far the tallest human being that she's ever seen. After the handshake she slid her arm behind her and produced a thin brown hard covered binder of sorts containing the documents necessary for transactions between the two nations.


"Yenna Stein," The woman bowed her head.


"Let's get started!"


 
Nodding slightly, Artillus turned and pulled two chairs from the nearest table, placing them on either end of the table they stood near. Offering her the other seat, Artillus sat down in the other, and a servant waiting in the back brought forth two cups and a bottle of Ospielan ale.


Pouring one for himself, he looks up at Stein. "Care for ale, or shall I ask a servant to fetch water?"

"Water would do just fine," Her eyes met the king's.


"I'd like to keep myself sober before heading home." She smiled at her joke.


"I want to develop my nation further and at a steady pace. I figured that having open borders between our nations would bring things up a bit and grant us a bonus in our mutual treasuries. After the events in Kasrul, The merchants have been suffering from limited trade routes, fear and the shortage on a frightening number of wares." sjhe paused to pointed her pupils to the corner of her eyes.


"I would like that problem solved with your hand."


 
Snapping his fingers, a servant walks forward carrying a tray with two pitchers. Pouring her a cup of water, Artillus leaned back in his chair, drinking from his ale.


"Open borders can be negotiated easily enough." He waves his hand at the thought, already dismissing it. "Why would you come to Ospielan lands to simply talk of open borders. Something like that could have been dealt with in correspondence."


Leaning back once more, he takes a long drink from the ale, small trails of blue liquid escaping from the sides.

"Oh please," Yenna had said as she raised her glass to her host before taking a long quiet sip.


"I have more things to discuss with you, your highness."


"Other than trading opportunities and safe passage to one another's nations I need more to fulfill this phase of development-" She placed her glass of water gently against the table.


"I would like to issue a research agreement between our two nations. Why is pretty obvious. Logistics is a pretty harsh strain in a land as large as Rumanka and so they're studying the theoretical idea of steam power or producing things from pressurized water vapor. Those eggheads believe that we could create a vessel that could haul more load at unimaginable speeds in contrast to our donkey carts and horse carriages."


She pushed the brown leather binder from under her arm and took out a number of documents that would grant these nations the open border policy and the research agreement.


"Not only will these improve our lands but they will will benefit us both financially."


"Do you have any other questions that I should answer?"

Drumming his fingers along the table, Artillus smiled. "Our scientists seem to be very different then yours." Grabbing the documents, he begins to read them over briefly, before signing his name on each paper.


"Ospielan science is directed to the study of life. We strive to understand the living form, and eventually, the improvement of it." Pushing the signed forms back to her, Artillus places the pen on the table.

"This might be a difficult exchange." Yenna tapped her finger on one of the documents.


"As far as I understand how the research agreement works..." Yenna paused as she glanced momentarily at the ceiling.


"We have to both be researching the same thing for this to work."


"Either we both would have to stop the progression of one of our current research projects and help one another. Or...


We both stop our research and research something else togther." Yenna rubbed her chin.


The open borders is taken care of. But now Yenna has to figure out how to deal with the research agreement along with Artillus Kell.

"Well, luckily for you, we haven't really progressed into our program too far. I'm sure my scientists can be convinced to aid in your...steam research, was it?"

"The problem is that we're passed that stage and are testing out experimental vessels. You have not even started researching steam power and technology brokering isn't easy nowadays. Rumanka has the option to temporarily quit thier current research to help Ospiel's or the option to begin something that neither nation has started on."


Yenna dropped her hand from her chin and stopped her boyish smile. She needed an argument to to either help Ospiels research or go against it. Well, going for the odd life science thing is interesting and could have its merits later on. Or they could do something completely new together. Thinking she held her her breath for thirty seconds before exhaling.


"I can postpone my research and help you in your efforts in this 'selective breeding' your science boys have planned."
 
Nodding his head, Artillus took another sip from his ale, before waving a servant over. On the tray, a small binder sat. Grabbing it, he placed it on the table, opening it. Inside, pages of Ospielan documents were tightly bound together.


"This is what we have so far on the project. I will give you this copy to study on your trip back."

"I bid thee well, Your majesty. Thank you for your time." Yenna rose from her seat and bowed her torso in front of the tall man.


Assembling the papers in her binder and drinking the last volume of water that had remained in her cup she prepared for her homecoming. She shook the young man's hand before walking out of the door of the grand building.
