When you reach adulthood, your character has 150 points to spend on skills. That's master in one skill, adept in another, or adept in three, or expert in two. or apprentice in 6. For reference:
Novice: under 25
Apprentice: 25
Adept: 50
Expert: 75
Master: 100
Special note: If you are a student (or your bio says that you just began study within the past four years) you cannot exceed more than Apprentice level in that skill. This is to maintain cohesion with titles and study tracts.
For every year after that, they get 5 points to enhance any skill. While this does mean it would take 5 years to become an apprentice in anything else, this number is low because it is assumed you are also taking time to maintain your current skill level in your other skills.
Adulthood Ages:

Dunmer: 25
Altmer: 25
Orsimer: 15
