Tends to vary. However, it will mostly take place in non-urban areas such as forests and caves, and maybe some more isolated towns.

The world itself, Terragrigia is similar to the present day Earth (circa 2018). With magic and four other races coexisting with humanity (Demons, Beastmen, Elves, Merfolk). Werebears are considered a sub species of Beastmen, similar to Werewolves. I

I was thinking of one of two ways, the first way is through dimensional magic gone horribly wrong, the plan was for him to go to another world hoping for job opportunities, only for the spell to malfunction and him ending up in the Citron Earth. The other idea was that he was on a boating trip when he was sucked up by the Worldpool. Think of it as some kind of maelstrom that has the side effect of taking someone to an unknown world. Eventually ending up in the New Jersey coastline of the Citron Earth

Sorry, but I won't allow that kind of thing. I don't really want any dimensional gateways to other worlds. Your character will have to be an Earth native.

I was thinking that they saw him going too close to human civilization in his transformed state. Seeing that, the agents struck a deal with him to join CITRON. Hence the escort. But I suppose it can be done better

The organisation doesn't exactly recruit werebeasts just because they strayed too close to human civilisation in their transformed state. However, you can perhaps write your character to be on good terms with CITRON. An ally, so to speak.

That's a good idea. I can write that he stopped a conflict between humans and other werebears from happening. Thus they decided to recruit him. Another idea is that he joins CITRON due to his father being a CITRON agent. Like father, like son
