What if the Death Eaters hadn't lost the first war?
What if Severus Snape had never told Voldemort about the prophecy?
What if Voldemort had never targetted Harry, and in turn had never given him the power to defeat him?

Even if there had never been a Harry Potter to end the Death Eaters' reign of terror, Hogwarts would still be a safe place for magical students. Afterall, who was the one person Voldemort always feared? Albus Dumbledore. As long as Albus Dumbledore stays within the grounds of Hogwarts, the students are safe. Needless to say, Dumbledore doesn't take many vacations these days.
Many parents and other groups pressured Dumbledore to allow them to also stay in Hogwarts, but Dumbledore insisted that Hogwarts must remain a sanctuary for children only. If the gates were open to all then there would be too many people that needed protection. Students are permitted to stay on grounds over the summer if they face serious danger when returning home.
The houses have never been more divided. Slytherins are discriminated against by the other houses, blamed for things they have no control over. They are told that they are the reason that the school is in such a situation. What the school, no, what the world needs is for the houses to unite. If wizards cannot stand together as children and students, how are they expected to do so as adults?
