There's possibly a higher initial survival rate, until mass starvation occurs anyway. The Moscow Metro is the deepest in the entire world.

Then there's the two aforementioned bunkers that would be relatively safe, large, and prosperous because of now justified Soviet paranoia.

That's purty true. You could lower it because of other events that have happened since the bombs dropped. Like you said, starvation, fighting over resources and supplies, the radiated animals and what not. Disease would be a good reason I'd say.

Wouldn't these generally be universal problems?
 
A quick look into it shows that Scotland would have 104k survivors after a division of 50, but I think that's VERY generous since its so highly centralized. The flatland's between the two highlands (Glasgow) is a black blot on the population maps with the rest being stark white. I think Scotland would be lucky to break 11K with the majority being military personal in bases outside of the "death zone". No matter how many nukes I add, all the "would I survive a nuclear attack" simulators just keep throwing them all at Glasgow. XD
 
I suggest ten percent. that way it would take... approxamately 30 years for the world to return to it's previous population. Also. I don't know any like... accent crap or slang of eroupe. I claim britain if availible tho. cause britians are hot.

world regaining so quickly would kinda defeat the point of it all, wouldn't it?
