I see. So the tech restrictions is mostly about distance rather than digital stuffs, right? Computer, walkie talkie and camera can still works?

Yep! General digital stuff should work fine as long as it's not relying on signal transmission from distance

Also, while some mods seem to be permanent like the plating and cyborg limbs. Some other seems to be more of a consumable, like the berserk pill and the back up drive. Does this mean the consumable type buff and debuff only applied when they're consumed?

And yes - consumables buff/debuff is only for the duration of the consumable

Also, Cyborg parts that require a battery, how long do they last or is their power use for some other effect? I ask since batteries specify a time to recharge and effects of use.

I didn’t out specifics for how long electronics last, so that’s up to you (within reason) - I’d say cyborg parts would last anywhere from 24-36 hours without needing to recharge. The effects of the batteries would only occur while recharging said parts. I think that answers the question?

Can stats be 0 or negative? I ask since the CPU mod give -6 stam, and the only +stam mods take away the processing you'd gain from the CPU.

Yep, they can be 0 or negative.
Also keep in mind you can create your own mods, just gotta run it by me first

Not the GM but uhhh usually when it's a 0-5 rating, probably 3.

Worth is right, I’d say 3 If you put all your 18 stat points distributed evenly you’d have 3 points in each.
