There was a time where magic, supernatural beings and humans coexisted peacefully in this world, but a strange phenomenon called the "Oblivion" whipped out almost all the existence of all, except for the beings without magic or supernatural genetics inside them. The humans saw this as a sign of the Gods that all the supernatural must be eradicated from the world, they were happy with being now the only dominant race on the planet.

Over the next three millennia, science developed and began to replace the miracles that magic and the other races could do, but also made some bigger problems. The Fourth World War came in which the destruction of all the life on the Earth was barely avoided, but not because of the deciding to not end the war. It was because a group of scientists made a magic like science which was powered by the bioelectric pulses of their body which could be manipulated to make effects similar to magic but in lesser effects than the traditional magic, but it is way faster than the normal one, which was called Arc.

Then it was peace for some time. The humans started to use the Arcs as a medium to connect with the world around them, using the new science through devices called Enforcers. But then it came what the scientists feared, true magic and supernatural beings started to rise from the shadows as they tried to take again their place in the world and be friends with the humans once again, the humans were scared but now they had the Arcs and the Enforcers if they tried to dominate them.

Will the faster but weaker Arc coexist with the slower but more powerful traditional magic and supernatural beings?

1. The 'Oblivion' was in fact a natural electromagnetic explosion which came in form of a "black hole" in the eyes of the supernaturals and humans alike that affected the electromagnetic force of supernaturals and true mages, attracting them to the core of it and wiping them from existence, which is why it was called 'Oblivion' and it happened milleniums ago.

2. Yes, some true magicians and other species survived the explosion, the mages using what they knew could revive the supernaturals who were extinct by using DNA samples.

I probably just have to reread it but what makes the Arcs faster in comparison of the traditional magic? Does the magic itself just get cast faster or is it just faster to learn?

Easy, the Enforcers. You see, traditional magic doesn't uses an external aid to use spells, but the Arcs needs an Enforcer with the information of the spell to be casted.

Arc users only have to use their electric pulses along Enforcers to cast spells, making them faster, but weaker compared to traditional magic.

Traditional magic users needs to learn the spell by themselves and charge them with energy or in most cases words, this gives them more power than the Arcs, but becoming slower to cast.

But that doesn't quit that a traditional mage can't beat an Arc user, it just how they use it.
