Just make it mixed so people can be existing chars like Harley, P-D Man or Condiment King or OCs. Sounds fairer for everyone.

You can also do something like next generation. So people who want to be Harley (for example), can make a child of hers. This way people are original AND pulling from source material.

Harley has a baby but doesn't tell Joker as she thinks he wouldn't care and he was too busy. She also doesn't keep it and gives her up for adoption.
