The SCP Foundation wouldn't get a random kid from the street raising him as being a Containment Specialist when they literally have thousand of trained soldiers to do the same thing. I highly suggest you to create an SCP, if you wish, but this character is a bit...ehh...edgy.

We have told her that we are working on a cure, but the only way to cure her is to cut her open and remove the source, which will more than likely kill her. We do not wish that upon anyone.

  A previous employee at the SCP foundation, Celia had been a part of the team. An SCP had gotten out of its cage, one that was attracted to hot liquids. Just so happened that Celia was having coffee that day. The SCP got into her coffee without her noticing and she drank it. A little while later, she had fallen to the ground and coughed up blood. With the immense amount of pain, she had screamed. Her scream had caused all the objects in the break room to float into the air. After she had finished screaming the objects clattered to the floor and she passed out. When she had awoken, she was wearing the outfit that did not allow her to use her abilities while it was plugged in through the chains that kept her off the ground. She was contained into a large cylindrical room where she was wrapped up with chains that kept her in the air in the middle of the room.

As intelligent as he is, he is remarkably accident-prone and clumsy, and quite a few higher-ranking staff joked that if he ever reached a Level 5 clearance level, he would somehow spill coffee on the on-site nuclear warhead controls, detonating it.

The reason for this sudden change in behavior is unknown, but he is much more intelligent than previously thought.
  
  
  He is still extremely dangerous, but has shown signs of communication and (when in VERY good moods) small amounts of cooperation. Even in his good moods, he is very easy to set off. Caution is advised and essential when handling 517. Although this has only been attempted once, Arc seems to enjoy playing board games...

These waves seem to be harmless in low concentrations but in higher concentrations they could break down matter on a subatomic level.
