Yes, but they aren't descendants of dragons in the traditional sense. True Dragons cannot reproduce, so kobolds, half dragons and dragonborns are result of arcane genetical experiments to expand their species.
Most dragons agree that the experiments were failures, but how these species are dealt with depends from dragon to dragon. Some hire that as underlings, others care for them as rulers, other let them to their own means.

Instead of just appearing there in your original body, your character's soul gets sent to the world and put in a full functioning adult body.

How do our character's powers/magic work in-universe, generally speaking? Do they know them by instinct or do they have to find out by trial and error? Did they have any kind of choice in the matter?

You as a player choose what your characters can do, your characters don't have the choice but they have an innate understanding of their abilities. The abilities they get don't have to be totally unrelated to who they are as a personality, they can be related to their personality.

You can use your starting equipment or roll for your class gold and buy your items. However you are not allowed to keep any of the gold after character creation.
