Personality:
Aloof. You probably wouldn't expect any thing different from a highly competent agent who's been at this job for a while. Elio isn't exactly known as the most approachable person for the new rookies to meet up with; but he sure is one of the most competent if you're looking to learn your way around a gun or a high-stakes Pokemon battle. Most in the Agency who have known him for a while think of him as the quiet type. Yes, he can be intimidating, but he's also not the sort to bark or bite unless you bother him first. Due to his superior track record, most of the other Agency members leave him be to do whatever needs doing. Furthermore, not much is known about him in his personal life. When's he's not working, what does he get up to? What are his pass times? Where does this guy actually live? All these things and more remain a mystery.
Dedicated. The aforementioned of course leads into his work. He is a highly efficient individual. When he's on the job, he's on the job. No time for messing around when there's a mission to be completed. Trying to make casual conversation during these times is the worst way to get to know him. You'll get the full front of his icy but cordial response as he focuses on success for the goal at hand. I wouldn't try getting in his way either. He's known to go through individuals if he has to as long as it means winning.
Lion-Hearted. That said, he has a kind and brave heart deep down. At its core, he joined up with the Agency because he wants to help people, and ensure that the people of various regions can lead calm and peaceful lives. This is especially apparent with his team members. Although he'll definitely shred them for making a stupid mistake on the job, he's still the first one to make sure they're okay. In a way, he's a safety net for the younger agents and rookie members. Going on a mission with Elio is considered a good assignment: you're all but guaranteed to come back in one piece. Though... with this trait, he doesn't like being used for an organization to further their own ends. This second he feels like whoever he's working for isn't out to help people at large, you'll find that he becomes a less-than-compliant soldier.
Snarky. Has the snark. Will use the snark. Is prone to smirking at bad guys and roasting them.
Reason for joining the IPA: To protect people and Pokemon, to make sure that the average citizen can lead a peaceful life.
History:
The youngest of four from a far off, northernly region, Elio ironically comes from mafia blood. He led a peaceful childhood for the most part, relatively oblivious tot he going-ons of his family, and he had dreams to become a professional Pokemon trainer and complete in leagues. Or to open a Pokemon sanctuary. Or to be a Pokemon researcher. He really just loved Pokemon, okay? Unfortunately, growing up meant the crushing realization of his family's illegal doings, including the illegal trafficking of stolen Pokemon. Unable to come to grips with this and reconcile his image of the family he once thought was so loving, by the time he left for his Pokemon journey, he never went back.
Like many children in the Pokemon world, his teenage years were spent wandering around the world in search of new friends and adventures. Between the time he left home and the time he turned sixteen, things were uneventful. Then, he was sixteen, and embroiled in what would become known as the Cipher Incident. In his travels, he became caught up with an evil organization that sought to artificially corrupt Pokemon to increase their power with intentions to destabilize political bodies around the world with these new weapons. Operating out of a poor, underdeveloped region, Cipher wasn't on the radar of most law enforcement agencies. But they did end up on Elio's after they tried to steal one of his partners. From then on, unwilling to let the slight go, he worked to dismantle their plans, and was eventually able to stop them with assistance from militia groups in the region. Because of his hand in resolving the incident, he ended up on the IPA's radar. The experience taught him the dangers of certain villainous organizations, so when he was offered the chance to join the IPA, he decided to accept. He undertook an IPA-funded training program for two years, and wasn't officially made an agent until eighteen.
Since then, he's been an asset in resolving numerous situations with aggressor groups looking to destabilize the peace of the various regions. He's excellent track record has earned him a lot of respect within the IPA, and he's considered to be one of their most valuable senior agents.

Nature: She has a more laidback personality. She's quite friendly and loves attention and affection. Especially enjoys playing with children and other Pokemon. In combat, she fearsome and focused, is known to hit like a truck. Very loyal to Elio, will protect him tot he death.
Vaporeon
Name: Sorrel
Nature: Apparently copies Elio's personality. Is aloof and cold towards most everyone, though she's been seen being affectionate towards him exclusively. Has an elegant aura about her. In battle, she's tenacious and cunning, and has a variety of different strategies she an make use of. Similarly, will default to protecting Elio if necessary, regardless of the mission.

Personality: Galena is a naturally gentle soul whom is actually quite timid. She does not enjoy being in the spotlight nor does she like living a pampered life though that is exactly what she got because of her talent. While she believes that she can do much good for the world, she rather do it under her own terms rather than someone else's. She lacks much confidence beyond that though. However, she does put her heart and soul into the work she does even if it does push her comfort zone. She isn't naturally a gifted speaker and struggles to do such when speaking to those she needs to take care for. This part of her has made her quite likable by many of her peers and patients, but also heavily criticized as well given the role she has taken up. Before changing her lifestyle, she was excepted to make speeches often and share her research. While she loves doing the work, she hates getting in front of others to share it. She much rather someone else take credit for her work than needing to do it herself, which is exactly what happened when she suddenly disappeared. In her eyes as long as it's saving lives she doesn't matter who gets the credit. Galena rather live a simple life and enjoy the little things than get herself caught up in any kind of fame. This does lead to her being a bit of a pushover though and easy to take advantage of. She rarely will stand up for herself and will back down almost instantly to avoid any conflicts. However, Galena was usually put into the spotlight despite her distaste for it. Her peers always desired pushing her as a "guardian angel" of sorts thus have heavily pushed her into the eyes of the public. While she does not mind being seen as such, she often finds the pressure too great for her. It isn't rare for her to have many sleepless nights trying to solve issues or solve some medical mystery, even now that she has put her life in the spotlight behind. Her drive for helping others is still very strong and she has continued such for several years.
Reason for joining the IPA: Galena's reason for joining the IPA is simple- she wants to help people and do so without the fame that her former role threw on her. She likes to be able to work in the shadows and still be able to offer her expertise to the world in her own little way.
History: Galena was born an only child to two proud parents in the Kanto Region- a father who was a simple businessman and a mother who was a pokemon nurse. However it wasn't under the name Galena. Originally her name was Valentina Iwata, but she would later change it to Galena to hide herself from the world. Growing up Galena showed signs of interest in being just like her mother. Despite being timid and quiet, she showed great prowess in not only taking care of pokemon, but people as well. She had a real empathic nature and even when playing around she always was gentle and caring. The older she got, the more relevant this became in her personality and by the time she received her first pokemon, it was clear what path she would take. With her Cleffa at her side, she only grew more, especially now that she had a partner that complimented her abilities and had a similar interest in caring for others. The two of them worked along with Galena's mother and slowly gained popularity over the years. As she practiced, her knowledge deepened as well and even as a teenager she was highly regarded as a more than capable nurse. This is when her fame slowly began picking up and by the time she turned 18, she was regarded as some kind of "guardian angel." While she didn't mind, she hated the spotlight, but no matter how much she tried to run from it, she couldn't. Galena sadly accepted her role and allowed people to boast her capabilities as a nurse around. For many years Galena carried herself as a proper nurse and head of the medical field despite her young age, however that would change. A small group of agents (not the IPA) sought out her talents as a medic and approached her for help. Wanting an escape from the spotlight, Galena accepted their offer and on that day she abandoned her life as Valentina and became who she is today. She changed her name, looks and relocated to a new region to begin a new life. Her work with this group would lead her to being noticed by the IPA and she would be invited to join their cause. Her team encouraged her to take the offer and now she finds herself as the IPA's general support/medic.

Personality: Silvia is a very calm and collected pokemon. Being Galena's man support, she excels at her role and as such is a caring mon that acts much like her own trainer does. She will protect most people and pokemon around her with no questions asked.

Moveset: Safeguard, Heal Pulse, Psychic & Calm Mind
Personality: Shinobu is a cunning little pokemon that loves to be a bit of a troublemaker. While she still acts as a support mon, she doesn't always act so in a willing manner. Despite being problematic, she does care deeply for Galena and will do what she must for her trainer, however the same cannot be said for other trainers and pokemon.
Tokki / Male / Lopunny / Normal / Limber
Moveset: Return, High Jump Kick, Quick Attack & Ice Punch
Personality: Tokki is the powerhouse of Galena's team and is overprotective of his trainer. He is stubborn and fiercely loyal which makes him the perfect pokemon for combat purposes. Despite his cute appearance, he is a bit of an aggressive pokemon towards strangers, but the biggest softie towards his own trainer. He often glares at others and acts like a bodyguard for Galena.
