"Words are, in my not so humble opinion, our most inexhaustible source of magic."
-Dumbledore

The words, the rituals, and the abilities pale in comparison to the power of one's soul. All the magic in the universe comes from the heart and soul of the magic users, and the nature around them. The more connected a magic user is with nature, the more powerful they become. People can only focus on one aspect of nature from which to draw their powers, mostly focused on one of these elements:

Water
Draws power from any water source. With practice and time, they can learn to control water and, in extreme cases, the weather. This is a popular focus of healers and spell crafters, due in large part to its flexibility.
Earth
This includes people who draw power from plants and can learn to control the rocks of the earth, and communicate with the plants. This is a popular focus of potion makers, and spell crafters.
Fire
This includes people who gain power from heat and smoke. They can, with much practise, learn to create fire from nothing. This is a popular focus for duelists and defensive experts.
Air
This includes people who can gain power from deep breathing and calming exercises. It's a fairly common main focus, especially for people who go into healing and potion making. Not many abilities are tied to it, aside from the occasional ability to summon the wind. It is popular for its ease of use, and flexibility.
Light
This includes people who draw their powers from the light of the sun and moon. This is a very difficult focus and is not very common. It is very powerful though. If well trained, a user could be able to become a beacon of light themselves, creating their own power source. It's mostly used by spell crafters.
Darkness
This includes people who draw power from the shadows. While not as powerful as the light focus, this one is easier to learn and more readily available. If well trained, one could eventually learn to manipulate shadows. It's also popular among Spell crafters.
Life
This is one of the two focuses that can't be taught, right alongside death. Someone with a life focus is born with the ability to become a parasite, draining other lifeform's energy to fuel their powers. It comes with the innate ability to speak with animals, but few people are able to master the focus without killing someone or something. most of them become healers.
Death
Like life, this focus can't be taught. People with this focus draw power from the energy of the dead and dying. They are very connected to the afterlife, often having the ability to communicate with the dead. With practice, these users often become necromancers.

To clarify, in case it's not clear. Magic users are born with their powers, but most of them have to choose a focus, or their soul is called to it, one. People with Life and Death focuses do not have a choice. They are born with their abilities, and it's present from birth.

As far as the cult itself goes, I'm giving BushiesHedge BushiesHedge some wiggle room, seeing how he wants to be the cult master. The only real solid thing is that it is an isolated community with its own schools, homes, churches, and medical ward. They are completely against magic and believe it is the work of the devil.

The Christian Movement Cult
Come join us!
POWER STRUCTURE

Leader - Deacon Hyland

Next in Line - Gilmar Hyland

The Center Circle - A council that decides the actions the cult should take. This includes Deacon, Gilmar, Deacon’s father Walter (Great Father), Mayor George, and Major Police Chief Smith.

The Government - Mayor George and representatives all follow the cult and therefore force the laws to reflect the ideology.

Militia - Corrupted police forces following the ideology embedded in the town’s government.

SUPPLIES

  • We get our supplies from an abandoned government lab. They were making weapons that can work against magic uses. They don’t need those anymore (:

IDEOLOGY AND LAWS

  • The Bible is the word of law; no wiggle room.
  • Extreme conservative beliefs are put in place (no homosexuality, no abortions, etc) (we don’t need those things anyway (: )
  • The Bible must be enforced by law
  • Magical abilities are considered Satanic and will be treated as such
  • The Mayor and Cult Master know best, no need for voting or protesting
  • Isolation is key, as the outside world is filled with corrupt things such as video games and banned books (also they accept magic and that's bad)
  • No one is allowed to leave the town (unless you are a higher ranked member in the cult)
  • Slavery would be in place if it wasn’t for the US government >:(
  • Those who are discovered to have powers will be publicly punished and possibly executed

EVENTS

  • Every 5:00 pm, you must head to the town center for a Community prayer
  • Every Sunday at 10:00 am, you must attend Church or suffer.
  • Every Friday at 7:00 pm, there will a fire ceremony. Most of the time, we burn an animal, other times its traitors that are suffering the death penalty.
  • Every Wednesday at 12:00 pm is the Midweek’s Feast. Come celebrate with us!
  • Curfew is from 10 pm to 8 am. Being outside during this time is illegal.

IMPORTANT PLACES IN TOWN

School - Everyone must attend when you are growing up.
The Jail - For traitors. Currently at max capacity and needs expanding.
The Church - The Community Church. Come worship with us or die.
Town Center - A fun place to meet and greet. Business streets run through here.
Graveyard - Where we bury the dead. Some weirdo helps it stay organized.
Noah’s Park - A community park with a field and playground. Do you get the pun? :D
Correction Center - If you are a traitor with magic, you will be sent here to be cured. Bye bye, Satan.
The Abandoned Government Lab - You can’t go there unless instructed by Deacon.

Town Hall - Where totally unbiased government decisions are made.
