If you want to donate villain characters to the rp, feel free to leave their cs here. They won't be needed for the first part of the rp (most likely), but once I'm fresh out of ideas, this is the thread I'll be reading through (and tagging players that think they want to run an arc for us) . They are the Heavenly Hero Agency's targets. Criminals to catch. Enemies to beat. Personal enemies of individual characters are enemies of the whole agency. That's what it means to be in a group ;)

Name. Naoto Usotsuki

Villain Name. Basilisk

Gender. Male

Age. 21

Appearance. Naoto is an unassuming young man with sandy-blond hair and light brown eyes, though look too close and you'll likely see red in them. There's a constant playful smile on his face. His only disguise when going out of his way to trouble heroes is a cheap-looking mask.

Personality.
Naoto is a kind, carefree young man. His worst fault most would say is that he's simply too carefree, and can come off as lazy, especially towards work or studying. He laughs often and makes friends easily. He wears his emotions openly for all to see, holding nothing back. -- No, he's cold, quiet, always thinking too hard about something that can't have an answer or else he would have found it with how much time he spends in thought. Other people are just distractions that serve no purpose at best, and act only to cause him pain at worst. -- That isn't right either. He's cruel and manipulative. He's a liar. The worst kind of liar. The kind of liar that smiles as he stabs you in he chest. A truly despicable person. He treats even his friends as puppets to be played with and thrown away when he's had his fun. -- Each part of him seen on its own is a lie, only when viewed all together do they form the truth of who Naoto Usotsuki is.

Background
Background. Naoto's earliest memories are of yelling. A woman yelling at a man, a man yelling back at her. All the while his vision filled with tears and the crimson light of so many lies.

His ability to know when someone is lying came from his mother. She could always tell when someone lied to her, and nothing else could set her off like catching a person with their own lies. But to survive in this world requires lies. That's something she always knew yet could never accept. She was able to love Naoto's father for a time because he promised to never lie to her. The funny thing is, a promise spoken with true intentions only reveals itself to be a lie after the fact. At the time he truly didn't intend to lie. But difficult times, tough choices, harsh realities eventually wore that promise down, and he began to hide things from her. Little things, lies by omission, white lies, until he'd become just like every other person she'd ever known: a liar.

She left, and Naoto's father never really recovered from it. He lost his job, eventually took up construction work, he calls it "honest work", and raised Naoto the best he could. His father was still human though, so he still lied, but he was better than most people about it. Naoto considers his father one of the few honest men he knows, and puts fault in his mother for asking too much of him. She couldn't ask someone to never tell a single lie, they'd cease to be human if that was possible. But while he doesn't think she was right, he doesn't hate her either. If anything, all he feels for her is a slight curiosity. Naoto has always wondered about his mother, despite not even remembering her face. He wonders if she was ever able to find a place where no one lied. And then he lets out a chuckle or a sigh and dismisses the thought. No such place exists. But just maybe there are those who don't have to lie.

Those people would almost certainly be called... heroes.

He worked hard towards becoming a hero, needing to know if those mighty people had ascended past the human fault of constant lying. Naoto easily passed the written portions of the hero exams, but he simply didn't have the power to succeed in the practical combat-focused portions. The truth was that a hero needed to be able to fight, and Naoto's lie was that he was capable of fighting on such a level. But he didn't need to become a hero himself, not really. All he needed was to know what real heroes were like. So he enrolled in the support class, easily making it in.

But once he'd made it that far, Naoto was not a very good student. He didn't really care about what he was learning or working on, he just wanted to interact with heroes, and this led to him lagging behind in his classes. He'd constantly slip away to spy on or follow around the hero course students. What he saw wasn't very impressive. They had flashy quirks sure, power and talent in spades, much more than he could ever hope for, but they were still just humans. They all lied just as freely and easily as anyone else.

This was when Naoto met the alligator that would become his first friend. Naoto considered Kai nothing more than a dumb musclehead, but the more time he spent around him the more he realized that the stupid dinosaur always meant what he said. He lied, sure, but it was always to be be considerate or protect someone else's feelings. When it came to what he thought and felt, never once did Naoto catch Kai telling a lie. And perhaps it was simply because he wasn't smart enough to want to lie, but for Naoto simply finding someone so honest was wonderful, and the two became good friends.

Naoto and Kai were hanging out together when they both met their first villain. Naoto was struck by how disappointing the men was. He'd thought that maybe villains would be more honest, since they acted on their desires instead of suppressing them like most people. But the villain lied just as much as, or more than, any other person. While he considered this, Kai had already sprung into action without any hesitation. It was a bit much to expect a rookie hero to be able to take on a real villain, but Kai was incredibly strong. He stood his ground, and when it looked like he was done for, pinned down and struggling to do anything, he suddenly roared as spikes erupted all over his body. He slammed the villain away with a new powerful tail, and it was the villain that found himself crushed against the pavement until he'd lost consciousness.

Naoto called out for his friend to stop, that it was over, that the police were arriving, but the eyes that turned towards him didn't even recognize him. If he'd ran then Kai would probably have been killed by his best friend, but he didn't move. "What, you going to attack me?" He said without a hint of fear. At that some hint of sense returned to his friend, but there was still an uncomfortable amount of bloodlust in his eyes.
"Yes!" Kai roared, which to Naoto sounded more like pleading. That had been truth. He lost control and jumped at Naoto, but the latter's eyes were glowing a bright crimson. Naoto rejected Kai's truth, and so it became a lie. Kai's clawed fingers dug into the ground just next to Naoto. Even as he convinced Kai that it had been his own self-control that had made him miss, Naoto knew that wasn't what had happened. Somehow, his quirk had force Kai's attack to miss.

Fast forward to the school's sports festival. As usual, the hero course students were picking up just about all the victories. It was to be expected, the entire point of the festival being to showcase the best of the best of the rising class of heroes. And then some nobody, a dunce even within the support class, shows up and knocks every person he faces out of the competition. Naoto had been practicing with his quirk, to the point that not even Kai could lay a finger on him when they met in the tournament. He'd probably have won it all too, if his last opponent had bothered saying a word before she launched her attack. But still, someone not even in the hero course getting to the final fight was remarkable. After graduation, Naoto's name was still talked about enough that he was picked up by a top hero. He was supposed to be working as a supporter, but more than that the hero just wanted to see who this kid was.

Neither was impressed with what they saw. Naoto seemed like nothing more than a lazy kid who'd gotten lucky in a few fights, and the more Naoto saw of pro heroes, the more disillusioned he was with them. Pinnacles of humanity? This was the best of the best? He'd looked up to these failures? Liars, every one of them. They were all so disappointingly...

With no goals, no idea of what to do with himself, Naoto grew more and more depressed. Then one day, wandering around the city, he bumped into a random hero. It was a kid from his class, now working as a sidekick. On a whim, he slipped into a store and bought a cheap mask, and then approached the hero. To the young man's credit, he didn't immediately attack the suspicious masked person that approached him. Naoto pressed the hero with a series of increasingly difficult questions, unaware that he'd already signaled for backup. When the hero failed Naoto's questions, he had planned to simply walk away. But then another hero showed up, and to avoid capture, which would have been a pain, he was forced to put up a bit of a fight to get away. Thankfully for him, heroes have the most convenient tendency to announce what they're going to do before they do it. So when a hero confidently declares that he's going to defeat or capture the masked villain before him, well that just takes all of the fun out of the encounter.

The masked villain, dubbed Basilisk for how his eyes flash right before the fight turns in his favor, is considered a nuisance for now, he has yet to cause any major injury or harm to civilians or the heroes whom have faced him, but the strange ways he overpowers those heroes makes him a threat to keep wary of. If he showed up for one of the top heroes, it could have major repercussions.

Quirk. Deceit - Naoto knows whenever someone around him lies. When he detects a lie his normally light brown eyes flash red. The true power of Naoto's quirk is to 'force a lie'. That is, to twist a truth into becoming a lie.

Strengths.
Naoto is incredibly smart when it suits him. He possesses an air of self-confidence that makes it seem like he can do exactly what he says, no matter how unlikely. He is a competent fighter, both unarmed and with knives and firearms, but nowhere near the degree that would explain him winning fights against heroes. That's all his quirk at play. And while he was never remarkable, he did pass the support course. If he needs to, he is more than capable of putting together machines and other gizmos to suit his needs. It's just a major pain to have to put in that work.

Weaknesses. Naoto is extremely lazy by default. Unless something really excites him, he'll have a hard time mustering the energy to act. While not specifically a weakness, Naoto has a soft spot for young children because they are too innocent to lie. They're just about the only people he can stand to be around without falling into a terrible mood. Though usually well-hidden
behind a playful smile, Naoto suffers from extreme depression. Despite considering his mother weak for not understanding that constant lies are required to make the world work, he's found himself in the same exact position she once did. The constant barrage of lies, day after day, and him being aware of each and every one, has worn him down. He's come to resent anyone who lies, just like his mother did before him.

Motivation. Naoto's motivations would seem to align closely with the new wave of villains rising up in the wake of Stain's philosophy and All Might's retirement. But he'd say such parallels are merely superficial. He doesn't care about heroes, not really. All he wants is to find those mythical people who do not feel the need to tell lies, and it's his belief that among heroes is the most likely place to find such people. As for the actual quality of heroes, he says that doesn't matter to him. Of course Naoto is, above all else, a liar. It could be that he's simply a child lashing out at those who failed to live up to his own expectations of them.

Accomplishments. A dozen heroes (low-mid range in strength and experience) have encountered and been questioned, and then defeated by, the villain known as Basilisk. He was nearly captured once, but he jumped out the window 7 floors up and somehow escaped without injury.


Threat Level. Low

Other. He stays in touch with his two best friends from school: Kai and the girl who beat him in the last round of the tournament. He pretends to be working as a supporter still whenever they ask how he's doing.

Quirk: The creation of plant monsters/plant-animal hybrids through DNA ingestion.
Strengths: Plant monsters are quite vicious and variable. The seem to come in all shapes and sizes. Some stronger than others.
Weakness: She doesn't seem to do much fighting herself. Fire and weed killer seems to the trick if you encounter her weaker ones.
Background: Not much is known about her history, but according to several hero witnesses she's a member of the League of Villains. She is believed to be responsible for the disappearance of several high profile individuals from their homes and has been convicted for the assault of several police officers via plant monsters.
Threat Level: High.

Name. Vincent Price

Villain Name. Jormungand

Gender. Male

Age. 62

Appearance. A ripped old guy who doesn't look a day past 50 aside from the snow white hair.

Personality. Vincent acts like a nice enough guy. He smiles and laughs, swears at the TV when the favorite team loses. Each time he settles down between killing sprees he forms relationships with the people around him. Just because he's a terrible man-eating monster doesn't mean he can't enjoy a good conversation with new acquaintances. And to be fair, he pulls off the role of badass old man rather convincingly, considering much of the act isn't far from the truth. But if any of those new friends were to, even for a moment, sense what lay beneath the surface, he would not hesitate to slaughter them and everyone else present and then consume the evidence. Vincent is not cruel, only pragmatic. The annoyance of being captured would be far worse than the slight regret for having to kill new friends.

Background. Very little is known about the man behind Jormungandr's horrific killings. His killing sprees happen suddenly without any warning, and then he's vanished before anyone can track him down. The way he just appears and then disappears without leaving any clues about his identity or intentions make it seem like he's like a ghost.

What is known is that he kills every few months, and the last time he appeared was four months ago. So he's overdue for another round of murders at any point.

In truth, he was trained and conditioned specifically to be a weapon during a time of war. Starved to the point of delirium, taught to let his hunger control him, he would be set loose in an area where the enemy could be found. He'd slaughter and kill and feast, and then once his hunger was sated he would be recovered to be used again. After the wars ended, he had no purpose anymore. Maybe if he'd ever been shown a drop of kindness by those people he'd have not slaughtered them all. Oh well, what's done is done. He's been in hiding for decades now, mostly keeping a low profile, but every so often that hunger rises to the surface again.

Quirk. Monster - Vincent is able to transform his body, partially or wholly, into that of a horrific monster. There are three main threats due to his monstrous form: his claws, teeth, and tail. His claws are long and hooked, and effortlessly slice through even reinforced steel. As for flesh and bone, he could probably flay a person without noticing a hint of resistance. His teeth are thin, sharp needles all pointing inward. Once something gets grabbed by those jaws the only place it's going is into his stomach. So far, nothing has proven difficult for him to consume. He didn't hesitate to crunch down on a full metal suit to eat the hero within. The last danger is probably the one that poses the biggest threat. His long whip-like tail is lightning-fast, with a razor-sharp edge and an impossibly long reach. As a general rule, if you are close enough to see Vincent, you are well within his striking range. When he isn't feeding, Vincent only uses his tail 99% of the time, and even many hunting him down mistakenly believe that to be the full extent of his quirk. His ability to move around biomass while transforming also leads to him recovering from injuries much faster and even slowing the deterioration of his body due to just aging.
Strengths. No one's really sure about Vincent's past, but it's clear that he's received extensive combat training, both hand-to-hand and with different types of weapons. His physical condition is also impressive, to say the least, if the reports from those who've watched footage showing him walking naked after going on a rampage are to be believed. It's unlikely any person without a physical quirk would have a chance against him in a direct confrontation, even if he didn't use his own quirk. He's also been shown to be quite adept in improvising when faced with a new or unexpected situation. Vincent is skilled in most matters regarding fighting, hunting, and killing. Beating a trained fighter inches from death with just his bare hands isn't any trouble for someone like him, and put a good weapon in his hands and well, you've just made his job even easier.

Weaknesses. Most conventional ways of causing harm to something living work on Vincent regardless of what form he's taken, it's just a matter of killing it until it stops trying to get back up and bite. If he looses enough biomass and isn't allowed to reform he can be forced back into human form, where he's much weaker. But even still Vincente is more clever than he lets on, and underestimating him just because he's gotten a bit smaller and slightly less prone to biting can prove fatal. If he truly believes he can't win a fight he'll change tactics to get away. Live to kill another day and all that. No matter what unholy chimeric shape Vincent may take on, he's still just a living creature in the end. Keep killing it until it's dead.

Accomplishments. He's consumed more than a dozen heroes, killed a few others without eating 'em. As for normal citizens, he hit triple digits years ago.

Motivation. Hunger.

Threat Level. Extremely Dangerous, do not approach

Personality: Described as a shy, introverted, quiet person by those around her when not in uniform. She is a genius who lacks empathy for others, and adheres to a goal she has set aside and held since she was little. She has a sort of messed up sense of judgement, believing that heroes should adhere and tend to the damages they create.



Background: Born to Mimi and Akio Fukashi, she lived a pretty standard home life of failed expectations and constant nit-picking. She studied Akido on the side and attended school regularly, her favorite subject being gymnastics due to her Akido training. Her teachers wanted to see her bloom, due to her intelligence and made her do extra work in and outside of class. One day, while staying late at school, a large explosion from a misdirected hero attack struck her school and destroyed a good portion of it. She, both shocked and irritated, decided to dive into the world of villainy due to hero’s recklessly destroying what she could only describe as a world with such a fragile foundation.



Quirk:

Tv Head: She can display various images and sounds from and on her “face”, completely able to control every pixel and even the volume. She has been known to air subliminal messages or even turn up her volume to head crushing frequencies. However, in open areas the volume is less focused and people have to look at her “face” for her subliminal messages to take effect as they often focus on hypnosis with swirling colors and patterns.



Strengths: Her face is always protected due to it the tv which it is behind, she has her own self taught fighting style which consists of a mix of dance fighting, fluid motions, and nimble dodging when possible.



Weaknesses: Has an inability to feel bad for other people, though she might seem like she can as she applies what she views as logic to her actions. Doesn’t know when she has taken something too far, whether it be dishing out vengeance on her enemy or lashing out at someone verbally. She’s not an unpleasant person, she just doesn’t understand a what a threshold is.

Quirk: Invincible Insomniac
Emitter type
Once activated, the function of sleeping is removed from Dormio's body. You could try things such as sleeping pills, tranquilizers, sleep-inducing quirks, super awesome lullabies, but he won't fall asleep as far as his quirk is active. In fact he can't. Once the quirk is turned off, he can sleep again, though he suffers from insomnia as an aftermath until he sleeps once. After that one nice sleep the insomnia will be removed too.
The longer Dormio stays awake with his quirk on, the stronger his body gets. His strength, speed, durability increases over time, along with resistance for the fatigue he gains over days without sleeping.

Age: 36 (he old, yeah)

Personality:
Dormio has a rather simple way of dealing with things. He considers extreme, merciless violence as number one method of solving any and all problems possible. As a natural born fighter with a destructive quirk given, this hasn't been a problem in most cases. Dormio feels no guilt for commiting crimes, giving him no reason to stop his reckless actions. If someone is disturbing his way, he tries beating them up unless they manage to talk some sense into him to listening to them(which requires quite an effort compared to how simple Dormio thinks usually).
Dormio's goal in life is 'living on', and also not being arrested. His actions are usually based on these desires. He's usually seen casually robbing a convenience store in broad daylight, or ravaging clothings stores. Maybe loot a handful of soaps if he feels like it.

Background:
Dormio was left at an orphanage to be raised by strangers when he was an infant. Who his parents are is unknown to today-whether Dormio found them or not is a mystery also. What ones who know him can be sure of is that he never lived a kind, caring, loving life. Ever since he was a kid he spent his time living on the side of violence. Most of the problems he faced, he solved with his fist. He was no doubt a natural born fighter, winning fights he needed to win. He took over the orphanage, threatening even to the staff working there as he reached his teen. When finally the orphanage decided to kick him out with the help of the local police force, he ran away after inflicting serious injury to the police officers and some of the staff.
Dormio had discovered his quirk when he was 16, after staying up for days with his quirk on, and learned to control himself while he ran from the police and the heroes chasing him. Though he wasn't known as a villain yet, as his documents didn't have a record of his quirk, he became a high threat personnel to the police in no time as he left trails of crimes varying in sizes and seriousness. Whether he had a quirk or not, he was a dangerous individual notified to the heroes and police all over the nation. Even after the whole nation tried to put him under arrest, Dormio continued his aimless roaming, harming people in his way if he wanted.

Strength;
-Strength and speed increasing over time, unbeatable by most of the people as time passes.

Weakness:
-The stronger he gets, the more fatigue he gains.
-Not really smart.

Nefarious Accomplishments:
-Stealing from countless stores. Food, clothes, soaps, etc. Probably some dog food at some point out of curiosity.
-Countless police officers and pro heroes injured, currently fifteen police officers and two pro heroes were murdered by him.
