Depends on what you mean. Generally there isn't one and anyone can create a character with whatever powers they want, provided they don't control other characters and aren't meant to be impossible to avoid/ defeat.

Yeah that’s basically all the clarification I needed. Could be a power rating system to get context for relative levels of ability

Maybe a letter based system or something but it would be more aesthetic than anything. I kind of want to try to make this as hands off as possible when it comes to actually playing the game.

Or you could have some people obsessed with rankings when it’s kind of irrelevant in a real fight. What do you mean “hands off”?

I mean I want to try to set this up so that I have to do as little DMing as possible. And So that if I get busy and can't post for a few days it won't immediately die off.

Powers: What can you do? Anything from flight, to elemental control, to anything else you can think of. Word of warning though, Mind control, possession or similar abilities can only affect NPCs unless the player you intend to use it on fully agrees to it before hand.

Personality: What does your character act like? How do others perceive them? What are their strong points and weak points? What are their goals and what are they willing to do to achieve them?

Alignment: Hero, Vigilante, Rogue, or Villain?

Heroes: In a world of violence and terror, heroes are the rare bright lights that strive with all they have to try to make it a better place...Usually. Superheroing in the 21st century is a somewhat tightly controlled profession, though far less so now than it was during the dark times of the 90s. Modern heroes are expected to register at least their codename with the A.R.C.A.D.E. agency, though they are free to withhold their secret identity. In exchange they are offered a salary and access to A.R.C.A.D.E. resources such as private communications and requisition vehicles so long as they stay within the confines of the code.

Vigilantes: The heroes’ dark mirror. Vigilantes work outside of the law in their aim to exact more permanent punishment on the forces of evil. Unfortunately their brutal tactics and disdain for the regulations of the larger Superheroic community often put them at odds with the very society they are ostensibly trying to protect, leading to a not so uncommon fall to the dark side either out of desperation or anger at a society that refuses to change.

Rogues: A lighter shade of black, rogues are villains with a conscience. Typically they are pragmatics looking to use their powers to make a quick buck, usually as thieves, mercenaries, or professional hitmen who operate on a code of morals, most often a refusal to kill anyone they deem innocent or at least “not part of the job”.

Villains: The world’s monsters. Individuals who, either through a psychotic need to destroy or a sociopathic disregard for human life, strive to make the world a worse place. Most act out of little more than a desire to gain power or to simply see others suffer. Those with goals usually desire little more than to accumulate wealth, fame, or subjugate a piece of land to call their own, and they often don’t care about what they have to destroy to get it.

Group Affiliation: Numerous groups, both heroic and less so have called Emerald City him over the last century. From the Gold Stars who came together to help defend the US during the second world war and most of the Cold War, and whose legacy still echoes through to the modern day long after they’ve gone. To those who work directly for the American Research Center for the Assessment of Dangerous Empowered (A.R.C.A.D.E) as special agents. Numerous smaller groups have come and gone throughout the years with varying levels of success. If your character is or was a member of an organization for heroes or villains, indicate it here and give some details about their role within the team.

Should be relatively detailed, include things like how they got their powers, who they were before they got their powers if there was a “before”, what their goals are, etc. Are they an alien who’s come to earth? A teenager infected with a powerful mutagen? Maybe they’re just a normal person with enough money to be a superhero and not enough money to keep up with the superhero lifestyle. The possibilities are endless.

Relationships: Friends, Family, Rivals, or Enemies. Who are some of the more important people in the character’s life?

Number of players or number of characters? Either way there isn't really an upper limit. I'll throw up a pitch in the interest check in a bit. I need to write a paper first.

I'm hoping to start with at least 5 or so players.
I meant player numbers. I’ll provably go villain to be honest
