Here's a map of Zune. Everything here is under the Emperor's control except for the Oumaji Triangle, Kotal, and the Unexplored lands.

I'm assuming that everything not under empire control is Infernal lands?

For the most part, yes. But not all of it. The Oumaji Triangle is full of mysterious Infernal things, but Kotal can't be dominated due to its harsh nature and people. Their warriors are too fierce, even for the vast empire of Zune.
