Social media and friggin Pennywise the clown. Just . . . Twitter. No chill. It is most definitely a thing, unfortunately.
But also, Bill Skarsgard had little to do with it as far as I can tell, many people got swept up in the clown craze before they so much as caught a glimpse of his (Skarsgard) face.

Seeing as It's a giant space spider, gender seems moot.
