Ottoman Empire will show support to Albanians either way but I strongly favor a Constutional Monarchy because Obvious reasons. Plus it would cement an direct Alliance.

It does resemble something-like a confrence. With constant bickering between JUST Bulgaria and Italian-backed Ottoman Porte while other states stay passive, makes it a Peace Agreement rather than a true Confrence
