MegaMetro. The city of superhumans. For decades, this city has been a thriving place of business, recreation, and fun. But all good things come to an end. In recent years, the city has seen a rise in crime and superhuman activity. Oh yeah. Did I mention that 45% of the population are humans with superpowers? Some choose to use their gifts for good. Others remain neutral, not helping either side. Then there are the cowards who choose to do nothing. And wherever there is light, there is shadow; a fair amount of superhumans use their power for wealth, and to wreak havoc.
MegaMetro has been through a lot in its day. Rebellions, attacks, invasions, political drama- a lot. Fifteen years ago, the Anti-Villain Department (AVD), a section of the police force devoted solely to stopping villains with powers, announced that they would be creating high-tech weapons for the AVD to use. This was in 2000. Thirteen years later, the prototypes were no longer prototypes. In 2013, the AVD officially released these weapons. AVD officers would use these, and certified regular police could use them too. These weapons were also released to the public, but each individual weapon costed over ten million dollars.
These weapons were rarely used. Just a year after their release, the AVD felt that they didn’t need to use these weapons. They locked them away in a vault at the AVD headquarters. The vault was heavily guarded. The weapons were only to be used in a time of dire need. Most people forgot about these weapons. But not everyone falls under most people.
A man named John Doe had lived in MegaMetro since his birth. He left home at an early age, abandoning his parents. John had recently married to a woman named Jane. Jane had the power to summon objects out of thin air. John wanted to make history, but not in the good way. John wanted everyone to remember him. But John was a normal person; he had no powers. He was extremely intelligent. John once created a robot army. It failed. He tried to trigger a volcano. It failed. He tried to start an earthquake. It failed. John Doe was fed up with failure. He started to form a plan that would not fail.
John sought to steal one of the new devices that the AVD released. In the year 2014, in the month of February, on the day of the 7th, John Doe broke into the AVD headquarters. Using devices that he himself created, Doe dug underneath the AVD headquarters. At the time, the AVD headquarters had very little security. Doe dug up to the vault where the AVD devices where hidden. Right away, he disabled the visual and audio recorders. He then snatched one of the devices. The alarms immediately started blaring, but when guards arrived, Doe was long gone.
It was on the news for days. Doe's theft, the AVD break in. Thing is, they never found out who stole the device until months later. As soon as he secured the stolen device, John Doe- and his poor wife, Jane, who was forced to come with John- left MegaMetro, going as far away as possible. But what was it that John stole, exactly?
Doe stole a genetic modifying device. Doe used this device to give himself powers. He gave himself the ability to possess ANYTHING. For a year, John began to plot his master plan. But Doe couldn’t do this himself.
He came in touch with an ally of his, named Dark Mayhem. Dark Mayhem was in jail, but Doe still managed to contact him. Mayhem pledged his allegiance to Doe, and to help as soon as he was freed. After all, the heroes of MegaMetro hadn’t been seen for years. It would be easy for Doe to conquer the city!
Doe was wrong. The heroes of MegaMetro have returned. He must be stopped. John Doe is returning to MegaMetro very soon. When the heroes confront Doe, all will be right. MegaMetro, the city of action. The balance must be present, the balance between good and bad. But the balance is off right now. And only the heroes can restore it. Will the heroes return?

In this RP, we need more heroes than villains. We also have two pre-made characters for anybody to take. If you want to make a villain, please ask me first before you do, because I may not accept a villain sign-up. Other than that, you may sign up with an original hero! Below this is the CS, and below the CS are the pre-made characters.
For appearance, state what the character's normal appearance is, not the superhero/super villain appearance. For costume, tell me what your character looks like as a hero or villain in public. For side, simply specify whether the character is a hero or villain.

Pre-Made Characters
If you do choose to use one of our pre-made characters, I require that you complete the prompt below, as I need a writing sample. The prompt is to describe a fight between a hero and a villain. It should be at least a paragraph.
Character #1
Name: Jim Braym
Alias: Dark Mayhem
Age: 45
Gender: Male
Appearance: Jim has beady, small black eyes. He has curly auburn hair, and a short, smashed nose. Jim has long legs, and a long neck too. He has tanned skin- pretty much the perfect tan. In disguise, Jim wears a typical outfit- a plaid shirt and jeans.
Costume: Jim wears a mask to conceal his true identity. His mask has two green eyes, where his real eyes are. It also has a thin green line to mark where his mouth is. The rest of the mask is a cold shade of gray. Sometimes Mayhem may wear a black hood in addition to the mask, and sometimes he just wears the mask.
The rest of Mayhem’s body is covered in a black robe. His legs are covered by it too. Mayhem also wears gray gloves, and heavy gray boots.
Side: Villain
Bio: Born in 1970, Jim was abandoned by his parents, who were poor and could not afford to have a child. Instead of leaving him at an orphanage (which normal people would do), they put Jim in a box, and left him in an alleyway in the city. It’s assumed that his parents left MegaMetro, and have not been seen in the city since.
Jim was found by a villain named Black Mayhem. Black Mayhem took in Jim, raising him in Black's secret lair, which was a fortress located underwater. Black Mayhem made Jim his apprentice, and started training him in dark arts at age 5. Black Mayhem gave Jim the alias Dark Mayhem.
At age 7, Black Mayhem discovered Jim's powers. He was able to teleport and shoot green fire. From there, Black taught Jim how to harness his powers. The master and apprentice duo started to do crime around the city, robbing banks and doing other simple stuff. Unfortunately, when Jim was 14, the duo attempted to blow up a skyscraper. Black Mayhem was arrested, and executed for his actions. Dark Mayhem fled the city, and he barely escaped.
Though he was very young, Dark thought up a plan to get back at MegaMetro for the death of his master. A year later, at age 15, he returned to the city. Though very very young, Mayhem knew how to use his powers effectively. In 1985, Mayhem attacked the MegaMetro airport. He killed many innocent people and staff, and almost blew up a plane. However, he was arrested. Mayhem was jailed for life.
Even fifty years later, Mayhem remains in jail. But, he has come in contact with The Doe, a mysterious ally who promises Mayhem freedom. He's jailed- but not for long.
Power: Mayhem has the ability to teleport. He cannot teleport long distances; Mayhem can only teleport somewhere in a quarter mile radius. There is also a cooldown for his teleportation powers. If he teleports somewhere EXTREMELY close, he can probably teleport eight times in a row before he reaches the cooldown. It will then take him five minutes to cooldown. But if he teleports the full quarter mile, he can only do it twice. Then, it may take him 30 minutes to an hour to cooldown.
His fire powers are similar. Mayhem can shoot many green fireballs at a time. However, he can also shoot large, powerful balls, but it takes him a while to charge up. He can then shoot two to four large fireballs.
Weapons & Equipment: Mayhem wields a black, sleek dagger that he keeps on his belt.
Other: He has asthma.

Name: Andy Electrica
Alias: Bolt
Age: 32
Gender: Male
Appearance: Due to his powers, Bolt has electric, bright yellow eyes. They are neon, and not yellow in the creepy way. His eyes are energetic, and not creepy in the least. Bolt has combed back blond hair, and pale skin. In disguise, Bolt wears contacts that make his eyes appear to be green, not yellow. He also wears a yellow sweatshirt with a lightning bolt, and skinny jeans. But he is different in uniform.
Costume: Bolt wears a yellow helm with lightning bolts on either side. He also wears a thin yellow shirt with a red bolt on it. Sometimes, he may wear yellow armor, but the shirt itself is made with a very durable, protective material. He wears red pants, made with the same material as the shirt. Sometimes he may also wear red armor on top of it. Bolt always wears red shoes with the lightning emblem. He always wears them, in disguise or not.
Side: Hero
Bio: Andy was born into a family full of superheroes. His father had super speed. His mother had weather abilities. His brother could slow down time. His sister could speed up time. And Andy had electrical abilities. As a child, Andy idolized and looked up to his maternal grandfather. His grandfather was once able to summon lightning, like Andy. His grandfather was known as a great hero, due to the amount of villains that he stopped. But during a battle with a villain one time, his grandfather was injured badly. Just as he defeated the villain, his legs stopped working. While still alive and mentally fine, Andy's grandfather no longer uses his powers, and has a wheelchair. Andy idolized his grandfather.
When his grandfather died when Andy was 11, this affected him greatly. Andy mourned for months. Inspired by his grandfather, Andy decided to use his powers for good, just like the rest of his family. Andy was sent to, because of his own request, to the MegaMetro School of Developing Heroes. He trained there until age 21. Andy learned to use his powers. He called himself Bolt, master of electricity.
Bolt would do stuff like patrolling the streets, and taking care of your everyday criminals. But he wasn't prepared for what was to come.
Power: Bolt can summon lightning bolts from his own bare hands. Depending on how much energy Bolt puts into it, the bolts may be very strong or very weak. The strong ones drain his energy, and the weak ones don’t as much. Bolt also has a special attack where he can use super speed. In this attack, he can travel at the speed of light for about a minute. It drains a huge amount of his energy, however, and he can only use it about twice a month.
