Personality
Toby is quite unstable mentally. Life growing up with his powers has led to him being ostracised by society. He always wanted to be a hero, but that was more to be popular than to help people. He is eager to show off and prove to people that he's better than them.
Equipment
He has a supply of pills which he has to use to keep himself mentally stable; a necessary thing to keep him in control of his powers as opposed to another way round.
Powers
Toby is an Esper. He is capable of telekinesis as well as short distance teleportation and slight emotional telepathy.
Skills
When backed into a corner Toby can prove to be a savage fighter. His durability allows him to just keep punching until the opponent drops. Even he has limits, though.
Weaknesses
He is a human—a human who doesn't exercise, at that—and therefore has all the limitations and vulnerabilities of a human.
Due to having his powers come from the mind, his emotional state is tied strongly to his powers. If he doesn't take the pills regularly, he will begin to lose control of his power and suffer a mental breakdown. If he is put off enough, his power will also be put off from what they're doing.
Bio
Growing up, Toby found it different controlling his psychic abilities. He accidentally hurt people and, as a result, was shut away by the government to be studied and controlled. Over time they developed pills to control his psychic abilities along with his mental state. The studying traumatised him, giving him a permanent fear of the government and scientists/doctors. He broke free of his bonds, stealing a large supply of pills. He was forced to commit petty crimes on the street to keep him stable. It was only a few weeks, however, before he decided that he would follow his dreams and become a hero. He change his name to avoid detection and joined up with the Heroes of Tomorrow.
