PLOT POINTS

- The Statute of Secrecy's position and its formal standing as the most absolute law of magic is being questioned. Many of the new age thinkers and radical officials have noticed the wars, the bloodshed and the general pain humanity has suffered weren't getting better as time progressed. Where's the wizarding world when the muggle cried pain? Are we going to allow another world war? Thus these radicals started to appear.

- Eventually one of these anti secrecy folk named Dick Chutney won a seat in the Wizengamot and with him he slowly changed the laws into much more forgiving towards usage of magic in front of a muggle.He proposed to shut down Misuse of Muggle Artefacts Office, to restrict Obliviators movements, transforming Muggle Liaison office into Muggle Outreach Division and one of the most controversial is to remove the term muggle and refer them as humans.

- The way he mentioned that rubbed the rest of the officials wrong, they felt as if they're not humans because they had magic. The officials put a hold on his projects and froze his political moves. Slowly these people would put counters to every claims that he made and discredit anything that he had ever done. The Traditionalists however couldn't put a stop to all his plans, Misuse of Muggle Artefacts Office remained however its name changed into Muggle Artefacts Office and the steps they had to take to confiscate a magical item away from a human would require months of paperwork, Obliviators are now paid as little as a knut, the Muggle Liaison Office's rules became twisted and they're supposed to keep an extremely routine communication with the PM and a handful of human officials.


- Thus with those attacks on the Statute, complete with advanced muggle communications, muggle sympathizers exposing themselves, the whole situation was chaotic, some muggles even reportedly entered the Minsitry disguised as wizards and they documented the events there, but luckily for the wizarding society, the magical energies warped their recordings and gave them only potatocam videos. Minister Granger's aware of these "internet" magic and decided to shut down all of Chutney's works to prevent further leaks/vulgar communications with muggles.

- A huge explosion occured in the Leaky Cauldron. The explosion nearly borught the building down, but most importantly 100+ people died both muggles and wizards. No one's sure who's responsible. Minister Granger sent out a unit to investigate and seal the pathway to Diagon Alley, but when the wizarding squad's there, they found the brick wall intact and surprisingly a CTC detachment armed with full weaponry, full of live cameras, full of newsfolks and eyewitnesses that outnumbered the whole group, seemingly waiting for them as if they're setting a trap for them to come. Realizing their odds were non existent they surrendered.

- They're exposed to non humane treatments in the hands of the British Intelligence, they couldn't run since running especially "mysteriously disappeared" would give MI5 a reason to do a full manhunt that would put the Wizarding World at the spotlight. Minister Granger knew of how fast information spreads in the muggle world and how advanced their intelligence tactics were thus she realized there's no way out. Needing that "special touch" with the muggle she reinstated Chutney and through his handiwork he could safely procure these officials from the human hands while keeping the secret intact.


- Enraged, the people of the wizarding world demanded revenge, but Chutney instead mentioned "Brothers and sisters, this problem has to be taken care of to the core, we have to pull the grass until its root came out! I dreamed of a world without secrets, I dreamed of a world where a wizard and a person with no magic could sit together in a table and ate dinner, I dreamed of peace and honesty between all humans and wizards, I dreamed of a world without The International Statute of Wizarding Secrecy!" He's at the top of the world, his rescue of the captured unit not too long ago made him almost as if he's a god. The people's rage was diverted just like that, from the muggles to the government. The traditionalists were riled up from this and they once again froze Chutney. Distrust against the wizarding government was at an all time high, higher than it was during Fudge's reign.

(Note: The current school year will be holding a quad wizard tournament. The arrival of those students and the worldwide attack along with the threats made the Ministry send out legions of Aurors/Ministry officials to guard the school)

Mechanics
So the points themselves actually would refer to your overall knowledge on the subjects etc. for Charms to Potions the points basically mean:

if you only have 1 point then your skill/knowledge is basically equivalent to a first or second year and you're limited to spells or potions in the standard book of spells year 1-2/year 1-2 curriculum

if your point is two then you're as skilled as a third to fifth thus your knowledge's limited to standard book of spells year 3-5/year 3-5 curriculum.

if your point is three then you're a master of year 1-7 spells/virtually any spells but nothing on like a massive scale (Fiendfyre/Fidelius charm/Gubraithian Fire)

if your point is four then you're skilled at performing non verbal magic/your potion's potency will be stronger.

if your point is five then you're a master of that specific branch of magic, you know all spells, you could perform large scale spells (Fiendfyre/Fidelius/Gubraithian) and all that stuff. For potions well you'll know virtually any potions even ones that's being used by Kaposi.

As a general rule, if your target's an NPC or an inanimate object your spell's chance of success will be determinde by the 1d20*(1+(Your intelligence point*0.1)), if your skill's zero then you need to get a point > 10 if your skill's one then 9 if your skill's 2 then 8 and so on. (Note: This won't be used if you're doing a non combat/plot important actions)

As for how the actual duel calculation would work, if you're casting a spell at player character then your talent point will be multiplied by 10 + (roll a 1d20) and the result will be multiplied by 1+(Your Intelligence point*0.1). I'd classify the one's receiving actions to 3 categories evasion, endure and counterspell

if you're doing a counterspell then it'd be the same, roll a 1d20 + that multiplied by 10 multiplied by 1+intelligence point/10 and see who won. If the defender's score's lower then we go into damage calculation, if the defender's score's highter then we go into another calculation but this time the attacker would have the evasion, endure and the counterspell option.

if you're doing an endure then it'd be similar but you're using your fortitude. So fortitude*10 + 1d20 * (1+0.1*your talent points according to the type of spell being cast)

if it's greater then you'll get a minor bruise thus your future potency will be reduced by 5, if it's lower then if the result's greater than five we'll use the number (with 10 as the cap), but if it's 5 or lesser then it'll dampen your actions and deduct your spell's potency by 5+that difference (with 10 as cap).

if you're doing an evade then it'll be similar, just some number differences, it's 8*your agility+1d20*(1+0.1*your talent points according to the type of spell being cast), there's a greater risk but if you had greater then you'll survive teh attack no deduction in future scores. If you failed then we go into damage calculation.

Damage calculation (this is only if you use evade/counterspell)

The one with the lower point then shall roll a 1d20 divide it by 2 and multiply it by 1+0.1*your fortitude or 1+0.1*your agility/2.

If you're casting a combo then the rolling dice would be similar but I'll check if the original's a success then check the follow up and well you get the idea

In short:

Intelligence and your magical skills would better enhance your magical potency

Fortitude would reduce your chance of being incapacitated and losing many points if the duel's continued.

Agility would help you evade a spell completely but it's risky.

As for additional talent, I'm not going to recommend about that, if anyone doesn't mind what you're doing with those talents then you're good.

The whole thing's optional though, so I'll only use it if there's a dispute, but if your characters reached an agreement or maybe after a short discussion your character could perform an advanced magic then you don't need to do the calculation.
 
Future Ministry Leaders

In the wake of the widespread worldwide attacks on magical institutions performed by youths in the range of 15-17, the Ministry established a non-profit organization comprising of teenagers and young adults with magical capabilities. The organization's intention is simply "To educate youth and plant the ideas of bravery, loyalty and patriotism." The organization's famous in the school, before every class starts, it's not rare to get free cookies they made, acquiring potion ingredients was not a fuss anymore, communication between teachers and students isn't a strange thing anymore and the group's members could even petition to push back exams.

It was all shiny and bright until a couple years ago FML members were seen making "summons" at students. They'd ask a series of "odd" questions that seemed random. Most would walk free with a cookie, but some people realized after these summons they'd see empty chairs and empty beds during the night. A minority of students began to call them as kidnappers, some even said that they had Obliviators disguised as students as its members. Those empty beds would be filled back in the next week with the same people but everything about them changed.(edited)

MerLIn (Meritocratic League of Infidelity)

As if a response to these missing students, an organization calling themselves MerLIn exposed FML by showing pictures of those temporarily missing students and members of the FML themselves talking to strange men in black robes or trenchcoated gentlemen taking them into the dark forest despite no announcement of any FML activities, they also spread files that showed how they acquired the budgets for FML, claiming it's from House Elves slave trade or some illegal beasts trading. In response to this the Ministry only replied "We've supported FML since its beginning and continued on using legal, proper, fundraising methods to support their movements, anyone discrediting them is a misguided friend that needed to be helped so they could find their way home."

The claim, not surprisingly, raised further skepticism to the Ministry and FML, they said that the Ministry hasn't shown any proof of the "legal" methods they're using. The "misguided friend that needed to be helped so they could find their way home." was a field day for MerLIn, they claimed it's an organization to contain free thinking and acted as agents of thought policing. Some even claimed they're "kid friendly psyops unit."
