Austro-Hungarian Empire

Franz Joseph was eighty-two, the oldest European monarch commanding the oldest European Empire. Although Austro-Hungary was a shadow of its glorious roots: the Holy Roman Empire of Charlamagne, it was a great nation in its own right. The spirit of the ancient Frankish conquerer lived on, through Reformations, through Napoleon despite the disaster the Corsican had wrought on the empire. 

 

Franz Joseph was also dying. Not outwardly, but he could sense it. As he sat, hunched, before the robed form of Father Hauferman, he could sense his earthly endeavors beginning to dissolve in the world around him. The priest stood while the emperor sat in a simple wooden chair. The light from the window of the father's office filtered in and shone on the gold and silver wrought crucifix with the acompanying statue of the Christ hanging on the wall. 

 

"Is this about the Archduke?" The priest asked, starting a newton's cradle on his desk. The steel spheres began clanking softly against one another. 

 

"No, Father. I had a dream last night." 

 

"A dream." The priest nodded. "Perhaps you should see Herr Freud." The holy man smiled sardonically. The works of Sigmund Freud had been a pet peeve of Joseph's and he seemed ashamed Austria could produce such a pseudoscientific quack. 

 

"I believe it was a revelation from God." 

 

The room was silent, save the cradle. The Father sat down behind his desk and steepled his fingers. "Tell me about the dream." 

 

The Emperor sighed and sat back. "I dreamed I was strapped to a board. There were soldiers, standing over me. Trying to help me. Some...beasts. One in the shape of a grotesque sea serpent... It devoured them... I saw the Reichstag. It was engulfed in fire. Millions of serpents flooded the streets, eating corpses whole..." 

 

Silence. 

 

"What does it mean?" 

 

The priest stood slowly. "I have a few ideas. But I am not the interpreter of dreams. I will pray on the matter. Why don't we take a walk in the courtyard?" 

 

The old emperor nodded and lumbered to his feet. He blinked his eyes rapidly, trying to dispense with the images of terror that haunted his nights.

The Kingdom of Sweden begins to study its share of the steel making industry and its effect on the nation's economy. 


Worker's Protection Act 
The Swedish parliament places tariffs on all imports of raw minerals and steel, as well as on any and all American-made products. 


Citing labor strikes as justification, the government nationalizes the steel industry. 


Bills are passed ensuring worker's rights. Rules included in these bills involve regulating work hours, a minimum wage, paid sick leave, worker's compensation, and safety conditions. Regulations are to be strictly enforced, but slowly implemented as not to disrupt industry.


A national single-payer healthcare system is to be implemented. 


Swedish Industrial Stimulus  
The Swedish parliament votes to subsidize the building of more factories, farms, and mines across Sweden, and upon cessation, Finland. 


Finnish Annexation Bill
Upon Russian cessation of the Finnish territory to Sweden, the Kingdom of Sweden accepts the territory with open arms and full representation in parliament.

The Gustav Doctrine
King Gustav V of Sweden gives a speech to parliament expressing the need for the nations of Scandinavia to stand as one if ever under threat. He pledges Swedish military assets to defending the baltics from perceived threats, but makes clear his country's stance of neutrality. 



Berlin-Stockholm Accord
The Swedish government awards Germany a contract to produce 50,000 rifles for the Swedish military. An additional order is sent for the purchase of industrial equipment and factory machinery.


A defense treaty is signed with Germany. Sweden pledges to stand beside the German people at the world table.


Moscow-Stockholm Accord
The Swedish government accepts cessation of Finland from Russia to Sweden. 


The Swedish government prepares to accept weapons and steel orders from the Russian government by overhauling current factories.

Berlin-Stockholm Accord


The Swedish Navy dispatches 5 pocket battleships, 4 cruisers, 5 destroyers, and 15 torpedo boats to the Baltic Sea for naval exercises alongside the German Navy.


The Swedish military sends observers to learn from German military units and training camps. Emphasis is on learning military tactics from their German counterparts. 


Recruitment Drive 1913
The Swedish Army seeks to recruit 300,000 more soldiers. Equipment to arm them will be supplied by home factories. An exceptions of course, is the 50,000 rifles being imported from Germany.


Coastal defenses and forts are to be repaired and renovated as needed. 


The Swedish Army calls upon 3 Reserve Divisions to replace the units being deployed to Finland.

The Charles-Crewe Reforms & Government of India Act of 1913.
​

The Charles-Crewe Reforms are a set of reforms proposed by the British colonial government in India to introduce self-governing institutions gradually to India. The reforms take their name from Robert Crewe-Milnes the Secretary of State for India and Lord Charles Hardinge, Viceroy of India.


The reforms started out as a report by Lord Robert Crewe-Milnes the Secretary of State for India penned after intense deliberation with the Leaders of the Indian community, The Report went before Cabinet on 24 January  and was embodied in the Government of India Act of 1913. (Needs to be ratified)


The main provisions were as follows:

3.The Central Legislature was empowered to enact laws on any matter for whole of India.

5.The number of Indians in Viceroy's Executive Council would be four out of eight members.


6.Establishment of bicameral Provincial Legislative councils.


7.Dyarchy in the Provinces-

• Reserved subjects like Finance, Law and Order, Army, Police etc.
  
• Transferred subjects like Public Health, Education, Agriculture, Local Self-government etc.
  

8.There would henceforth be direct election and an extension of Communal franchise.


9.The grant of a large measure of autonomy to the provinces of British India


10.Partial reorganization of the provinces:

• Sindh was separated from Bombay
  
• Bihar was split into separate provinces of Bihar and Orissa
  
• Bombay was enlarged by the addition of Saurashtra State and Kutch State, the Marathi-speaking districts of Nagpur Division of Madhya Pradesh and Marathwada region of Hyderabad State. The southernmost districts of the Bombay Presidency were transferred to Mysore State.
  
• Kerala formed by the merger of Travancore-Cochin state with the Malabar district and Kasaragod taluk of South Canara district of the Madras Presidency. The southern part of Travancore-Cochin, Kanyakumari district was transferred to Madras State.
  
• Mysore State was enlarged by the addition of Coorg State and the Kannada speaking districts from western Madras Presidency, southern Bombay Presidency and western Hyderabad State.

What are the princely states?


The early history of British expansion in India was characterised by the co-existence of two approaches towards the existing princely states. [1] The first was a policy of annexation, where the British sought to forcibly absorb the Indian princely states into the provinces which constituted their Empire in India. The second was a policy of indirect rule, where the British assumed suzerainty and paramountcy over princely states, but conceded to them sovereignty and varying degrees of internal self-government.[2] During the early part of the 19th century, the policy of the British tended towards annexation, but the Indian Rebellion of 1857 forced a change in this approach, by demonstrating both the difficulty of absorbing and subduing annexed states, and the usefulness of princely states as a source of support.[3] In 1858, the policy of annexation was formally renounced, and British relations with the remaining princely states thereafter were based on subsidiary alliances, whereby the British exercised paramountcy over all princely states, with the British crown as ultimate suzerain, but at the same time respected and protected them as allies, taking control of their external relations.[4] The exact relations between the British and each princely state were regulated by individual treaties and varied widely, with some states having complete internal self-government, others being subject to significant control in their internal affairs, and some rulers being in effect little more than the owners of landed estates, with little autonomy.

The Princely States represented about a quarter of the population of India and produced well under a quarter of its wealth, is it prudent for the British crown to let such autonomy exist within its colonies?


A proposition is put forward to integrate all 565 princely states into direct administration by the crown, by making each states respective head sign an article of accession giving power to rule over their territories to the British government in India.


Rulers who agreed to accede would receive guarantees that their extra-territorial rights, such as immunity from prosecution in Indian courts and exemption from customs duty, would be protected, and that they would remain eligible for British honors and decorations. If the rulers of these states refuse to sign the instrument of accession, it would trigger immediate war with the full might of the British Empire. Most of these states don’t have standing militaries and those that do only have a few thousand troops, the threat of war alone should persuade them of the merits of accession.

In an effort to establish an Industrial base in India the steel required for construction is not imported rather ordered from Indian companies like Tata steel & co. , with Finance derived directly from the Government and British Investment this endeavor is likely to be the first step in bringing the boons of Industrialization to India.

To expand our factories and resources we still heavily rely on British capital. Until we have a vigorous banking sector of our own, we must go on bended knee to London to seek support.

In order for the Indian economy to develop further Investment and banking & finance will be paramount and so in this endeavor buying and selling of securities will be our top priority.

The Central/Apex bank of India is created and the construction of its main offices begins , its major roles include – to regulate monetary policy, bank rates and the banking sector & provide loans to the government.


Agricultural Credit & creation of the Royal Bank for Agriculture and Rural Development (RBARD)


Providing better access to institutional credit for small farmers enabling them to adopt modern technology and improved agricultural practices is the first step in creating a self sustaining primary sector.


It is for the realisation of this very goal that the Royal Bank for Agriculture and Rural Development has been created, which will provide cheap credit to poor farmer’s repayable after the harvesting season.

@Shepard , so in summary we need permission to allow greater representation of Indians in the government and in decision making . We also seek permission from the British govt. to put an end the autonomous regions called princely states within India giving us access to a larger taxable population . As for creating the dominion of India it will be preferable to wait a few years until we can get a few more Indian loyalists in the Indian parliament.


Also we've requested that trade restrictions be lifted on India so that we can gain access to foreign markets helping to kickstart the industrialization process . Oh and the aid of British investors would be appreciated.

Victory in the Balkan war has proved that the independent states of the Balkans are more than capable of banding together and defeating much more powerful enemies when the situation arises. As such Tsar Ferdinand wishes to strengthen the Balkan League into an official alliance rather than merely the product of several smaller alliances that it had been previously. He also wishes to extend membership to the newly created Principality of Albania and also the Kingdom of Romania, important Balkan countries in their own right. Recognizing the political discomfort this might cause the Tsar also wishes to invite the Austro-Hungarian Empire as a spectator state to insure that the alliance remain beneficial for all the people of the Balkans.

Slight controversy was spawned from the Tsar's statements when it was revealed that his initial draft of the political treaty that would strengthen the union between the Balkan nations did not include Serbia as a member despite the Serbs being a previously integral part of the Balkan League.

Insulted by the Serb's inability to uphold their agreement at the end of the Balkan War, Tsar Ferdinand has sent a plea to all nations present at the London Conferance. Arguing that Serbia's withholding the the province of Macedonia which was promised to the Bulgarians in pre-war negotiations is an affront to the conference as a whole and an insult to all the major powers in attendance. Tsar Ferdinand requests aid in solving this situation as quickly and as bloodlessly as possible.

Greece's Hellenic goal would affect the Ottoman Empire and other Balkan nations such as the newly independent Albania however Greece's true intention about Hellenizing the Balkans wasn't revealed to the Greek public..yet.  and it will always be kept secret, it will be revealed when the war comes to Greece.. The King expect that The Hellenic Ideal would have a positive affect on the Greek society.

Headlines:

-BALKAN WAR TO END BY JUNE, 1913-

Negotiations started in November of 1912 in London regarding the “Balkan situation” have nearly reached an end as ambassadors from the Balkan countries including the Ottoman Empire and Greece as well as Italy and the U.K. have almost finished negotiations. The 1913 Treaty of London by its current draft is planned to be completed and signed by all ambassadors by June of this year. Prime Minister Asquith - alongside the Italian ambassador - released a statement in early February expressing hopes for the establishment of a “lasting peace” in the region. When asked about the increase in military presence in the region such as the deployment of Italian warships, PM Asquith stated that, “the employment of such military forces is nothing more than a precaution and deterrent to aggressive military action. The British Mediterranean Fleet may also be deployed to the region if and only if a greater military presence is needed.”

-ITALY EXTENDS HAND OF INFLUENCE IN BALKANS-

After having shown interest in the region and being recognized by the British Parliament as a legitimate geographical moderator, the Empire of Italy has entered into the 1913 Treaty of London negotiations to assist in moderating the establishment of a lasting peace. In late January, the Italian government deployed a fleet of warships to the region following what was reported as increased tensions during the negotiation of Greek claims to lost Ottoman territory.

-ALBANIA DECLARES INDEPENDENCE-

On January 16th, the Republic of Albania was established following statements made by the current government that Albanian sovereignty would not be stepped upon by any other nations within the region.

-GREECE TO NOT LEAVE ALBANIAN CLAIMS-

Following demands by the Albanian government, Greece will not give up their lands with Albanian majorities (Southern Epirus) to the newly formed republic. While no military action has taken place, the Greek government has refused to withdraw their military forces from the region.

-NORWAY PASSES FIRST WOMEN'S SUFFRAGE ACT-

Norway has become - officially - the First Nation to pass legislation giving female citizens full rights to vote. The Norwegian people have responded with great happiness and minute opposition to the act. Other significant Women Suffrage Leaders in the Nordic Union have started pressing for similar treatment. Following the international attention, the United Kingsom has started negotiations with Women’s Suffrage Leaders.

-SWEDEN BANS AMERICAN STEEL, ANNEXES FINLAND-

Swedish foreign economic policy has drawn international attention and criticism following a ban on American-made steel. American sources have already reported drops in exports because of the ban. Many have asked the question, “How come the Swedish government so quickly resorted to a ban on American steel?” The ban was passed shortly after legislation by the Swedish government mandated the nationalization of the country’s steel industry.

Steel Industry Report, March 1913 - Of the world’s minor countries, Sweden ranks the highest in steel and iron production and extraction. However, the Scandinavian mountains are still rich in iron deposits yet require more developed extraction equipment. The Karelian region of Finland is also rich in iron and ought to be negotiated for if Finland is to be annexed.

Worker's Protection Act of 1913 - Domestic business begins to grow following the essential exclusion of many other sellers. However, American imported oil and foodstuffs have left private citizens to turn towards other solutions - two prominent choices being UK’s now-cheap food and Germany’s now-more-expensive food.

Nationalization of the Steel Industry - With about 50% of Sweden’s steel industry now being managed by government agencies, the current Swedish government is left with a choice for new income: restore the status quo by keeping income generated by nationalized steel towards steel companies or divert funds to government spending. Sweden also has the option to continue to fully nationalize their steel industry...The head of the Department of Industry of Sweden has ordained that the revenue generated by the nationalized steel will continue to fund salaries and other expenses by the public steel corporations until otherwise.
