As I really don't do faceclaims, I'll just describe her here. Rags is short for her age, standing at about 5"2. Outside of her exposed lower legs, which are completely pure black, not much can be seen of her features, though one could swear that there's eyes peering out from her stomach. As for the costume Rags wears, it's made of the namesake material that is colored pale yellow, with a poorly drawn on face vaguely resembling that of a Pikachu, complete with cloth extensions resembling ears of one. From the rear area of the costume, there is a wooden tail that also resembles that of a Pikachu, which often drags behind her.

Other: Sometimes parts of her body glitches in and out of reality, creating a slight static effect where it is. Looking into the static can often prove confusing, as it can sometimes appear very similar to something else nearby or in rare cases, something (or someone) of great value to the person looking. It isn't common for this to happen, maybe for a second a day or something, but intense emotion can cause this to occur more often.

Not even the Legendaries themselves, or even Arceus or Giratina, knows how Yuki came into existence. There are theories she is the by-product of a mad experiment, but it is unknown as Yuki doesn't tend to open up.
