Iskabar was, appropriate to his fate (as one to be of Luna's) , never going to be bound by caste or custom. A native of the Varang City States, his birth's Varagian horoscope was muddled beyond analysis, rendering him to become one of the outcastes from his earliest days. He lived by doing work for other, more enterprising outcastes, using his keen eye, mind and quick foot to perform this assistance and that assistance.

But those who knew his destiny better than he came. Iskabar's first inkling was when a force of Realm representatives started tearing through the outcaste quarters. When it became clear they were looking for Iskabar, the young underworlder led them on a chase designed to exploit his knowledge of Varangian ways and maximize the amount of disruption and conflict produced by the ignorance of foreigners.

Soon the Wyld Hunt found itself more stalemated by local authorities than by a prophesied Anathema. It was in the lull that Luna came, congratulated Iskabar and then granted her Exaltation. Then the Silver Pact's team reached him.

While fostered with One Tusk, Iskabar found the fascination with order and the cosmos (ingrained to some extent in every Varangian, even the outcastes) manifest in a focus on sorcery. For a young Lunar, he has progressed well, and has earned the first degree of membership in the Crossroads Society.

Over time, he has seen a direction of Creation turbulent and choked by a distant Realm's greedy (and fumbling) demands, but even if the Realm is expelled, the hierarchies and caste templates he loathed in Varangia still replicate themselves in various forms. They must go - to unleash the South's potential.

Anima Effect: A No Moon Lunar may attune her Essence to that of the new moon. She must spend at least one mote of Essence, and may spend up to twice her permanent Essence in motes. In doing so, she gains a shadowy penumbra that causes attackers who cannot see through darkness to suffer a -1 external penalty. This aura amplifies the occult power of the Lunar for the remainder of the scene, allowing her to reduce the cost of all Charms that explicitly require an Occult roll by one per mote of Essence used to power her anima, though the cost of a Charm cannot be reduced by more than half.

This aura also allows her to reduce the Essence cost of all spells cast for the rest of the scene by one per mote of Essence initially invested in her anima, but the cost of a spell cannot be reduced by more than half. Whenever the Lunar has 11 or more motes of Peripheral Essence active, this anima effect activates automatically at full strength (or increases if originally activated at a lower power) without cost. The No Moon is just as obvious as any other flaring Lunar, but the light springs from the silver edge of her anima and the shadow within remains. She is treated as having spent twice her permanent Essence for purposes of Charm and spell cost reduction and retains the protection of the penumbra.

For your character, you can add the following Backgrounds.  Reputation 1 in the Silver Pact, Influence 2 with the Varagian Outcaste, and Cult 1.

The people in the Valley revere you, as special Exalts sent here to train with One Tusk.

You could add another Hearthstone, or increase your library of Hearts Blood forms you start with.

For your Mutation Points, you could get Wolf's Pace for one dot, or double up and get Cheetah's Pace.  That gives you extra movement per tick.  Elemental Adaptation is always useful.
