War, war never changes


Ever since the first humans began to fight, horrors have been committed in the field of war. From the slavery and the backstabbing emperors of Ancient Rome, to the debut of guns in the battlefield in the late 1700s, to the Holocaust of the Second World War, people have used war as an excuse for these terrible things.


In the year 2076, as Chinese forces attacked Anchorage, the United States of America turned to its former ally, Canada, for resources. When they denied, they attacked and quickly annexed the country. Atrocities were committed to the Canadian people. They were slaughtered in hundreds at a time, made to work in labor camps, and made to believe lies that life under America was a blessing.


Of course, as the Chinese fled from Alaska, and the Americans celebrated their victory, the Canadians knew this peace would never last. On October 23, 2077, China, America, as well as the rest of the world, all endured two hours of nuclear bombardment. Canada's nightmarish existence ended in the glow of a nuclear flame.


However, this was not the end. From the snow of the Canadian nuclear winter, arose new factions, new creatures, and new rules. In the beginning, underground shelters, or Vaults, were used to seal a few thousand from the horrors that arose in the newly named Wasteland. Eventually, people emerged from these vaults, and made their way into the cold of the wasteland, and formed settlements, traded objects with those who were already there.


The year is now 2283. In the ruins of pre-war Toronto, there is a battle occurring. Three big factions are battling for the control of the region, as well as countless smaller factions thrown into the mix. You are in this place to, whether you are one of the locals, have been sent here to fight, or some different reason altogether.

Okay, here come the details!


BIG FACTIONS


IRN (Independent Republic of Newfoundland)

As the name would suggest, the IRN formed from the remains of Pre-war Newfoundland, which was only hit by one nuke. Because of this, by the year 2200, they had control of most of Atlantic Canada. After some skirmishes with Les Freres Nobles, they managed to get some presence in places like DC, The Commonwealth, Maine, Chicago, New Ottawa, and now, Ronto.

Canadian Order

An organisation, inspired by the ideologies of Occupied Canada, descended from remnants of the America-supporting Canadian government, in Ottawa. They see all who oppose them as savages, traitors, and "communists". After restoring the capital of Ottawa to its former glory, and annexing much of the Prairies for food, they have arrived in Ronto to expand their influence on the region, and to meet up with the Enclave Remnants living there.

Les Freres Nobles (The Noble Brothers)

From Quebec, this collection of powerful Wastelanders, ruled by one Commander Mirimachi, is the common enemy between the IRN and the Canadian Order. They are the most ruthless combatants in Central Canada, and see Ronto as the key to take some territory from the Canadian Order and IRN,l and become the dominant power in the ruins of Canada

SMALL FACTIONS

Brotherhood of Steel (Midwest Chapter)


The Midwestern chapter of the Brotherhood of Steel has arrived in Ronto, in their endless pursuit of technology. Seeing the various factions battling for control of the city, they are attempting to establish a permanent residence here, as well as attemptingto snuff out the Enclave and the CO. With their heavy power armor, and laser weapons, they are a definite force to be reckoned with. They also have a small fleet of Vertibirds.

Midwest Enclave Remnants


After the destruction of Adams Air Force Base, the Enclave moved all remaining assets into the Midwest. After hearing about the Canadian Order, and their attempt to bring back the world, they mobilized a band of their finest men to search for, and find, the faction, and join forces to gain control of Ronto.

Talon/Gunner Coalition


The two biggest mercenary corporations in the Wasteland, Talon Company, and Gunners, have merged together into the biggest mercenary group in the wasteland. They are well armed, but unlike the Brotherhood of Steel, they do not have much power armor. They will do anything, kill anyone, no matter how gruesome, so long as they get the right amount of Caps.

Slavers


The Slavers are, as the name suggests, people who make big caps through the buying and selling of human labor. Their base, Centerville, is the biggest in all of Canada. Their weapons and armor make them fall somewhere between the T-G Coalition and Raiders in toughness.

The Hammermen


The Hammermen were descended from Chinese prisoners of war held in Hamilton, their new base, now called Hammerton. They believe that, through labor, a better wasteland can be created. They are some of the Slavers's bigger buyers, and mostly wield Super Sledges and Chinese weapons.

Sudden Death Overtime


A hockey based faction, Sudden Death Overtime is based in the Skylanes Arena, in downtown Ronto. All they really want to do is kick butt and play hockey, even though they believe hockey was a game about beating the other players to death, so because of this, they're a bit short on players.


CITIES

Pearce


Pearce is a city built into the old Pearson airport, in Misaga. It is one of the bigger towns in the Ronto area, and thus is a large trading hub, where several caravaners make stops. They are genarally biased towards the Canadian Order, although they aren't part of their empire yet.

Centreville


Centreville is the Canadian base of operations for the Slavers. Unless you're a rich Raider or TG, or a member of the Hammermen or Les Freres Nobles, don't expect to get in here unless you've got a high Charisma, or a bribe of Caps. Or, of course, you could just shoot your way in.

The Citi


The citizens of The Citi, the biggest town in the Ronto area, consider themselves independent, but will gladly accept business from any faction. The Citi is also home to Radio Free Ronto, the only propaganda-free radio station in the region. This is one of the bigger control points one needs to win Ronto for their faction.

i need ot ask how are you treating power armor like 4 or like the other games ( by that i mean with a frame and bit on it or as a suit)
 
Bitta both. It still acts like a vehicle, but now you can "hijack" power armor from people wearing it, living or dead.
 
We'd have SPECIAL checks, for example, to get into Centerville. You need 7 Charisma, or 5 Strength. Combat will be RPed someway

What I'm saying is how do we determine the SPECIAL of a character? How do we build them and build them fairly?
 
You are permitted 40 SPECIAL points, which means enough to start with 5 on everything, like in Fallout 3. What you do with them is up to you.
