The Magnificent Manbeard
My idea for this fuses aspects of both Marvel and Fallout into one.
In 2052, built up tensions finally lead to World War III. By 2059, much of the surface world is rendered uninhabitable by swarms of Bio-Nukes -- devastating weapons that combine radiation poisoning with a heavily altered flu virus. Many who were left on the surface died very quickly, though some humans and animals managed to survive, albeit with varying degrees of mutation. Various organizations and doomsday preppers retreated into their bunkers just before the bombs fell, with one of the biggest being the Vault.
The Vault was a top-secret government fallout shelter operated by S.H.I.E.L.D. in the Rocky Mountains, near Colorado Springs. This facility worked very closely with nearby Cheyenne Mountain and Peterson Air Force Base, and acted as a safe zone for politicians, civilian associates, and military leaders in the event of a nuclear attack. Three other major bunkers -- Cheyenne Mountain, Raven Rock, and Mount Weather -- existed as decoy locations while the Vault was the real destination and kept hidden from the public.
When the bombs fell in 2059, the upper echelons of government and military had evacuated into the Vault, along with their families and key civilians, such as corporate sponsors and scientists. The facility was capable of supporting up to five thousand people indefinitely, due to the underground reservoirs of fuel and water, Stark-Tech Arc Reactors, hydroponic gardens, air filters, and a number of other state-of-the-art capabilities engineered towards survivor longevity.
It is now the year 2271, and the surface world is still fatal to any unaltered humans even after two centuries. To combat this, the Vault scientists pioneered Project Rebirth, which used heavy genetic engineering and bionic enhancements to allow humans to exist on the surface world. Unfortunately, the change -- which came to be called "Rebirthed" -- took a huge toll on the body, leading to a grim 6% survival rate during trial runs.
The scientists developed a series of prerequisite examinations that volunteers had to pass first before being permitted to the Rebirthing Chamber, which included bloodwork and physical tests to determine survivability. This increased the rate to 98%, but meant a large portion of the Vault's population were unable to visit the surface.
Today, Project Rebirth has been active for roughly thirty years, and the original Rebirthed have since produced second generation altered humans -- us. Our parents were changed, but we were born with our powers. We were given the chance to undergo military training as teenagers, and once we became adults, offered positions within the surface scout crews and supply runners.
At the start of the game, our characters are young adults who have just completed their training and are visiting the surface for the first time. We are all part of a team led by Colonel Lucas Bishop, who reports to General Steven Rogers. Logan James Howlett used to be the top general, but a series of disagreements with the Vault leadership led to him angrily storming out of the facility, and he hasn't been seen in years.
At some point during the game, we will run into Logan out in the world, where we discover HYDRA also has a bunker and they have been turning surface mutants into slave soldiers, called Morlocks. Logan spent some time as a HYDRA prisoner but has since escaped with a group of Morlocks. Logan explains that HYDRA had commandeered a number of shelters and bunkers in Europe, and they use android warriors named Sentinels to seek out others to add to their network. Now the Sentinels have come to North America, turning Mount Weather and Raven Rock into HYDRA facilities.
Over the course of the game, we will deal with animals and bugs who have become monsters, mutant tribes and raiders, sky pirates wearing exosuits, Sentinels, HYDRA commanders, a rogue AI that becomes Ultron, and eventually alien threats. Anyone interested?
