Powers : Weather Generation.

Chris can create and wield natural phenomenon through his arms. He cannot effect the real weather, but can create his own blasts of it, shaped by his arms. Lightning, rain, snow, hail, wind, earthquakes... he can shoot it at you like a garden hose. He can shape his own wind to create tornados, but not the existing wind, if there is any. And he can use existing bodies of water with his wind to create hurricanes.

Weaknesses:
  • Chris cannot control the existing weather.
  • The existing weather can interfere with Chris. (Ex; if he generates lightning in a real thunderstorm, he's more likely to get struck. If it's a windy day, he'll have a heck of a hard time trying to get his own wind to obey... etc.)
  • It takes an immense amount of concentration and control to unleash bigger things like tornados and earthquakes, which is difficult with his Tourette's, so he can't often do it.
  • If he becomes distracted (or has a tic), he can lose control of whatever thing he's emitting and it will control itself, and Chris cannot regain control of it.

Documentation : Grew up in a local Washington orphanage, but when his powers awakened, so did Tourette's. It would only be a mild case of Tourette's if he wasn't an Evo, but his tics trigger his powers, and he accidentally killed one of the other children in the orphanage by electrocution. The staff planned to send him somewhere to be locked up. Chris didn't like that idea, so he ran away, and is currently searching for a hero to take him under their wing and train him to be a hero. He hopes the police will stop looking for him, soon.

None. The Entity known as 'Phalanx' is invisible to eyes, heat-sensing, and all other means of detection save spiritual. However, 'Phalanx' can be seen through the roughly one hundred suits of armor that it possesses/materializes to do its bidding. They are most commonly ancient Greek in origin, in the style of ancient hoplites, and are of pristine quality and function, raising questions on how Phalanx is able to acquire such immaculate artifacts, given as each piece is undoubtedly several thousand years old. Powers : Phalanx's abilities come within the suits of armor it possesses. Phalanx is a sort of spiritual entity capable of summoning and/or possessing suits of armor, henceforth known as 'Hoplites'. Phalanx has been noted of being able to occupy two hundred Hoplites at its largest, but it is unknown currently whether this is the entity's true maximum capacity. At least, it seems that Phalanx can only manifest one hundred suits of ancient greek Hoplite armor and weapons on its own. These greek Hoplites seem to be Phalanx's 'standard form'. However, Phalanx can go above this capacity, by 'possessing' any unoccupied suit of armor, outfit, tool or weapon within around a three hundred meter radius.

Phalanx seems capable of using any weapon and wearing any armor within its range, instantly learning how to make use of such objects in its possession. Essentially, Phalanx has the capability to act as its own miniature army, quickly adapting to new situations, and even seeming capable of acting in line with advanced military tactics. As noted during a situation when Phalanx attacked a gang in the midst of a hostage situation, Phalanx possessed two dozen suits of SWAT gear supplied by the CCPD (Columbia City Police Department), as well as several assault rifles and shotguns. The entity proceeded to clear the building in line with SWAT doctrine, breaching and clearing rooms and making surprisingly good use of flash grenades, as the suits of armor are immune to such bursts of light and sound. Additionally, Phalanx seems capable of many tasks, provided it has the 'suit' to wear for it. Phalanx has even been noted to be capable of complex tasks such as surgery or plumbing, provided access to the 'uniform' of each respective profession, and the tools of the trade. Phalanx has readily informed us that it does not absorb the memories or powers of those who wore the outfits, only learning how to use their tools, and learning how to preform their respective 'trade'. Experimentation in which Phalanx has been provided with Evo costumes has proven that Phalanx merely gains the basic, 'purpose' related skills of the wearer, not their powers. For example, provided with the uniform of a police officer who was also highly proficient with the violin, Phalanx was incapable of playing the violin, but proficient with handheld firearms, and using various tools and weapons available to police officers in Columbia City. Additionally, Phalanx is only capable of possessing unoccupied 'suits' and weapons. Without access to such, it remains in its 'default' state, of wielding one hundred Hoplite entities.

This does imply however, that power armor, heavy weapons, and other such things will vastly increase Phalanx's powers, and it is advised to keep Phalanx away from such items.

Hoplite entities are merely possessed armor and weapons. They need not air, water, food, rest, or such mortal limitations. They are extremely resilient to damage, and in order for each Hoplite to be 'slain', the armor and weapons they wield must be rendered inoperable, or their armor be pulled apart. For Evos, this is not a difficult thing, as the suits must simply be pulled apart, and villainous evos with powers of strength have been seen simply to pull the helmets off a 'Hoplite' entity and cause it simply to collapse. For ordinary people however, this is easier said than done. Without a weapon, the Hoplite entity will attack with its fists. Hoplite entities have been displayed to have the strength and physical capabilities of an ordinary man, although one with combat experience and physical training. Upon destruction of all one hundred 'summoned' Hoplites, and all additional 'possessed' Hoplites, Phalanx has demonstrated a capability to 'reform' in around a week's time, as its psychic presence hovers around the Harper and Miller factory.

Phalanx itself cannot seem to be directly harmed by ordinary means, but its Hoplites can, and are only as difficult to harm as the armor they wear. The only observable way to directly harm the Phalanx entity is with psychic-based Evo powers, to which it seems surprisingly vulnerable.

By touching someone, this influence becomes far more direct and to the point, usually as a friendly handshake or grasp of a shoulder. As a presence in a room the honeyed words can affect the less strong-willed of minds and attitudes, boosting his general charisma and charm. A boon to his profession in politics and business this power is invisible for the most part unless you know what you're looking for. As a master manipulator, with or without his ability to twist opinions, perceptions and behaviour, he knows when he's being played. Around him in one on one situations, you may feel less uptight, able to speak to in an unveiled and close manner. He is by all accounts a shoulder to cry on and a comforting yet misleading trustee. Nevertheless, he’s remained hidden for this long and doesn’t plan on being discovered. Rather, he credits himself to simply have worked out the human mind. Powers : She has two observed powers. The first is total speed. Everything she does, she does faster unless she is paying attention and regulating it. This is how her powers started to manifest even when on Suppress-X because she very briefly went off it and it was enough for her metabolism to amp up and eat through the drug faster. On a super-power level her reaction time is something like 0.01 second and she can move to match it. To put it in slightly simpler terms she is fast enough to dodge bullets and thanks to her second ability can sense them coming. She is best at on the spot movements, but she can also run. That however is tied into the two issues with this ability. The biggest one is that while she is fast, her body is not currently protected from the effects of moving that fast. This both limits how fast she can run and react, and makes it very dangerous for her to attack with her speed. She could punch somebody at supersonic speeds yes, but her arm would immediately implode from the impact trauma. The other thing is a lot simpler, she just processes food super fast and has to eat a lot to keep up with her metabolism. On the bright side any drug or poison that doesn’t kill her will also go through her extremely quickly, and she is mostly immune to disease as a side effect of her immune system working very fast.


She doesn’t realize it yet, but her speed does mostly protect herself from it’s own effects. The danger lies more in the effect her speed has on other things and the backlash on her. She can break the sound barrier running pretty safely, and even hitting something at that speed won’t strictly hurt her because of the speed she’s at. Instead it will hurt her because of the force that kind of speed puts into a strike combined with the resistance of whatever she’s hitting. If this ability develops at all it might be to allow her to offload that backlash into whatever she is hitting, but probably won’t be used.


The second part of her ability has only come in recently now that she is off Suppress-X. Thus far it is mainly manifested as a sense for the metal around her. She can instinctively sense all metal around her at a range of about sixty feet, location as well as type. She knows there is more to this because one of her first Suppress-X power flares threw metal around, but she doesn’t know how to tap into that.


I’m leaving this up in the air pretty deliberately. It will probably develop but the scale, style, and type I’m probably going to essentially base on the scale she is working at in rp. The most ridiculous top end of the scale would involve magneto style abilities and/or flesh to metal style transformation, but I am basically just not going to use both at all. It’s extremely unlikely that I use number two at all, and number one would probably take time to develop as she learns it. These are not the likely level of evolutions of it, just the developmental possibilities. Frankly even if she does get developed as a higher scale Evo I probably won’t use number two, it’s just here because it was a part of the original concept.

We want Kristina Steele delivered to either an intermediary in the city or directly to the Steel estate. Preferred alive and a higher payout if so, but if her powers prove unmanageable proof of death is also acceptable. We do not want that stain on our name running free, one way or another. Five mil payout for a live delivery, three mil for proof of death. She is likely to be going by Kris or some new alias but her appearance is distinctive enough that she should be relatively easy to find. Her powers are mostly unknown as to extent, but she has a confirmed super-speed ability and a probable metal based ability, although it’s nature is unknown. She is around a day off Suppress-X so her powers are just as unknown to her as they are to you, and she should be an at most minor threat.


Excerpt from the missing persons report shared with most police departments in Colombia:

Kristina Steele, missing but presume dangerous. According to her family she had been hiding her powers and snapped when they were revealed, injuring several security guards on the family estate and her father. She is suspected to be on the way to the capitol. Her family thinks somebody got to her and has either kidnapped or indoctrinated her. They want their daughter back home so they can help her.


The much less official word passed between corrupt police officers:

Kristina Steele is wanted recovered and brought back to the Steele family. There is some serious cash on the line especially if she is captured alive. If anyone finds her don’t make it public. As long as we keep it under wraps we can recover her, take her back to her family, and get paid without any questions asked because of the missing persons report and the shady doctor they paid to have her declared insane. Don’t involve any goody-two shoe cops or reporters if you want a cut of the pay-out.


Excerpt from an article on the Steele family online from a few years ago, published anonymously in a few places:

The Steele family is essentially a study in contrasts. According to their carefully cultivated public image, they are benign rich people, using their wealth acquired from owning farms and farmland along with mines and steel mills for charity and helping people. On the surface they are well regard and well liked. Yet if you poke your nose around their shadows you find all sorts of rumors. The most likely if not just outright true one says they hate Evo’s. They notably have no Evo’s on staff in any higher position in their company, and no Evo’s in their family, although officially they are neutral. According to rumour any family running one of their farms whose child develops either gets rid of their child or gets forced out. Underworld rumor says they buy enough Suppress-X on the black market for all of their children and use it. If you talk to just the wrong people you start hearing even shadier things about them working with human supremacist and Evo extermination groups, along with funding underground labs looking for ways to deal with Evo’s. According to some a lot of their supposedly charitable donations are being funneled into this, and a chunk of their money comes from various criminal enterprises. Officially they attend a small local church every sunday, but they are suspected to be a part of a midwest christian church group that considers Evo’s to be demonically infected, best purged by suppression or death. Yet all of this is for now just that, rumor, and nobody is willing to speak on the record against them. So who are they really?

She is skinny, to the point of being scrawny or even malnourished and is short for her age. Her complexion is quite pale, bearing a striking contrast with her tangled, chin length mop of black hair and wide, dark brown eyes.

Typically dressed in ripped, faded or otherwise worn clothing, usually carrying an almost comically large, canvas backpack and almost always wearing long sleeves. A few witnesses who saw her bare arms reported a multitude of small cuts and scars in various stages of healing. Powers :
Walker can transform her spilled blood into a variety of creatures, that she calls demons. These demons can vary considerably in size and shape and may be equipped with varying numbers of limbs, wings, teeth claws and horns, most seem to have eyes, ears and noses but their sense of smell seems generally most prominent. Witnesses have reported everything from humanoid shapes able to pass as human with the help of heavy clothing; to bird like configurations used for aerial scouting and even what one witness called "a handgun with teeth and eyes". Importantly all of these demons have a mouth, through which they can breathe striking emerald flames and feed, which is important. The more overall powerful a demon is, the more blood is required to create it, which forms the primary limiter on Walker's raw power, she only has so much blood to sacrifice before it becomes a medical issue.

Walker seems to possess a telepathic link with her demons, able to give them orders through thought and even receive sensory input from them.

Although Walker's blood alone is sufficient to produce the creatures in the first place, to maintain their presence for very long the demons require food, which they devour and digest with startling rapidity. As the demons go longer without eating they become less amenable to Walker's instructions, becoming easily distracted or even outright ignoring her in favor of seeking out sustenance. This problem becomes more exacerbated with distance, as the influence Walker is able to wield on her creations weakens the further away they are. Conversely in close range Walker is able to reinforce her orders with verbal instructions, which seem to bolster her control somewhat.


Evo Persona :
Walker typically represents herself as "RentADemon" a supposed small business that in reality consists solely of Walker and manifestations of her ability. As RentADemon Walker travels from town to town, making use of her powers to perform various oddjobs and services, ranging from yard work through to low level security work and debt collection. Walker has sometimes been observed to intercede in crimes or emergencies she happens upon, but has always attempted to extract at least a token amount of payment from anyone she has helped.

Browne: For the recording, Detective Wilkins has produced what appears to be a crudely hand drawn advertisement on the reverse side of a poster for the Willston County Theatrical Society's production of 'Cats'. The ad reads as follows.

Browne: The posted also lists the website and one of the phone numbers referenced elsewhere in our investigation.
Wilkins: Most people probably thought it was a prank but a few people were apparently desperate enough to give it a try. Old man Edderly tried the number to get someone to mow that oversized damn lawn of his. He said a scruffy looking kid and a huge guy in an overcoat turned up. The kid did all the talking but the big guy did the mowing. Took care of the whole lawn in twenty minutes which, if you'd seen the size of it you'd never believe. Even weirder Edderly said the big guy never took off his coat, or his hat, or his sunglasses, or his scarf. Edderly never got a good look at his face.

But the reason the whole thing came to pur attention was Ms Roberts' case. She had come to us a few weeks back after separating from her husband recently, said he was abusive and had a drinking problem. He had taken the breakup pretty badly and had been harassing and threatening her. We looked into it obviously, but for a shitheel drunk he was pretty smart, none of the phone numbers or anything traced back to him, he was using some kind of voice changer to disguise himself on the phone, he even had alibis from his friends that we couldn't definitively disprove.

So about three days after Edderly's lawn got mowed we got a call out to Ms Robert's place, she says there was a break in attempt but that we should bring an ambulance as well. We pull up to find her deadbeat ex on his ass outside her shattered front window, sobbing his head off and clutching a broken arm.

Soon as we get out of the car he's sobbing confessing to all the stalking and the threats, says he doesn't care about prison but we have to protect him from the demon, which we could never get a clear description of out of him. Ms Robert's clammed the hell up as well so between the two of them we never got many leads. The posters all got taken down that night as well, but I heard they turned up again a few towns over in Folloughsby so I suspect whoever this Rent A demon person is they're still out there somewhere throwing deadbeats through windows and mowing lawns.

Mayfield: Can I get you anything Mr Browne? Tea? Coffee?"

Browne: That's quite alright thank you M'am. I was hoping to discuss a young woman you fostered a few years back. Does the name Lilly Walker ring a bell?

Mayfield: Oh my yes, I remember all our children, even those that only stayed with us for a short while, that poor girl. Things were difficult for her right from the get go.

Browne: Could you expound on that?

Mayfield: Well her parents were very abusive it was discovered, verbally, physically. In particular they would leave her alone at home all day while they went out to do God knows what. One time a neighbour found her playing on the street in the middle of the day and called CPS on them and after that they took to locking her inside the house, can you imagine that? A little girl all alone all day with no one to talk to, hardly and food or toys.

Browne: It does sound cruel. Do you think you could tell me about the the incident that lead to Lilly being removed fro m her parents and sent to live with you?

Mayfield: Yes of course. The police were called to a domestic disturbance at their house, not all that uncommon and found her parents covered in cuts and bruises, but there were also scorch marks and what the police called "traces of an unknown chemical accelerant" What the police eventually concluded was that they had been attempting to burn the house down for insurance money and had gotten into some kind of dispute during the process, possibly over what to do with the payout. The two of the, both swore up and down that they had been attacked by some kind of creature or demon, but there was no forced entry and poor little Lily had been locked in her rom the whole time. They went to prison, though I can't recall how long for or the exact charges.

Browne: And then Lily was put into the foster system and introduced to you, How was she with you?

Mayfield: That's right, she was terribly quiet and withdrawn at first, which was understandable. I was actually surprised at how quickly she came out of her shell, within months she was gregarious, everybody's friend, sort of the class clown I think.

Browne: Children can be very resilient

Mayfield: Yes, in Lilly's case.. well it became a problem pretty quickly. I think in retrospect she was probably desperate for any kind of attention or validation after the way her parents treated her. The other children at school could get her to do anything, there was shoplifting, property damage. The truancy seemed to be her idea though, she'd sneak out at night too. It was like she couldn't stand to be in one place for more than a few hours.

We tried to be lenient with her, she'd been through a lot after all, but we had to draw the line eventually and we started grounding her. That turned out to be the wrong approach, if she didn't like being stuck in school then she hated being stuck in her room, it was only two days before she ran.

Browne: And you never had any more contact with her after that?

Mayfield: Sadly no, we called the police of course but they were never able to track her down...I hope she's okay out there, wherever she is...

Browne: me too M'am, thank you for your time.

Agent Browne's concluding notes.

I'm now fairly certain that this "RentADemon" is Lilly Walker, the dates line up and the account of her parents is consistent with later reports of her activities. The kid seems harmless enough right now but it's not clear what the upper limits of her ability are and if she's susceptible to influence as Mrs Mayfield seems to think then I'm very concerned that could end up falling in with someone dangerous and causing some real trouble.

After analyzing her pattern of movement over the last few years, I'm almost certain she's going to show up in Columbia City next so I've sent them my findings. Hopefully one of the good guys can track her down before she gets into anything serious.

Résurrection - By clutching the deceased bones of an organism, Rébecca Beaulieu is able to resurrect them for her own purposes for a short duration. The undead she brings back vary from skeletal husks to barely decayed replicas of their once living counterparts. The variable on their state is dependent on the type of bone used by Rébecca and how much of it she has on her at the time. Physical contact is required to maintain the resurrected corpses' movements. Both over use of a bone or repeated damage to a resurrected corpse will be reflected on the remains used to summon them, causing more fractures until the held bone shatters to unusable pieces. While the name implies the dead return, Rébecca merely creates an imitation of them. Beyond basic functions, she has yet to notice any deeper cognizant awareness from her corpses. In most cases, Beaulieu will carry around fragments of animal bones in her satchel, being superior to shambling zombies if the young adult is threatened.

Originally coming from the suburbs outside of Columbia, Rébecca and her family moved into the city proper when she was just a little girl. Financial issues abound, Mr. Beaulieu needed to find work in one of the Ford Motor Companies' factories after his own mechanics business went under. Long hours toiling away for the industrial giant left the man haggard and ill tempered, with Rébecca's most vivid memories of her father containing him being miserable and self loathing. Mrs. Beaulieu, a native to the area, was able to keep herself busy with odd jobs in Washington such as babysitting or watching the neighbors children, keeping Rébecca and her mother close as she was growing up. The bonding between mother and daughter laid the foundations for Rébecca's world view, tempered with hardships as she grew. Mrs. Beaulieu, by the time that Rébecca was 12, was visited by the Sheriff's of Nottingham constantly, odd questions posed to the woman, requesting who she knew and where she went at random hours of each day. This style of questioning continued for months, before the Sheriff's returned one Winter's morning with instructions to arrest Mrs. Beaulieu, holding her as an accessory to a suspected Soviet Spy. Hollering, Mrs. Beaulieu was dragged from Rébecca's sight, her shrieks the last the younger Beaulieu heard of her mother.

It wasn't until she was 14, when her powers first began to manifest themselves, that Rébecca and Mr. Beaulieu were given a neat letter from the Sheriff's informing them of Mrs. Beaulieu's execution on grounds of treason. Father and daughter had their own ways of grieving. For Mr. Beaulieu, he kept his mind occupied. Be it with his long hours at the factory, longer hours at the bar, or backroom gambling, he distanced himself from the small home they had together. Rébecca caused trouble as a means of venting her frustrations at the Sheriff's, assaulting off duty officers with rocks or garbage at every opportunity. During one such evening, Rébecca and two of her friends ran out of the typical artillery they'd fire at their mortal enemies. Much to her friends protests, Rébecca found a dead pigeon's corpse and sought to launch it at a portly officer of the law. Instead, it came to life with an understanding of the girl's intentions. The bird pecked at the officer's face for two minutes before collapsing.

Throughout her early teenage years, Rébecca drifted to risque environments, talking in hushed tones of Communism and the equality it brought people - not just the rich or the privileged. Rébecca wasn't a dumb girl, understanding that at least part of the rumors surrounding the Soviet Union were true, she had too much contempt for the Government of Columbia to even reconsider her alignment. She'd be the enemy of the state, one way or another.

By the time Rébecca was 17, she was in and out of detention centers or the local police station's holding cell on a regular basis. Intentions to insight riots, theft, larceny, assault, petty crimes that, as a child of a poor, single father, she was let off the hook for. There was no value filling up Fort Hickory with the adolescent. Rébecca interacted regularly with different gangs and criminal groups, always as an outsider who saw supporting them as a way to get back at the Sheriff's of Nottingham, but in 2028, the young girl fully integrated herself with an Evo-Extremist movement. Before meeting them, she had never been especially big on Evo-rights, always an issue she supported, but the welfare of all people was her goal. Shortly after joining this near-cult entity, Rébecca became a vocal advocate for violent reforms in favor of Evo's gaining superiority in society. Several videos on social media have featured the girl in action. Both supporting her arguments and critics aplenty tearing her down and labeling her a lunatic.

A recent case. Was enlisted as a patient at Ford Memorial Hospital at the age of 12 - due to severe fits of anger. Whilst having one fit in one of the wards -
She caused two nurses to attack and stab one another. Thankfully no one was fatally harmed.
She was soon released. Since then has been takings several personality altering medication. To keep things in check. We have an agent in particular that is keeping tabs on her and her family ( a mother and four younger brothers ).
Currently attending Jefferson Central.
Doing surprisingly well in most of her subjects and is a prefect.

Hasn’t had any recent incidents.

Documentation :
Sever was a somewhat famous loner mercenary in South America. That's something impressive considering how volatile the situation was down there. Prison Guards found him ashore unconscious on Fort Hickory with a nasty head wound. A hospital later, he woke up all confused and blank. The name Sever earned us a reaction but pretty much everything else didn't seem to concern him. The quacks said memory loss from shock trauma was possible but who would give up on a possible information mine for the situation in Hell?

Apparently leaving him alone after one week was wrong. The day the Sheriff of Nottingham visited, only a strangled nurse with blue face and a police officer with a bloody hole on his airway were in his room. A reluctant fisherman said he saw Sever on a boat heading to the mainland.

Fuck.
